Baotou Iron and Steel Vocational and Technical College was founded in 1956. Its predecessor was a technical school built during the "First Five-Year Plan" period for the construction of Baotou Iron and Steel and the Baotou Steel Workers' University established in 1979 by Baotou Steel to implement the strategy of rejuvenating the country through science and education. In 2005, it was approved by the People's Government of the Inner Mongolia Autonomous Region and registered by the Ministry of Education of the People's Republic of China to be upgraded to a public full-time higher vocational and technical college. It is a vocational education and training school with steel characteristics that has both higher and secondary vocational education, science and liberal arts, and science. In December 2018, Baotou Steel Group and Baotou Municipal People's Government formally signed the "Agreement on the Transfer and Acceptance of Baotou Steel Education Institutions", which clearly stated that after Baotou Steel Mining Technical School and Baotou Steel Health School were assigned to Baotou Iron and Steel Vocational and Technical College, all personnel and assets were transferred to the management of Baotou Municipal People's Government as a whole. In May 2019, the People's Government of the Autonomous Region approved the establishment of Inner Mongolia Metallurgical Technician College. The School of Natural Conditions now has a comprehensive teaching building of nearly 23,000 square meters, an on-campus experimental training site with a construction area of 12,000 square meters, and a new training building covering an area of about 8,800 square meters. It has 53 training classrooms and has built a training and teaching platform that integrates training, appraisal, and assessment. The college cooperated with Siemens of Germany to build the first high-skilled industrial control training base in Baotou City and established the ABB (Baotou) Industrial Robot Public Training Center, driving the college's training to the cutting-edge. In 2022, the college was selected as the China Training Base for the Industrial 4.0 Project of the 46th World Skills Competition. It is the only training base selected in the northwest region, and has built a cutting-edge training platform for the selection and training of World Skills contestants. At present, the college has 11 teaching departments and 38 majors. In order to adapt to the regional and social economic development, the college strives to expand the scale of school operation and broaden the ideas of school operation. On the basis of maintaining the characteristics of steel and rare earth, in recent years, the college has successively added majors closely related to local economic and social development, such as network security, big data, Internet of Things application technology, non-ferrous metallurgy (silicon smelting), rare earth material technology, new energy vehicle technology, aviation, modern health care and nursing, etc., serving Baotou City, the autonomous region's advanced manufacturing industry, modern service industry, big data and information, new materials and other 16 key industrial chains. The major of intelligent steel metallurgical technology is the only major with enrollment in higher vocational colleges in the Inner Mongolia Autonomous Region, and it is a national specialty major; the four majors of electrical automation technology, mechatronics technology, intelligent steel metallurgical technology, and hydraulic and pneumatic technology are autonomous region-level brand majors; the major of electrical automation technology is a demonstration major for the integration of the autonomous region's "job course competition certificate"; the two majors of mechatronics technology and computer network technology are demonstration majors of the Ministry of Human Resources and Social Security for the integration of engineering and science. As of 2023, the college has 8,997 students and 379 faculty members, including 122 professors and associate professors, 112 lecturers, 48 other senior and deputy senior teachers, and many teachers serve as directors and members of relevant academic committees of the state and autonomous region. There are 15 grassroots party branches, 250 registered teacher party members, and 139 student party members. The college has 4 autonomous region-level brand majors and 12 quality courses; 8 autonomous region-level excellent teaching teams, 4 college-level excellent teaching teams, 5 autonomous region-level teaching masters and 6 autonomous region-level new teachers; 18 provincial and ministerial scientific and technological achievements. The college's ferrous metallurgy major was rated as a backbone major in the autonomous region and has a national-level skill master studio. As a member of the revision group of the national "Professional Teaching Standards for Vocational Education", the college presided over the revision of two national professional teaching standards for the ferrous metallurgy major "Steel Metallurgical Equipment Maintenance (Higher Vocational)" and "Steel Equipment Operation and Maintenance (Secondary Vocational)"; revised the three national professional teaching standards for the ferrous metallurgy major "Metal Materials and Testing Technology (Higher Vocational)", the non-ferrous metallurgy major "Metal Intelligent Processing Technology (Higher Vocational)", and the rare earth material technology (Higher Vocational)". Target positioning: The college adheres to the school motto of "Teaching with heart, learning skills and being a person", and the educational philosophy of "high-level school-running ability and high-quality integration of production and education", thoroughly implements the policy of "integration of production and education, school-enterprise cooperation", and continuously promotes the reform of vocational education with "learning skills" as the core and the reform of student education management with "being a person" as the core. The college takes the upgrading of the national industrial structure and the construction of "four bases, two centers, one highland and one system" during the "14th Five-Year Plan" period in Baotou as its development orientation. It will focus on building and cultivating a vocational undergraduate major (metallurgy), three professional groups (metallurgy, intelligent manufacturing, modern health care services), an industrial college (rare earth industry college) and more than 20 related majors. During the "14th Five-Year Plan" period, efforts will be made to build the college into a first-class vocational education and skills training institution with steel and rare earth characteristics in the autonomous region. Development advantages: The college shoulders the important responsibility of cultivating and delivering high-quality skilled talents for Baotou's intelligent manufacturing, new energy, new materials and other 100 billion and 10 billion-level industrial chains, and is the core force of Baotou's vocational education. The college adheres to the development idea of giving equal importance to vocational education and employee training, closely combines the needs of local economic and social development in professional construction, and focuses on highlighting the college's professional characteristics such as steel metallurgy, machinery, and manufacturing, and the advantages of undertaking large-scale skills training. Focus on creating a professional group with metallurgy and rare earth as the main line, radiating electrical automation, computer, machinery, numerical control and other "new engineering disciplines", supporting the development of local economic society and industry, and enhancing the social adaptability of the professional structure. The college adheres to the path of "integration of production and education, school-enterprise cooperation, and integration of work and study", and vigorously promotes the new talent training mechanism of "order training", "name training", and "modern apprenticeship system" for school-enterprise cooperation. In July 2022, our college took the lead in establishing the Baotou Green Rare Earth School-Enterprise Cooperation Industry-Education Alliance, which was participated by more than 30 rare earth enterprises, undergraduate, higher vocational and secondary vocational colleges in the city, and strived to create a vocational education brand for the rare earth metallurgical industry. At present, more than 100 enterprises have signed school-enterprise cooperation agreements with the college. The employment rate of college graduates has remained above 96% for many years, ranking among the top universities of the same type in Inner Mongolia Autonomous Region. The college takes the training of skilled talents as the main body, integrating academic education, public training, technician training, competition training, skill evaluation, vocational training, and lifelong education. The college continues to strengthen the construction of training bases, make full use of the resources of the training platform, and carry out training for Baotou Steel (Group) Corporation, Baotou enterprises and college students in the graduating year, with an annual training capacity of more than 12,000 people (times). It can carry out vocational skill level appraisal for 28 types of work, and provide pre-examination training services for enterprise certification personnel. The school has been approved by the Ministry of Labor and Social Security of the People’s Republic of China and the Department of Labor and Social Security of the Autonomous Region as a “designated unit for technical grade training”, “national vocational skills appraisal institute”, “autonomous region technician training base”, “autonomous region vocational and technical education teacher training base”, “autonomous region dispatched labor training base” and “Baotou Steel Youth Skills Training Base”; “Baotou City High-skilled Talent Training Base”; “National High-skilled Talent Training Base”; “National Professional and Technical Personnel Continuing Education Base” and “Autonomous Region Professional and Technical Personnel Continuing Education Base”; in 2014, it was awarded the “Most Influential Education and Training Institution in the Steel Industry”; in 2015, it was established as a special high-skilled training base for “Grassland Talents” by the Government of the Inner Mongolia Autonomous Region, and in the same year, it was established as a public training base for metallurgical engineering and rare earth materials production and a high-skilled training base for “Lucheng Talents” by the People’s Government of Baotou City; in 2016, it was awarded the “National Steel Industry Professional Talent Continuing Education Base” by the China Iron and Steel Association; in the same year, it was identified by Baotou City as the Siemens Baotou Intelligent Manufacturing Public Training Center. In 2019, it was designated as a high-skilled talent training base at the autonomous region level. In 2021, it was designated by the Ministry of Human Resources and Social Security as a training base for the Industrial 4.0 project of the 46th World Skills Competition.The autonomous region's "Metallurgical Rare Earth Green Intelligent Manufacturing Virtual Simulation Training Base" has been listed as a national virtual simulation training base construction and cultivation project. It has been identified by the Human Resources and Social Security Department of the Inner Mongolia Autonomous Region as the autonomous region's vocational skills competition training base, providing training services for Baotou City, the autonomous region, the country and world-class vocational skills competitions. The college actively promotes teaching reforms with "learning skills" as the core, promotes the integrated development of teachers' "courses, positions, competitions and certificates", and encourages teachers and students to actively participate in various skill competitions. In the "Metal Smelting and Equipment Maintenance Competition" of the 2022 National Vocational College Skills Competition, the college's players represented the Inner Mongolia Autonomous Region and won the first prize and second place in one fell swoop. The college was named an advanced collective in the Baotou education system in 2022.
