Sichuan Water Conservancy Vocational and Technical College is a full-time general college established in April 2003 with the approval of the Sichuan Provincial People's Government. It is under the leadership of the Sichuan Provincial Department of Water Conservancy and the Sichuan Provincial Department of Education is responsible for business guidance. Formerly known as Sichuan Water Conservancy and Electric Power School, it was founded in 1956 and is one of the first national key technical secondary schools of the Ministry of Education. In 1960, it was approved by the Provincial People's Committee as Guanxian Water Conservancy College. In 2000, it was approved by the Provincial Education Commission to cooperate with the Water Conservancy and Electric Power College of Sichuan Agricultural University to carry out general higher vocational education. In 2003, it was upgraded to Sichuan Water Conservancy Vocational and Technical College with the approval of the Sichuan Provincial People's Government. In 2022, it was approved by the Sichuan Provincial Department of Education to carry out a pilot project for the training of vocational education talents in water conservancy and hydropower engineering at the undergraduate level. Sichuan Water Conservancy Vocational and Technical College was born out of water and thrived on the weir. Since its establishment, under the cordial care of the Ministry of Water Resources and the strong leadership of the Sichuan Provincial Party Committee and the Provincial Government, the school has adhered to the school motto of "Inheriting the Yu vein, being virtuous and inspiring", kept in mind the mission of the school, and insisted on educating people for the Party and the country. It has trained nearly 200,000 technical backbones and management backbones represented by Professor Wang Xingkui, a doctoral supervisor at Tsinghua University, and has made important contributions to the development of water conservancy and hydropower in my country, especially in Sichuan. In the course of more than 60 years of schooling, the school has been braved by wind and rain and forged ahead. In the 1950s, the school was self-reliant in building school buildings; in the 1960s, it adhered to the front line of the construction site to cultivate talents; in the 1970s, teachers and students worked together to build the "Heilongtan Reservoir" and develop school-run factories; in the 1980s, it established a national key technical secondary school; in the 1990s, it built its own teaching and scientific research power station, survey and design institute, and engineering construction supervision company. In the "5.12" Wenchuan earthquake in 2008, the school suffered heavy casualties and property losses. With the cordial care of the Party and the government and the strong support of all sectors of society, it has gone through the most difficult years after the earthquake. In 2011, the new campus of Yangma was fully completed and the opening ceremony was held, marking a decisive victory in post-disaster reconstruction. The school covers an area of more than 900 acres, spanning three places in Chengdu, Dujiangyan and Chongzhou. It has four campuses: Yangma (main campus), Dujiangyan (old campus), Qingjiang (continuing education) and Shuanghe (training base). It has the School of Water Conservancy Engineering, the School of Electric Power Engineering, the School of Resources and Environmental Engineering, the School of Information Engineering, the School of Civil Engineering, the School of Surveying and Mapping Geographic Information, the School of Management Engineering, the School of Bioengineering, the School of Marxism, and the Li Bing Continuing Education School. The building area is more than 290,000 square meters, the collection of books is more than 1.04 million (more than 770,000 paper books and more than 270,000 electronic books), the total value of teaching equipment is 191 million yuan, and the total value of assets is 828 million yuan. There are currently 11,395 full-time students. There are 706 faculty and staff, including 497 full-time teachers. Among the full-time teachers, there are 175 people with associate senior titles or above, including 22 senior titles. There are 190 dual-qualified teachers. 276 people have master's degrees or above, including 13 with doctoral degrees. There is one expert enjoying the government allowance of the State Council, 7 provincial and ministerial level teaching masters, 3 provincial and ministerial level innovative teaching teams, 6 professional leaders, 3 technical experts, and 4 excellent teaching teams. The school offers majors covering industries such as water conservancy, hydropower, aquatic products, construction, surveying and mapping, geology, resources and environment, forming a "233" professional group layout led by two high-level professional groups of water conservancy and hydropower construction engineering and power system automation technology, radiating and driving three backbone professional groups of ecological environment, surveying and mapping geographic information, and civil engineering, and three characteristic professional groups of information technology, modern service industry, and modern agricultural and animal husbandry production and processing. Among them, there are 3 provincial demonstration construction key majors, 3 provincial cultivation construction key majors, and 3 backbone majors of the innovation and development action plan; 2 projects were selected as the "capable teachers" characteristic courses and typical cases of the Ministry of Education, and there are 2 national online boutique courses "Reinforced Concrete Structure" and "College Students' Career Planning and Employment and Entrepreneurship Guidance", 8 provincial boutique courses, boutique online open courses, and boutique resource sharing courses; 3 provincial "Course Ideology and Politics" demonstration courses, 1 provincial innovation and entrepreneurship demonstration course; and 2 "Thirteenth Five-Year Plan" national planning textbooks. It is a national high-skilled talent training base in the water conservancy industry, the first batch of modern apprenticeship pilot colleges in Sichuan Province, a pilot college of the 1+X certificate system, a pilot college for the diagnosis and improvement of teaching work in Sichuan Province, and a pilot college for the comprehensive reform of "three-dimensional education" in Sichuan Province. The school has successively won the honorary titles of National Advanced Collective for Water Conservancy Earthquake Relief, National Model Workers' Home of Water Conservancy System, Advanced Grassroots Party Organizations in Colleges and Universities in the Province, and Demonstration Collective of Communist Party Members in Sichuan Provincial Organs. It has been fully built into a national model vocational college in the water conservancy industry and a model higher vocational college in Sichuan Province. It has been awarded the title of National Water Conservancy Civilized Unit, Sichuan Civilized Campus and Sichuan Advanced Collective for Poverty Alleviation. It has been awarded the National May Fourth Red Flag Youth League Committee and the National Worker Pioneer. The Xingshu Party Branch has successfully established a national model branch for party building work. The school was selected as one of the top 50 service contributions of higher vocational colleges in the country, successfully established a national model college for water conservancy vocational education and a high-quality higher vocational college in Sichuan Province. In 2021, it was identified as a high-level higher vocational school and a high-level professional group project construction unit in Sichuan Province. The school's strength has leaped into the ranks of national water conservancy vocational colleges and Sichuan vocational colleges. The school's water conservancy vocational education has outstanding characteristics, adheres to the combination of production, learning and research, and cultivates high-quality technical and skilled talents. It is unique among domestic higher vocational colleges. In the 1990s, a training campus integrating 3×1250KW teaching and scientific research hydropower plants, hydraulic machinery manufacturing internship factories, surveying and design institutes, and engineering construction supervision companies was built. While providing professional production training for more than 1,000 students, the annual social production value reaches tens of millions of yuan, and technical services extend to countries along the "Belt and Road" such as Central Asia, Southeast Asia and Africa. In recent years, the Sichuan Water Conservancy Vocational Education Group, Sichuan Water Conservancy Vocational Education Campus and Sichuan Water Conservancy Talent Education Base have been established. In 2022, the Water Culture Popular Science Education Base of Sichuan Water Conservancy Vocational and Technical College was recognized as the first batch of national popular science education bases in 2021-2025. In recent years, the school has implemented "open schooling" and has established inter-school cooperation with overseas universities such as Swansea University in the UK, Keiser University in the United States, North Melbourne Institute of Technology in Australia, and Tanzania Water Conservancy College. The school-enterprise co-construction of a mixed-ownership "International Electrotechnical College" trains professional and technical talents for the "Belt and Road" countries, and has maintained good cooperation with State Grid Corporation of China, China Construction Engineering Group, China Power Construction Group, China Railway Construction Group, Armed Police Hydropower Forces and the water conservancy, power, and surveying and mapping industries in the ten western provinces and regions. The employment rate of graduates has remained above 95% for many years.
