1. History Anhui Communications Vocational and Technical College was founded in 1956. Its predecessor was Anhui Communications School. It was upgraded to Anhui Communications College (undergraduate) in 1958 and resumed enrollment at the junior college level in 1960. In 1988, the Ministry of Education approved the establishment of Anhui University Traffic Branch. In 2001, Anhui University Traffic Branch and Anhui Communications School merged to form Anhui Communications Vocational and Technical College, which is a public full-time general college with transportation majors as the main subject, and is affiliated to the Anhui Provincial Department of Transportation. In the course of more than 60 years of education, the school has adhered to the school-running philosophy of “applying knowledge to the world and serving the country”, adhered to the school-running positioning of “based on transportation, serving the industry, and facing the society”, school-enterprise cooperation, industry-university interaction, and nurtured the fine school spirit of “diligence, accessibility, dedication, and teamwork”. It has cultivated and trained more than 110,000 high-quality technical and skilled talents for Anhui’s economic development and transportation industry. It is a training base for automotive skilled talents in short supply, a provincial-level professional and technical personnel training base, and a quality training base for teachers in higher vocational colleges and construction engineering, which is supported by the central government. It is the only armed police training school in Anhui Province and a training base for retired soldiers in Anhui Province identified by the Ministry of National Defense and the Ministry of Education. It is a higher education base and applied technology research base for the transportation industry in Anhui, and enjoys the reputation of “Anhui Transportation Huangpu”. II. Basic Information of School Operation The school was rated as excellent in the talent training level assessment of the Ministry of Education in 2006, became the first batch of provincial demonstration colleges in Anhui Province in 2008, became a national key higher vocational college construction unit in 2010, became a pilot unit for the targeted training of direct-recruited non-commissioned officers in 2014, became a national modern apprenticeship system pilot unit in 2017, and established a national-level high-quality online open course in 2018, hosted and participated in 4 national-level teaching resource libraries, and became a construction unit of Anhui Province's skill-based high-level university in 2019 and a pilot college for the "1+X" certificate of the Ministry of Education. In 2020, two provincial-level demonstrative vocational education groups and demonstrative school-enterprise cooperation bases were established. The school has successively won many honorary titles, including "Excellent Pilot College of 1+X Certificate of the Ministry of Education", "Education Assistance Contribution Award", "National Key New Media Studio of the Communist Youth League of Colleges and Universities", "Model Unit for Graduate Employment of Ordinary Colleges and Universities in Anhui Province", "Standardized Pilot Colleges for the Two-Station and Two-Service Recruitment of Colleges and Universities in the Province", "Advanced Collective of Labor Competition in Anhui Province", "Advanced Collective of Caring for the Next Generation in the Province", and "Provincial Civilized Campus". The school has departments of civil engineering, automotive and mechanical engineering, urban rail transit and information engineering, management engineering, navigation, liberal arts and science, aviation, and basic science. There are more than 11,000 full-time students on campus, and 44 majors registered for enrollment in 2022, covering 8 major categories and 17 major categories such as transportation, civil engineering, and equipment manufacturing. It has eight major professional groups, including modern logistics management, road and bridge engineering technology, urban rail transit, navigation technology, aviation technical services, automobile inspection and maintenance technology, and intelligent engineering machinery and information technology. It has 10 national key construction majors, reform pilot majors, and demonstration majors, and 17 provincial and ministerial main majors, comprehensive reform pilot majors, boutique majors, and characteristic majors. The two majors of navigation technology and marine engineering technology are the only ones in the province. In 2010, it took the lead in opening rail transit majors in the province, filling the gap in the training of urban rail transit talents in Anhui Province. In recent years, the college has jointly carried out undergraduate talent training in civil engineering with Anhui University of Technology and Anhui University of Technology, and carried out Sino-foreign cooperation in undergraduate education with Keiser University in the United States and Daejin University in South Korea. The school has a strong faculty. There are 501 faculty members, 325 full-time teachers on campus, including 22 senior titles, 105 associate senior titles, 13 doctors (including those studying), 217 masters, 427 "double-qualified" teachers, 1 person enjoying the State Council subsidy, 9 people who won the "Wu Fu-Zhenhua" Award, 2 people who won the Anhui Province "May 1st" Labor Medal, 4 people who won the Anhui Province Technical Experts, 27 provincial-level teaching masters and new teachers, 11 excellent teaching teams at the provincial and ministerial levels and above, and 10 skill master studios and famous teacher studios. During the "Thirteenth Five-Year Plan" period, the college won 570 awards in the provincial and above vocational college skill competitions, including 24 national-level (Class A) awards. In recent years, the university has been approved to build 3 national key majors, 1 national productive training base, 1 national "dual-qualified" teacher training base, 3 national collaborative innovation centers, 1 national teacher enterprise practice mobile station, 1 central government financial support training base construction project, 2 national teaching achievement awards, 3 national "13th Five-Year Plan" planning textbooks, 2 national quality online open courses, 4 courses selected for the national smart education platform, and 4 national professional teaching resource libraries. The school has excellent teaching and living infrastructure. The average value of instruments and equipment per student is more than 24,000 yuan, the coverage of the campus wireless network has been expanded to 90%, the library has initially carried out intelligent transformation, and there are 13 commonly used databases and 1.08 million paper and electronic books. The new campus covers an area of 886.88 acres, with a total planned investment of 2.72 billion yuan, and will be completed and put into use in 2024. III. School characteristics In recent years, the school has been guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhered to the socialist direction of running schools, adhered to the historical mission of educating people for the Party and the country, fully implemented the fundamental task of cultivating people with moral integrity, adhered to characteristic development, connotation development, integrated development, and open development, and formed a distinct school-running characteristic. First, party building leads the steady and long-term development of the cause. Fully implement the "Regulations on the Work of Grassroots Organizations of Ordinary Colleges and Universities of the Communist Party of China", continue to consolidate and strengthen the party's leadership, and adhere to and improve the principal responsibility system under the leadership of the party committee. There are 329 party members and faculty members in the school, accounting for 70.9%. There are 46 third-level party organizations, and the party committee of the college has 7 general party branches and 38 party branches (26 branches of teaching departments, 10 branches of organs, and 2 branches of retired and resigned). All the "double leaders" of the party branches of 17 teaching and research sections (teachers) of the teaching department have met the standards. During the 13th Five-Year Plan period, 552 party members were recruited, more than 2,900 active party members were trained, 64 people were awarded the title of "Excellent Party Worker", 112 people were awarded the title of "Excellent Communist Party Member", a number of party organizations were commended by the Provincial Department of Transportation and the school, and the Party Committee of the College was awarded the title of "Advanced Party Organization" by the Party Committee of the Department's Direct Organs. Second, the professional construction service industry has distinctive characteristics. Adhering to the construction of professional chains around the industrial chain, a comprehensive transportation professional cluster development system of "road, sea, air, rail, car, and mail" has been formed. The two majors of marine engineering technology and marine engineering technology opened in 2006 filled the gap in higher education of marine majors in our province. It is the only teaching unit in our province with the qualification of ocean-going crew education and training. In 2010, it took the lead in opening rail transit majors in the province, filling the gap in the training of urban rail transit talents in Anhui Province. In 2021, emerging majors such as aircraft electromechanical equipment maintenance and general aviation aircraft maintenance will be opened, and the professional chain will be further extended to cover the industry. Third, school-enterprise cooperation has led to many highlights in teaching reform. In 2017, the school was selected as the second batch of "modern apprenticeship system" pilot units by the Ministry of Education. The modern apprenticeship training model was widely implemented in civil engineering majors. In 2019, it successfully passed the acceptance of the Ministry of Education and won the first prize of provincial teaching achievements. It successfully applied for the second batch of school-enterprise cooperation demonstration bases in Anhui Province. Carry out school-enterprise dual education, and enterprises are deeply involved in talent training. The school cooperates with CRRC, China Railway Fourth Bureau, COSCO Shipping, SF Logistics, Toyota, Anhui Communications Construction Company, Hefei Rail Company and other companies to open "title classes", "order classes" and "modern apprenticeship classes", accounting for more than 40% of the number of students. Relying on the Anhui Provincial Transportation Vocational Education Group, the school has achieved the co-construction and sharing of high-quality resources such as human resources, technology, equipment, and training venues with enterprises. Since the "Thirteenth Five-Year Plan", the college has completed more than 60,000 social trainings, and the amount of technical services has reached more than 58 million yuan. Fourth, the effectiveness of military-civilian integration in improving the quality of education is evident. The school resolutely implements the strategic deployment of the Party Central Committee to achieve the goal of building the army for 100 years and create a new situation of national defense and military modernization, and actively carries out joint military and local talent training. Since 2014, the school has sent 1,473 young students to the army (including 990 conscripts, 21 directly recruited sergeants, and 462 targeted police officers). In 2016, the college was rated as the "Advanced Unit of Anhui Province's Conscription Work" and won the "Advanced Unit of Conscription Work" in Baohe District, Hefei City for seven consecutive years. In July 2014, it began to jointly train non-commissioned officers with the Armed Police Headquarters. In November 2019, it formally signed a cooperation agreement with the Anhui Provincial Corps of the Armed Police Force, becoming the only "Targeted Training Base for Non-commissioned Officers of the Chinese People's Armed Police Force" in Anhui, and has recruited a total of 1,345 police officers for targeted training. In 2020, it became the first batch of retired military education and training bases in Anhui Province. In 2021, it became the standardized pilot construction unit of the "Two Stations and Two Services" for conscription in Anhui Province, and won the honorary title of "Advanced Unit of Conscription Work in the Province".
