The college was founded in 1979. It is a full-time general college of political science and law approved by the Heilongjiang Provincial People's Government and registered by the Ministry of Education of the People's Republic of China. It is currently the only higher vocational college in Heilongjiang Province that trains judicial professionals and is a training base for the people's police in the judicial administration system of Heilongjiang Province. Over the years, the college has undergone continuous exploration, reform and development, from small to large, from the initial secondary vocational education to higher vocational education and the current stage of reform of the convenient mechanism for recruiting judicial administrative people's police. The college has been awarded the first-class collective merit by the Ministry of Justice; it has been rated as a national key school, a ministerial key school and a provincial key school; a national "dual-qualified" teacher training base, a national educational management innovation demonstration school, and a provincial higher vocational education legal major teaching guidance committee chairman unit. These have established the college's leading position in the field of higher vocational education in the province. The college has continuously deepened the reform of education and teaching, adhered to the development of connotation and characteristics, and innovated new mechanisms and models for talent training. The college is located on Xuefu Road, Nangang District, Harbin, where many colleges and universities gather. Many teachers of the college participated in the formulation of professional teaching standards, construction of teaching resource libraries, and compilation of textbooks for criminal execution, criminal investigation technology, criminal psychological measurement and correction technology, judicial police, legal affairs, and judicial information security organized by the National Judicial Vocational Education Teaching Steering Committee. The college has set up four judicial administrative police majors, namely criminal execution, criminal investigation technology, criminal psychological measurement and correction technology, and judicial information security, and four general enrollment majors, namely judicial information technology, judicial police, legal affairs, and legal secretarial. Among the eight enrollment majors, there are three provincial key majors and two central financial support key majors. Those who meet the admission requirements can be admitted to the corresponding provincial undergraduate colleges and universities. Upon graduation, they will be awarded a full-time first-degree undergraduate diploma and the corresponding degree. The college is the first batch of pilot colleges for the "junior college to undergraduate connection" examination of higher vocational colleges approved by the Provincial Higher Education Self-study Examination Committee. The college and Heilongjiang University jointly organize undergraduate self-study assistance classes. Junior college students can participate in self-study undergraduate studies and examinations while in school. If they pass the examination, they can obtain a self-study undergraduate diploma. Those who pass the degree examination in foreign languages can also obtain a bachelor's degree. College graduates are the main source of prison and drug rehabilitation police recruited by the judicial administrative organs of Heilongjiang Province. The Heilongjiang Provincial Department of Justice will recruit about 30%-40% of the civil servant recruitment plan for the provincial judicial administration system in 2023, targeting the graduating students of the Central Judicial Police College and the Heilongjiang Judicial Police Vocational College for the judicial administration police major. The college's general (non-judicial administration police) major graduating students can take the civil service examination for the provincial judicial administration system.
