Harbin University of Science and Technology was formed in 1995 by the merger of Harbin University of Science and Technology, Harbin Institute of Electrical Engineering and Harbin Institute of Technology, which were all affiliated to the former Ministry of Machinery Industry. In 1998, it was transferred to Heilongjiang Province and implemented a management system of joint construction by the central and local governments and with local governments as the main body. Over the past 70 years since its establishment, the school has conscientiously implemented the Party’s education policy, fully implemented the fundamental task of cultivating people with moral integrity, taken root in the fertile soil of Heilongjiang, deeply cultivated the electromechanical industry, and worked hard to develop into a domestic “double first-class” university in Heilongjiang Province with strong comprehensive strength and distinctive school characteristics. It is the largest science and engineering university in the province and has made important contributions to the development of my country’s equipment manufacturing industry and the economic and social construction of Heilongjiang. In 2003, the school was awarded the title of "Excellent School in Undergraduate Teaching Assessment" by the Ministry of Education. In 2008, it was identified as one of the ten key high-level universities in the plan for building a strong province of higher education in Heilongjiang Province. In the same year, it was approved as a university implementing the "National Undergraduate Innovation Experimental Program" by the Ministry of Education. In 2011, it was selected as one of the first batch of universities in the "Central and Western Basic Capacity Building Project". In the same year, it was awarded the honorary title of "National University with Typical Experience in Graduate Employment" by the Ministry of Education and was approved as a university in the Ministry of Education's "Excellent Engineer Education and Training Program". In 2015, It has become a university jointly built by the People's Government of Heilongjiang Province and the State Administration of Science, Technology and Industry for National Defense; in 2018, it was selected as a domestic "double first-class" construction university in Heilongjiang Province, and the "Engineering" discipline entered the ESI global top 1% discipline ranking for the first time; in 2020, it was selected as the first batch of demonstration universities for the construction of ideological and political courses in higher education institutions in Heilongjiang Province, and the "Materials Science" discipline entered the ESI global top 1% discipline ranking; in 2021, the "Chemistry" discipline entered the ESI global top 1% discipline ranking; in 2022, it was once again selected as a domestic "double first-class" construction university in Heilongjiang Province. The school has a total of 4 school districts, including three school districts in the west, south and east in Harbin, and the Weihai Campus of Harbin University of Science and Technology is located in Rongcheng City, Weihai City, Shandong Province. The school covers a total area of 1.6444 million square meters, and the teaching infrastructure area is 983,000 square meters. The library has a collection of 2.678 million books, 2.018 million electronic books, and 360,424 electronic journals. The school currently has more than 2,400 faculty and staff, including more than 1,600 full-time teachers. Among them, there is 1 academician of the Chinese Academy of Engineering, 2 foreign academicians of Russia, 1 national outstanding professional and technical talent, 5 national high-level talents, 1 national defense industry 515 plan, 1 100,000 talents project, 5 selected people of the Ministry of Education's "New Century Excellent Talent Support Program", 11 Longjiang Scholars, 23 provincial teaching masters, 2 provincial young teaching masters, 2 national ideological and political teaching masters, 1 provincial ideological and political teaching master, and 18 provincial leading talent echelons. There are more than 32,000 full-time students. The school has 13 colleges and 1 teaching department. There are 65 undergraduate majors, of which 23 majors have been approved as national first-class undergraduate major construction sites, 16 majors have been approved as provincial first-class undergraduate major construction sites, and 16 majors have passed engineering education certification; there are 8 national first-class specialty majors, 3 national "Excellent Engineer Education and Training Program" pilot majors, 1 national undergraduate major comprehensive reform pilot major, 19 provincial key majors, 6 provincial undergraduate major comprehensive reform pilot majors, and 2 provincial "Excellent Engineer Education and Training Program" pilot majors. The school has 8 first-level disciplines authorized to confer doctoral degrees, 22 first-level disciplines authorized to confer master's degrees, and 11 professional master's degree authorization categories, including 1 national key discipline, 10 provincial key disciplines, 5 national defense specialty disciplines, 7 domestic first-class construction disciplines in Heilongjiang Province, and 4 domestic first-class cultivation disciplines; 7 disciplines, including electrical engineering, instrument science and technology, materials science and engineering, mechanical engineering, management science and engineering, business administration, and computer science and technology, have postdoctoral research mobile stations. The school has 1 national university science and technology park, 3 national experimental teaching demonstration centers, 6 national engineering practice education centers, and 2 national off-campus practice education bases for college students. There are 1 national-level high-quality resource sharing course, 2 national-level high-quality video open courses, 9 national-level first-class undergraduate courses, and 52 provincial-level first-class undergraduate courses. The school currently has 29 scientific research platforms above the provincial level, including 7 national ministerial laboratories, engineering research centers and collaborative innovation centers such as the "National Key Laboratory Cultivation Base for Dielectric Engineering Co-built by the Ministry of Provinces", "National and Local Joint Engineering Research Center for Large-scale Motor Electrical and Heat Transfer Technology", "National and Local Joint Engineering Laboratory for High-efficiency Cutting and Cutting Tools", and "Advanced Electrical Equipment Manufacturing and Intelligent Operation Co-built by the Ministry of Provinces and Ministries Collaborative Innovation Center"; there are 22 provincial key laboratories, engineering technology research centers, collaborative innovation centers and technology innovation centers such as the "Heilongjiang Provincial Key Laboratory of Motors and Electrical Equipment and Control", "Heilongjiang Provincial Key Laboratory of Advanced Processing Technology and Intelligent Manufacturing", "Heilongjiang Provincial Key Laboratory of Complex Intelligent Systems and Integration", and "Heilongjiang Provincial Collaborative Innovation Center for Graphite-Graphene Application Technology". The university has sponsored four publicly issued academic journals, including Journal of Electric Machines and Control, Journal of Harbin University of Science and Technology, Journal of Science and Technology Management, and Research on Ideological and Political Education. In the past five years, the university has undertaken 2,008 scientific research projects of various types, including 187 national scientific research projects and 1,190 projects commissioned by enterprises and institutions; a total of 2,464 high-level academic papers have been published. The university adheres to the school-running policy of combining connotation construction with extension development, and constantly broadens the channels for international exchanges and cooperation. The university is a member unit of the "University Alliance of Northeast China and Russian Far East and Siberia", "China-Central and Eastern European Countries University Association", "China-Ukraine University Alliance" and an observer unit of the "Silk Road University Alliance". It has established long-term and stable cooperative relations with more than 70 high-level universities and scientific research institutions at home and abroad in more than 20 countries in Europe, America and Asia-Pacific, and actively carried out substantive cooperation such as joint training of students, academic exchanges of teachers and cooperative scientific research, and continuously improved the school's school-running level and comprehensive strength. Over the past 70 years, Harbin University of Science and Technology has cultivated more than 200,000 outstanding alumni represented by academicians, generals, entrepreneurs, and engineering and technical leaders. It is known as the "cradle of modern engineers" and the "Huangpu Military Academy" of the wire and cable industry. Standing at a new historical starting point, the school will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards".
