In 1991, Cao Yongan, then deputy director of the Education Department of Qiqihar No. 1 Machine Tool Factory, founded the private Heilongjiang East Asia University. After Heilongjiang East Asia University merged with the Factory Workers' University in 1993, it signed a separation contract with the factory on December 25, 1993, and embarked on a path of private education development of "self-run, self-funded, self-improving, and self-developing", opening the precedent of the national "public-to-private" school system reform. In March 2001, the school became one of the first batch of higher vocational colleges in Heilongjiang, and its name was Qiqihar Vocational College. In 2011, the school was upgraded to a general undergraduate college with the approval of the Ministry of Education, and was renamed Qiqihar Engineering College, becoming the first municipal undergraduate university in Qiqihar. In 2019, the school successfully passed the national undergraduate teaching qualification assessment. The school has always adhered to the socialist direction of running schools, fully implemented the party's education policy, adhered to public welfare and non-profit education, and insisted on cultivating applied talents. The school is the only private university in the country with administrative level and institutional establishment. The school covers a total area of 867,000 square meters, with a building area of more than 330,000 square meters; there are 121 undergraduate experimental sites on campus; the total value of teaching and scientific research equipment is 78.6543 million yuan; the collection of paper books is 944,900, and the electronic books are 424,000; the total area of indoor and outdoor sports venues is more than 70,000 square meters; the campus environment is beautiful and the cultural atmosphere is strong. Guided by the needs of local economic and social development, the school continuously optimizes the professional layout, and has 9 secondary teaching units including the Department of Mechanical and Electrical Engineering, the Department of Architectural Engineering, the Department of Information Engineering, the Department of Management Engineering, the Department of Health and Nursing, the School of Marxism, the Basic Department, the Student Development Center, and the Department of Continuing Education; 25 undergraduate majors are offered; there are more than 8,400 full-time students. In October 2015, the school was selected as the first "National Mass Entrepreneurship and Innovation Week" as a "grassroots entrepreneurship education incubation platform" and was the only local university to participate in the exhibition. The school insists on applied undergraduate education research, strengthens curriculum construction, adheres to results orientation, explores new talent training models, improves the adaptability of majors to regional economic and social development, and comprehensively improves the quality of talent training. Two majors, mechanical design, manufacturing and automation, and vehicle engineering, have been established as provincial first-class undergraduate major construction points. Four courses, including "Ideology, Morality and Rule of Law", "Management Communication", "Civil Engineering Materials", and "Cost and Management Accounting I", have been rated as first-class courses in Heilongjiang Province. Three provincial teaching achievement awards have been approved, and six school-level industrial colleges, including the Construction Industry College, have been built. Among them, the Machine Tool Industry College was approved as the first batch of provincial modern industrial colleges. School-enterprise cooperation and dual education. Relying on the industrial college, the school is guided by serving job needs and improving professional ability, exploring the establishment of "nursing", "equipment manufacturing" and "construction" off-campus classrooms, expanding the time and space for education, and innovating the application-oriented talent training model. The school adheres to the demand-oriented curriculum concept and has developed the "Four Truths and Three Transformations" (FT) curriculum construction paradigm to provide solutions to the urgent curriculum construction problems of colleges and universities. The research results of this curriculum reform won the first prize of the 2020 Heilongjiang Province Higher Education Teaching Achievement. Since 2021, more than 40 "Four Truths and Three Transformations" (FT) curriculum development workshops have been held, attracting more than 4,000 teachers from more than 200 colleges and universities across the country to participate. In January 2015, the school initiated the establishment of a national applied curriculum construction alliance; in April 2016, the alliance and the School Planning, Construction and Development Center of the Ministry of Education jointly established the Curriculum Construction Research Institute (now renamed the Curriculum Construction Collaborative Innovation Center). The Curriculum Construction Collaborative Innovation Center has played an active role in promoting the construction of applied college courses across the country by organizing activities such as industry-education integration curriculum reform experiments, teacher-led curriculum reform, and applied curriculum construction classrooms. The school attaches great importance to international exchanges and cooperation, and has established friendly cooperative relations with more than ten foreign universities in the United States, Russia, South Korea, Japan and other countries. It actively carries out exchanges and cooperation in teaching and scientific research, selects key teachers to visit the United States, and invites foreign professors to teach school students. The school has been invited to attend international conferences to exchange curriculum reform experiences many times, and has organized 5 batches of "applied curriculum overseas exchange inspection groups" to visit and exchange with relevant universities in the United States, Germany, the United Kingdom, France and other countries.
