China Criminal Police College is an undergraduate institution of higher learning directly under the Ministry of Public Security. It was founded in May 1948. In 1981, with the approval of the State Council, it was expanded to the China Criminal Police College, becoming the first public security college in my country to provide undergraduate public security education. In 1998, it was approved by the State Council as a master's degree-granting unit. The school is located in Shenyang City, Liaoning Province. It currently has three campuses: Tawan, Baishan Road, and Puhe, covering an area of 775 acres. During the construction and development process, the school has always received great attention and cordial care from the party and state leaders. Chairman Mao Zedong once cordially received the school leaders. Chairman Peng Zhen inscribed the name of the school. In 2007 and 2008, Comrade Meng Jianzhu, former member of the Political Bureau of the CPC Central Committee and secretary of the Central Political and Legal Affairs Commission, then State Councilor, Secretary of the Party Committee and Minister of the Ministry of Public Security, inspected the school twice. In 2018, Comrade Guo Shengkun, then member of the Political Bureau of the CPC Central Committee and Secretary of the Central Political and Legal Affairs Commission, visited the school for inspection. In 2019, Comrade Zhao Kezhi, then State Councilor, Secretary of the Party Committee and Minister of the Ministry of Public Security, came to inspect the school and fully affirmed the school’s achievements. He clearly supported the school in expanding its scale and space, and upgraded it to the “China Criminal Police University”. The school has always adhered to the direction of running a socialist school, and has always adhered to the school-running policy of "political school construction and comprehensive and strict school management". It has always adhered to the political attributes of "public security is surnamed by the party" and "public security schools are surnamed by the party". It regards building a loyal police spirit as a school-running policy. The first priority in running a school is to take characteristic development as an effective way to improve the level of running a school, take reform and innovation as an eternal theme to improve the quality of running a school, and take the spirit of the police academy as an inexhaustible driving force to accumulate development momentum. In the 75 years since its establishment, the school has condensed the excellent school spirit of "loyalty, truth-seeking, unity, and endeavor" and pioneered the police management model of public security colleges. It has trained and transported more than 190,000 leading cadres, business backbones and specialized technical personnel to the national political, legal and public security organs. A large number of heroic models have emerged among the graduates. More than a thousand people have been commended for second-class merit or above, and hundreds of people have been awarded the National Public Security Bureau Award. A first-class and second-class hero model, a national outstanding people's policeman, and a national model worker, he has made important contributions to the development of public security and the construction of a safe China, and is known as "the highest educational institution for Chinese criminal police." The school adheres to the fundamental task of cultivating people with moral integrity, educating people for the party, educating talents for the country, and forging swords for the police. It has gradually created a discipline and professional system that is in line with China's national conditions, adapted to public security work, and has distinctive public security characteristics, forming a system of teaching, scientific research, and case handling. The three-in-one school running model has established a complete talent training system. There are currently 6,939 undergraduate students and 1,389 graduate students. There are 7 teaching-oriented secondary colleges and 3 management-oriented secondary colleges. It has three first-level disciplines: law, public security science, and public security technology, one second-level discipline of forensic science, and four professional degree authorization points in law, police service, applied psychology, and public administration. “First-level Discipline of Public Security Technology” and “First-level Discipline of Public Security Studies” were selected into the “First-Class Discipline Construction Project of Liaoning Province”. There are 12 public security departments including investigative science, public security science, economic crime investigation, anti-narcotics science, public security intelligence science, foreign-related policing, police dog technology, technical investigation science, anti-terrorism policing, criminal science and technology, public security audio-visual technology, and network security and law enforcement. Undergraduate majors cover the main business areas of public security, including 10 national-level first-class undergraduate major construction sites and 1 provincial-level first-class undergraduate major construction site. There are currently 1 national engineering laboratory (co-constructed), 2 key laboratories of the Ministry of Public Security, 3 key laboratories of Liaoning Province, 1 key laboratory of provincial universities in Liaoning Province, and 1 demonstration training base for universities in Liaoning Province. The "Liaoning Cybersecurity Law Enforcement Collaborative Innovation Center", which was spearheaded by the establishment of the Liaoning Cyber Security Law Enforcement Collaborative Innovation Center, is the first provincial and ministerial collaborative innovation center in a public security college. The "New Era Crime Management Research Center" was approved by the Liaoning Provincial Department of Education as a "New Think Tank for Higher Education Institutions in Liaoning Province." It cooperated with the Criminal Investigation Bureau of the Ministry of Public Security to build the "National New Crime Research Center" and was approved to be a branch center. It is a training base for technical reconnaissance cadres of the Ministry of Public Security, a training base for anti-narcotics police of the Ministry of Public Security, and is also a "training base for criminal investigation backbones of the military security departments" determined by the Political Work Department of the Central Military Commission. Undertake training courses for key personnel in criminal investigation and criminal science and technology planned by the Ministry of Public Security, training courses for promotion of first-level police inspectors to third-level police supervisors, and national professional teacher training courses; military security departments and provincial and municipal public security agencies and supervisory committees across the country , People’s Procuratorate, People’s Court, etc. commissioned various job training courses. It has established friendly cooperative relations with 40 universities and police agencies in 24 countries and regions, including the United States, the United Kingdom, Germany, and Russia. It is the "Foreign Police Training Organizer" and "China-EU Police Training Project Organizer" determined by the Ministry of Public Security and the Ministry of Commerce. Up to now, it has trained more than 3,000 criminal investigation technical talents for more than 100 countries. In 2017, the school’s foreign student education qualifications were officially approved, becoming the first ministry-affiliated public security college to carry out education for international students with a master’s degree in police.
