Hunan City University is a full-time general undergraduate college sponsored by the People's Government of Hunan Province. From 2020, the school will be transferred to the first batch of undergraduate admissions in Hunan Province. The school is located in Yiyang City, Hunan Province, the "Hometown of Chinese Badminton", "Hometown of Chinese Bamboo", "Hometown of Chinese Black Tea", and "Source of 'Mountain Village Great Change'". The school was formerly the Yiyang Regional Normal College founded in 1970 and the Yiyang Basic University founded in 1978. In March 2002, with the approval of the Ministry of Education, the then Hunan Urban Construction College and Yiyang Normal College were merged and upgraded to form Hunan City University. The school follows the school motto of "cultivating both moral character and learning, unifying knowledge and practice", and strives to run a university that satisfies the people. In 2012, it was rated as a "National University with Typical Experience in Graduate Employment", and in 2014 it became a "Ministry of Education Informatization Construction Pilot Unit". The "Classification Standards for Town (Village) Green Spaces" formulated by the school was approved as a national industry standard by the Ministry of Housing and Urban-Rural Development, and the "Changzhutan Ecological Green Heart Area Spatial Development Strategic Plan" compiled by the school won the first place in the international bidding. It took the lead in establishing the Hunan Urban Science Research Association, a provincial society, and the Hunan New Urbanization Research Institute was selected as a professional characteristic think tank in Hunan Province.
