Heilongjiang University of Finance and Economics is located in the University Town of Harbin New District, Heilongjiang Province. It was founded in April 1999 and invested by Heilongjiang Deqiang Industrial Group. The initial name of the school was Harbin Deqiang College. In September 2008, it was approved by the Ministry of Education as the first batch of independent private undergraduate colleges in Heilongjiang Province and renamed Harbin Deqiang Business College. In April 2013, it was renamed Heilongjiang University of Finance and Economics. After 24 years of development and construction, the school has conscientiously implemented the party's education policy, adhered to the socialist direction of running schools, implemented the fundamental task of cultivating people with morality, based on the "local, application-oriented, open" school orientation, adhered to the school-running philosophy of "thickening the foundation, innovating mechanisms, enhancing connotation, refining characteristics, and open development", seeking development through service, seeking support through contribution, scientifically planning school development, carrying out industry-university-research cooperation education, cultivating and refining school-running characteristics, forming comparative advantages and characteristics in cultivating financial and applied talents, and striving to move towards the goal of building a distinctive first-class application-oriented financial university. The school is a local applied undergraduate college with economics and management as the main disciplines, economics, management, engineering, literature, law, and art as the multi-disciplinary coordinated development. It is based on the region and industry, faces the whole country, and focuses on serving Longjiang. It cultivates applied talents for the local regional economic and social development and provides applied technology and intellectual support. It has 10 teaching units including the School of Economics, School of Accounting, School of Finance, School of Management, School of Financial Information Engineering, School of Humanities, School of Arts, School of General Education, School of Marxism, and Sports Military Teaching Department. It has opened 33 undergraduate majors covering 6 disciplines including economics, management, engineering, literature, law, and art. There are currently 12,800 students and 619.5 full-time teachers, of which 478 are self-employed full-time teachers, accounting for 77.16%. The school began to set up an independent party committee in February 2009, and its organizational relationship is affiliated to the Provincial Party Committee Education Working Committee. At present, it has 9 party general branches, 41 party branches, and 834 party members. The school campus covers an area of 695,000 square meters, and the school building area is 290,400 square meters. The total value of fixed assets is 946 million yuan, of which the total value of teaching equipment is 96.4776 million yuan. The library has a collection of 1.3653 million paper books and 2.953 million electronic books. There are 66 laboratories and experimental centers, and 151 off-campus internship and training bases. The campus network has a 10G backbone and 1G to the desktop, and the wireless network has achieved full coverage of the school. There are standard plastic sports stadiums, tennis courts, basketball and volleyball courts on campus. The novel and unique gymnasium has a swimming pool, basketball and volleyball hall, badminton hall, table tennis hall, billiard room, gymnastics hall, dart hall, fencing hall, and gymnasium. It has established 8 industrial colleges such as e-commerce industry and financial industry, and 8 school-level research centers such as the Coin Research Center and the SME and Regional Economic Research Center. It has built a "three museums and one center" cultural education system consisting of the School History Museum, the Currency Culture Museum (the first museum in the province's private universities), the Red Finance Road Museum, and the Coin Economic Research Center, integrating the red financial culture into the entire process of talent training. Relying on the College of Cultural and Creative Industries, the school has established 13 studios such as lacquer painting and black pottery and 1 art exhibition hall. The school is a key private university in the "1115 Project" of the "Plan for Building a Strong Province of Higher Education in Heilongjiang Province", a pilot unit for the construction of a modern university system in the province, the vice chairman unit of the Higher Education Professional Committee of the China Private Education Association, the executive vice chairman unit of the Provincial Private Education Association, and the director unit of the Provincial Higher Education Ideological and Political Education Research Association. In many years of educational practice, it has been successively rated as a demonstration university of characteristic applied undergraduate studies in Heilongjiang Province, a model of provincial civilized campus, a "Party Building Demonstration University" among private universities in Heilongjiang Province, and the first batch of pilot universities of Heilongjiang Province's "Industry-University-Research Party Building Alliance".
