Changsha Civil Affairs Vocational and Technical College was founded by the Ministry of Civil Affairs in 1984, upgraded to a general higher vocational and technical college in 1999, and became a university directly under the Provincial Department of Education in 2000, jointly built by the People's Government of Hunan Province and the Ministry of Civil Affairs; selected as the first batch (28) of national demonstrative higher vocational colleges, national high-quality junior colleges, Chinese characteristic high-level higher vocational schools and professional construction plans (B-grade) construction units, and the first batch of national curriculum ideological and political teaching and research demonstration centers. The school has always been anchored on the strategic positioning of "one feature and two orientations", adhering to the characteristics of civil affairs and people's livelihood, facing the modern service industry, facing the intelligent manufacturing industry, and focusing on cultivating high-quality technical and skilled talents with comprehensive development of morality, intelligence, physical fitness, aesthetics and labor who can be "retained, used and developed well".
