The college was founded in 1940 and originally started a technical education program in the basement of Hawthorne Elementary School. In the 1941-1942 school year, the program was officially named Tacoma Vocational School. In 1944, Laverne Hazen Bates (L. H. Bates) became the head of the school. In 1947, the school was renamed Tacoma Vocational and Technical College. After L. H. Bates retired in 1969, the Tacoma School Board changed the school's name to "L. H. Bates Vocational and Technical College". In 1991, Washington State separated the state's vocational and technical colleges from local school districts and was managed by the State Community and Technical College Board. In 1992, the college took over KTPS-TV, a member station of the Public Broadcasting Corporation in Tacoma, from the Tacoma School District, and subsequently changed its call sign to KBTC-TV on October 12.
