History and Founding

The first attempt to establish a university in the coastal region of Slovenia was unsuccessful nearly a hundred years ago. In 1992, preparations for an expert study on the development of higher education in the coastal region began, and in 1993 a letter of intent to establish a university learning center was signed.

In 1995, the Slovenian Center for Scientific Research was established, and in 1996 the Koper University Learning Center was formed, laying the foundation for the development of higher education in the region and preparing the legal basis for the establishment of the university.

On January 29, 2003, the Slovenian Parliament passed the charter of the University of Primorska, and on March 17 of the same year, the university was registered with the Koper District Court and officially established.

Full-time study at the undergraduate and master's level is free for Slovenian citizens, citizens of EU member states, non-EU citizens who have permanent residence in Slovenia and who are Slovenian taxpayers or whose parents are Slovenian taxpayers, and citizens of countries with which Slovenia has signed a bilateral agreement on tuition fee exemption.

Full-time foreign citizens of non-EU countries who have not signed a bilateral agreement on tuition fee exemption with Slovenia, as well as Slovenian citizens, EU citizens and citizens of countries with which Slovenia has signed a bilateral agreement on tuition fee exemption who have obtained at least the educational level corresponding to the study program they are enrolled in or who have not reached the educational level and whose student status was terminated in accordance with the relevant provisions of the previous study program, are required to pay tuition fees, which range from 2400 euros to 3750 euros per year for undergraduate programs in the 2023-2024 academic year, and from 2850 euros to 5000 euros per year for master's programs.
