Guangdong Police College is a provincial public security undergraduate college established in 2004 with the approval of the Ministry of Education. The college is organized by the Guangdong Provincial Public Security Department and its business department is the Guangdong Provincial Education Department. In 2008, the college obtained the right to award bachelor's degrees. In 2012, it passed the undergraduate teaching qualification assessment of the Ministry of Education. In 2018, it was rated as a model school for rule of law in Guangdong Province. In 2019, the review and evaluation of undergraduate teaching work of the Ministry of Education was completed. In 2021, the college became a project construction unit for awarding master's degrees. The college is a reserve talent training base for public security organs in Guangdong Province, a provincial public security police training base, a police practical training base of the Ministry of Public Security, and a foreign police training base. In more than 70 years of school-running practice, the college has always adhered to the leadership of the Party, adhered to the socialist direction of running schools, fully implemented the Party's education policy, followed the basic laws of higher education, adhered to political construction and rule of law, served the political and legal public security work and economic and social development, and gave full play to the role of public security specialized talent training base and public security think tank, and built an education and training system with Guangdong public security characteristics, forming distinctive school-running characteristics such as political construction, police management, school-bureau cooperation and collaborative education, and practical teaching. 【History】 The predecessor of the college was the Guangdong Provincial Public Security Cadre School, which was founded in November 1949. In 1958, it merged with the Guangdong Provincial Political and Legal Cadre School, Guangzhou Public Security Cadre School, and Guangzhou Administrative Cadre School to form the Guangdong Provincial Political and Legal Cadre School. In 1974, it began to provide general secondary vocational education. In 1983, it was renamed the Guangdong Provincial Political and Legal Cadre College to provide adult college education. In 1984, it was renamed the Guangdong Provincial Political and Legal Management Cadre College. In 1989, it was renamed the Guangdong Provincial Public Security and Judicial Management Cadre College. In 1992, on the basis of the Guangdong Provincial Public Security and Judicial Management Cadre College, the Guangdong Public Security College was established to provide general college education. In 1998, the Guangdong Provincial People's Police School, founded in 1963, was merged into the Guangdong Public Security College. In 2004, the Guangdong Police Officer College was established to provide general undergraduate education. 【School Conditions】 The college has two campuses, Jiahe and Binjiang, covering a total area of 373,800 square meters. The school building area is 254,500 square meters, with basic teaching facilities such as teaching buildings, laboratory buildings, libraries, student dormitories, police physical skills training halls, and tactical training buildings. The total value of teaching and scientific research equipment is 109.0926 million yuan. The library has 1.0366 million books and 480,000 mirrored electronic professional books. The construction of document resources is distinctive, and 377 types of 637 volumes of special public security documents such as public security chronicles and public security yearbooks are collected. [Faculty] The college currently has 677 faculty members, including 311 full-time teachers. There are 255 full-time teachers with master's degrees or above, and 132 full-time teachers with senior professional titles. There are 12 provincial and ministerial teaching teams, 3 provincial ideological and political teaching teams, 10 provincial and ministerial teaching masters, 1 person who enjoys the ministerial allowance of the Ministry of Public Security, 2 of the top ten gold medal instructors of the provincial public security organs, 3 outstanding young teachers in Guangdong Province, and 40 provincial and school-level "Thousands, Hundreds, Tens Project" training targets. [Professional Setting and Undergraduate Teaching] The college currently offers 12 undergraduate majors, including Investigation, Public Security, Criminal Science and Technology, Economic Crime Investigation, Narcotics, Police Command and Tactics, Traffic Management Engineering, Network Security and Law Enforcement, Computer Science and Technology, Law, Administration, and Social Work, including 8 public security majors and 4 non-public security majors. There is currently 1 national characteristic major (Economic Crime Investigation), 3 national first-class undergraduate major construction sites (Economic Crime Investigation, Investigation, Criminal Science and Technology); 1 key professional construction site of the Ministry of Public Security (Investigation), 3 provincial characteristic majors (Economic Crime Investigation, Investigation, Criminal Science and Technology), 5 provincial first-class undergraduate major construction sites (Public Security, Police Command and Tactics, Traffic Management Engineering, Network Security and Law Enforcement, Narcotics), and 4 majors (Public Security, Narcotics, Law, and Administration) are included in the provincial professional comprehensive reform pilot project. There are currently 3 national first-class courses, 28 Guangdong first-class courses, and 45 school-level first-class courses. 11 provincial-level ideological and political construction reform demonstration projects have been approved, including 4 demonstration courses; 2 provincial-level ideological and political excellent teaching cases have been obtained. [Scientific research work] The college has vigorously strengthened the construction of scientific research platforms, and has established 3 provincial-level scientific research platforms, including the Guangdong Provincial Public Security Research Center, the Domestic Security and Social Stability Research Center, and the Guangdong Provincial Public Security Research Center. There are 3 provincial-level appraisal centers, including the Guangdong Tianzheng Judicial Appraisal Center, the Judicial Psychological Testing Technology Center, and the Physical Evidence Appraisal Center. The journal "Political Science and Law Journal" was selected into the extended version of the AMI core journal of the Chinese Academy of Social Sciences, and won the titles of National Excellent Social Science Journal of Colleges and Universities, RCCSE China Core Academic Journal, etc. [Talent Training] The college follows the basic laws of higher education and the laws of public security colleges, actively adapts to the needs of Guangdong's political and legal public security work and economic and social development, and strives to cultivate loyal, reliable, disciplined, proficient in business, with a strong sense of social responsibility, legal awareness, and innovative spirit, and high-quality application-oriented professionals who adapt to political and legal public security work and economic and social development. There are currently 7,532 full-time undergraduate students. Over the past 70 years since its establishment, the college has trained and delivered more than 200,000 business backbones and professionals for Guangdong's political and legal public security organs and other industries, and has made positive contributions to Guangdong's political and legal public security work and economic and social development. It is known as the "Cradle of South Guangdong Police Officers". [Training and Research] The college is the main battlefield for the training of police officers in Guangdong Provincial Public Security Organs. It has a police practical training base of the Ministry of Public Security and a captain school for grassroots police stations in Guangdong Provincial Public Security Organs. In 2010, it was rated as the "National Advanced Collective for Public Security Education and Training". In 2015, it became the only professional training institution for security management professional skills in the province. In 2019, it co-built the Guangdong Provincial Urban Management and Law Enforcement Training Base with the Provincial Department of Housing and Urban-Rural Development. In 2022, it obtained the qualification of a provincial-level third-level training institution for police drone pilot aircraft. The scale of training in the college has increased year by year. From 2004 to 2023, a total of 99,503 people were trained, with an average annual training volume of about 5,000 people. The main tasks include: training of police practical instructors in public security organs across the country, training of the first chief of the provincial city and county public security bureaus, promotion training for leading cadres of prefecture-level public security organs and police officers in the department, anti-smuggling, border inspection, etc., training for special police work, various types of training commissioned by political and legal organs and public security organs at all levels inside and outside the province, training courses for police officers in Hong Kong and Macao, training courses for the China-Europe police training project assigned by the International Cooperation Bureau of the Ministry of Public Security, training courses for foreign police, etc., as well as training commissioned by state-owned enterprises, urban management and other government agencies.
