Guizhou Open University (Guizhou Vocational and Technical College) is a new type of higher education institution organized by the People's Government of Guizhou Province to carry out open education, vocational education and continuing education for the society. The school serves the construction of a learning society in Guizhou, adheres to the grassroots, industry, community and rural areas, and is committed to cultivating applied professionals with independent learning ability and lifelong development ability, adapting to the needs of Guizhou's economic and social development, and high-quality technical and skilled talents with all-round development of morality, intelligence, physical fitness, aesthetics and labor, self-reliance, knowledge and action. The predecessor of Guizhou Open University (Guizhou Vocational and Technical College) was Guizhou Radio and Television University, which was established in 1979. It implemented the management system of "two brands, one team and one set of personnel" with Guizhou Vocational and Technical College, which was established in 2008, sharing resources and complementing each other's advantages. In 2021, with the approval of the provincial government, Guizhou Radio and Television University was renamed Guizhou Open University. The school is located in Guiyang, the capital of the province. It currently has two campuses on Ba Geyan Road and Yuntan South Road, covering an area of more than 800 acres and a building area of nearly 240,000 square meters. The school library has a collection of 450,000 paper books and 1.34 million electronic books. It has a standardized stadium, hall, advanced distance education information platform, interactive teaching platform, rich online teaching resources and a complete learning support service system. The school has 126 on-campus training sites and 52 off-campus internship and training bases. The school has 33 on-campus training bases and 263 off-campus internship and training bases. The school is the first batch of vocational skill level certification institutions in Guizhou Province in 2022, and can carry out certification work for 33 occupations (jobs). The school party committee has 10 grassroots party committees, 47 party branches, and 829 party members (including retired party members and students). The school has 48 party and government departments, teaching departments and teaching auxiliary departments. There are 693 faculty members, including 194 with senior professional titles, 411 with doctoral and master's degrees, and 80.42% of them are "dual-qualified" teachers. There are 9 national outstanding teachers, Huang Yanpei outstanding vocational education teachers, national "May 1st" Labor Medal winners, national outstanding Communist Youth League cadres, Guizhou Province technical experts, Guizhou Province thousand-level talents, and personnel enjoying special allowances from the provincial government. Guizhou Open University is a branch of the National Open University. It also has the National Open University (Guizhou) Senior Open University, Guizhou Community Education Guidance Center, and the provincial pilot unit for the construction of the "credit bank" for lifelong education in the province. The school has built 10 open universities and 70 workstations in cities and prefectures and some industries in the province, 58 provincial community education demonstration bases, and 35 community education pilot units, forming a school-running system covering urban and rural areas and some industries in the province. It is a university close to the people. It has 91 open education majors, and has established an operating mechanism that actively adapts to the needs of Guizhou's economic construction and social development, and is oriented to the grassroots, rural areas, and ethnic minority areas. It has become an important base for Guizhou Province to cultivate high-level professionals in production, operation, management, and service applications. Guizhou Vocational and Technical College has five secondary colleges, including the School of Information Engineering, the School of Construction Engineering, the School of Business and Trade, the School of Art and Design, and the School of Aviation. It has 25 majors, two provincial high-level professional groups in civil aviation safety technology management and e-commerce, two provincial characteristic backbone professional groups in construction engineering and air travel services, and four provincial backbone majors in e-commerce, construction engineering technology, tourism management, and software technology. The school currently has nearly 100,000 students, including 74,425 open education students and more than 15,000 full-time higher vocational students. Since its establishment, the school has trained more than 460,000 college and technical secondary school graduates, who have become "retainable, affordable and useful" construction talents that meet the needs of Guizhou's economic construction and social development, and have made important contributions to improving Guizhou's gross enrollment rate in higher education and overall improving the average years of education per capita. Since its establishment, the school has achieved fruitful results and has won the titles of "National Advanced School of Adult Higher Education", "National Excellent School for Adult Higher Education Evaluation", and "National Advanced School of Audio-visual Education". In the past ten years, the school's various undertakings have reached a new level and have been well received and affirmed by all sectors of society. In 2013, the school was awarded the title of "Guizhou Green University"; in 2014, it was awarded the "Guizhou May 1st Labor Award Unit"; in 2018, it was awarded the "Guizhou College Students' Ideological and Political Education Excellent School", joined the China-Africa Vocational Education Alliance and became a vice-chairman unit; in 2019, it became a member unit of the "UNESCO Open Distance Education Sister University Network"; in 2021, it became a "National Civilized Campus Construction Unit", approved as a provincial "Double High Plan" construction unit, and the Ministry of Education's "National College Graduate Employment Ability Training Base"; in 2022, it was approved as the fifth batch of "China-ASEAN Vocational College Characteristic Cooperation Project" and "Guizhou Province Three-dimensional Education Demonstration Construction Unit", and became a reserve college for the "14th Five-Year Plan" period of our province's education power promotion project; in 2023, it was rated as "the second batch of vocational colleges in the province Digital Campus Construction Pilot Unit", "the second batch of provincial labor education demonstration schools", "Asia-Pacific Vocational Colleges Influential Star Colleges", and "Vocational Education Foreign Exchange and Cooperation Typical Colleges".
