Hainan Tropical Ocean University (Hainan Tropical Ocean University) is a full-time public undergraduate provincial university jointly built by the Ministry of Natural Resources, Hainan Provincial People's Government, China National Offshore Oil Corporation, and Sanya Municipal People's Government. It is a master's degree-granting institution approved by the State Council Academic Degrees Committee, a doctoral degree-granting institution approved by Hainan Province, a public university standing at the southernmost tip of the motherland, and the only tropical ocean university in the country. The school is the "China-ASEAN Education and Training Center" of the Ministry of Foreign Affairs and the Ministry of Education, one of the ten "education aid bases" of the Ministry of Education, a Chinese member of the Shanghai Cooperation Organization University, and a cradle for talent training in the ethnic minority areas of Qiongzhong and Qiongnan, and a base for knowledge innovation, social services, cultural inheritance, and international exchanges and cooperation. The predecessor of the school was the Hainan Li and Miao Autonomous Prefecture Normal School founded by Guangdong Province in 1954 and the Hainan Li and Miao Autonomous Prefecture Normal College founded in 1958. After several divisions, adjustments, and name changes, it was merged into Qiongzhou University (College) in 1993 by Hainan Tongshi Normal College and Hainan Tongshi Education College. In 2006, it was upgraded to an undergraduate college and renamed Qiongzhou College. In April of the same year, Hainan Normal School for Nationalities was incorporated. In 2008, the school successfully opened a Sanya campus, realizing the leap from mountains to sea, and further expanding the school space. In 2013, the school passed the undergraduate teaching qualification evaluation of the Ministry of Education. In 2015, it embarked on the road of transformation and development, and was approved by the Ministry of Education to be renamed Hainan Tropical Ocean University, filling the gap of no marine university in a large marine province. In 2016, it was approved to become an applied undergraduate pilot university in Hainan Province. In 2018, since General Secretary Xi Jinping delivered the "4.13" important speech and Hainan started the construction of a free trade port, the school has ushered in new major development opportunities. It has successively become a master's degree awarding unit and a doctoral degree awarding project construction unit, and the school level has reached a new level. In December 2018, the Hainan Academy of Marine and Fishery Sciences was transferred to the school as a whole, injecting strong new impetus into the school's development towards the sea. In September 2021, the Yazhou Bay Innovation Institute of Hainan Tropical Ocean University was unveiled and established, deeply integrating into the construction of Hainan Free Trade Port, and coordinating development with many top domestic universities settled in Yazhou Bay Science and Technology City. The school has two campuses in Sanya and Wuzhishan, with a total campus area of 2,188 acres (including 701 acres of land under acquisition in Sanya), and a sea area of 1,600 acres. It has large-scale scientific research experiments and teaching training bases in Qukou, Haikou, Changpo, Qionghai, Tanniu, Wenchang, and Yazhou Bay Science and Technology City, Sanya. The total construction area of the current campus is 750,500 square meters, of which the area of projects under construction is 122,800 square meters. The total value of fixed assets is 196,791.9 million yuan; the total value of teaching and scientific research instruments and equipment is 404.3648 million yuan; the collection of paper books is 1.8846 million volumes, and the electronic books are 192.340,000 books. The school currently has 20 secondary colleges, 2 first-level master's degree programs in marine science and aquatic products, 9 professional degree master's degree programs such as resources and environment, tourism management, 55 undergraduate majors, 7 junior college majors, covering 9 major disciplines of science, engineering, management, literature, law, agriculture, education, art, and history. The school has 7 marine majors such as marine science and marine technology and 11 marine-related majors (directions) such as tourism management. It has determined five major characteristic disciplines and fields such as marine science and technology, marine life, marine ecological environment, marine tourism, and ethnicity and humanities, and has initially formed a discipline and professional system with characteristics of ocean, tourism, ethnicity, and ecology. The school currently has 1 national first-class undergraduate major, 11 provincial first-class undergraduate majors, and 13 provincial application-oriented transformation pilot majors. The applied marine characteristics are gradually emerging. The school currently has 8 provincial key disciplines; 30 ministerial and provincial scientific research platforms, including 4 academician workstations (academician team innovation centers), 6 provincial and ministerial aquatic test sites, 6 provincial and ministerial key laboratories, and 4 provincial engineering research centers (engineering technology research centers); it has 1 National University Science and Technology Park approved by the Ministry of Science and Technology and the Ministry of Education; in addition, there are 9 provincial and ministerial research bases (exchange platforms) approved by national ministries and commissions such as the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Culture and Tourism, and Hainan Province, and 1 provincial key cultivation think tank, which provides important support for the school's high-quality development and talent training. The school currently has 1,598 faculty and staff, and 984 full-time teachers. It has 4 "double-appointed" academicians, 2 recipients of the State Council's special government allowance, 4 key experts in contact and service of the Hainan Provincial Party Committee, 4 famous teachers in Hainan Province, 3 outstanding teachers in Hainan Province, 1 outstanding educator in Hainan Province, 3 outstanding experts with outstanding contributions in Hainan Province, 11 "515 Talent Project Candidates" in Hainan Province, 3 "South China Sea Masters" in Hainan Province, 2 "South China Sea Craftsmen" in Hainan Province, 8 people in the "South China Sea Master" youth project in Hainan Province; 23 leading talents in Hainan Province, 65 outstanding talents, and 443 other high-level talents; it has 6 Hainan Province "Double Hundred" talent teams, including Hainan Marine Satellite Remote Sensing Innovation and Development, Aquatic Southern Breeding Seed Industry Innovation, Tropical Coastal Protection Project and Marine Ecological Restoration, Tropical Characteristic Aquatic Germplasm Creation and Efficient Aquaculture, Tropical Facility Fishery Engineering and Technology Innovation, Island Tourism Resources Data Mining and Monitoring and Early Warning. A discipline team with a relatively reasonable structure, innovative ability and collaborative spirit has been initially formed. The school currently has 15,710 full-time undergraduates, 2,949 junior college students, 14 international students, and 439 full-time and part-time graduate students. The school highlights the status of a talent training center, constantly innovates talent training models, and improves the quality of talent training. In recent years, students have performed well in competitions such as disciplines, innovation and entrepreneurship, and have won 23 international awards, 480 national awards, and 1,159 provincial and ministerial awards. Among them, they won 2 special prizes and 6 first prizes in the National Ocean Vehicle Design and Production Competition; won the second prize in the 2023 MATE International Underwater Robot Competition Eeplore Level Mainland China Regional Competition; won 1 Ocean Award in the National College Students' Ocean Knowledge Competition; won 2 third prizes in the "Challenge Cup" National College Students' Extracurricular Academic and Technological Works Competition; won 1 silver medal and 3 bronze medals in the "Chuang Qingchun" National College Students Entrepreneurship Competition; won 1 silver medal and 2 bronze medals in the China Youth Volunteer Service Project Competition. Actively organize students to participate in volunteer services for public and public welfare activities such as the BRICS Leaders' Meeting, the Boao Forum for Asia, the Island Cycling Race, and the Blue Ribbon Marine Protection. The school has won the National "Three Going to the Countryside" Social Practice Activity Outstanding Unit twice, the "National Free Blood Donation Promotion Award Unit Award" twice, and the "National College Student Volunteer Service Western Plan Outstanding Project Office" three times. The school has thoroughly implemented the strategies of "strengthening the country through education" and "revitalizing the country through science and education" and steadily improved the level of scientific and technological innovation. Since 2021, the school has undertaken a total of 1,087 scientific research projects of various types, including 36 national projects, 8 major provincial scientific and technological projects (including sub-projects), and a total of 285 projects at or above the provincial and ministerial levels. The school's "Marine Surveying and Mapping Guarantee Application Project" received a grant of 79.91 million yuan, the "China-ASEAN Maritime Humanities Cooperation and Exchange Platform Project" was approved for 23.55 million yuan, and the "Sanya Yazhou Bay Hainan Tropical Ocean College Marine Ranch Teaching and Research Demonstration Base Project" received a grant of 20 million yuan. In the study of the local culture of the Li and Miao ethnic groups in Hainan, the "General History of the Li Nationality" was approved as a major project of the National Social Science Fund, achieving a breakthrough in the major projects of the National Social Science Fund in Hainan Province. A group of teaching and research personnel participated in the ocean abyss exploration and marine scientific research. Su Jing, as one of the first deep-sea divers of the manned submersible "Deep Sea Warrior", has driven many dives; Song Taoran became the fifth female scientist in China and the eighth in the world to complete a 10,000-meter dive; Wang Haoyin became the first researcher in a domestic university to dive in the South Pacific abyss. The school focuses on playing the role of scientific and technological support, cultural influence, and intellectual services. The school has established and successfully held three "National Aquatic Seed Industry Development Forums in the South", which has become an influential aquatic seed industry development exchange platform; carried out national sea turtle rescue and conservation work, and in recent years, a total of 631 live sea turtles have been rescued and treated, and 338 live sea turtles that have recovered have been released, which has been fully affirmed by the Supreme People's Procuratorate, the Ministry of Agriculture and Rural Affairs, and Hainan Province; held Hainan Province's academic seminars on strengthening the consciousness of the Chinese nation community for many times, giving full play to the school's think tank role in social governance in ethnic areas; relying on the Ministry of Civil Affairs' social work professional talent training base, the Ministry of Culture and Tourism's intangible cultural heritage inheritance training base, etc., more than 40 national training courses have been held to build an important platform for talent capacity improvement in related fields. The "Journal of Hainan Tropical Ocean University" sponsored by the school has been rated as RCCSE China Core Journal, National University Ethnic Characteristic Science and Technology Journal, and National University Quality Improvement Social Science Journal. Relying on the locational advantages of Sanya International Tropical Coastal Tourism City, the school's internationalization level of school-running has been continuously improved, and the advantages of international exchanges and cooperation have become increasingly prominent. The school has carried out cooperation and exchanges with 135 universities and educational institutions in 65 countries and regions, and signed 173 cooperation agreements, including 96 agreements with countries and regions along the Belt and Road. More than 1,000 students have been sent as exchange students, Chinese language volunteers, co-trained master students, visiting students, and overseas interns, involving more than 20 countries and regions, and 320 international students have been received in China, involving 15 countries. There are dozens of exchange and cooperation projects, including the first Sino-foreign cooperative undergraduate project in Hainan Province approved by the Ministry of Education: the China-Austria Tourism Management Project. 38 foreign teachers from 15 countries including the United States, Canada, the United Kingdom, Russia, and Australia have been recruited to work in the school. In recent years, the school has organized and hosted more than 30 international forums and international seminars, and received and participated in more than 320 international and domestic cooperation and exchange meetings.
