Harbin Conservatory of Music is the only independent public undergraduate art college in Heilongjiang Province, one of the eleven independent professional music colleges in the country, and one of the first-class discipline construction colleges in Heilongjiang Province. In November 2013, the Heilongjiang Provincial Party Committee and the Provincial Government proposed the strategic concept of establishing Harbin Conservatory of Music. In September 2015, the college accepted and passed the inspection and evaluation of the Higher Education Institutions Establishment Evaluation Committee of the Ministry of Education. In March 2016, the Ministry of Education issued a document approving the establishment of Harbin Conservatory of Music. In September 2016, the Organization and Establishment Committee of Heilongjiang Province issued a document approving the establishment of Harbin Conservatory of Music. Build a high-end platform to build a complete system The college has a first-level discipline doctoral degree authorization point in art and a doctoral degree authorization point in music. Both first-level disciplines have been approved as first-class construction disciplines in Heilongjiang Province, and have been selected into the discipline project of the Heilongjiang Provincial Philosophy and Social Sciences Discipline System Innovation Project. The discipline echelon has been approved as a provincial leading talent echelon. The college has five undergraduate majors, namely music performance, musicology, composition and composition technology theory, art management, and dance performance, covering 10 professional directions, namely bel canto, folk vocal singing, western orchestral performance, folk orchestral performance, piano performance, musicology theory, composition, conducting, art management, and dance performance. It relies on eight undergraduate teaching departments, namely the Vocal and Opera Department, the Folk Vocal Department, the Orchestra Department, the Folk Music Department, the Piano Department, the Musicology Department, the Composition Department, and the Art Department, to carry out teaching and talent training. In September 2020, the college realized independent enrollment nationwide. Since its establishment, the college has trained 839 graduates, including 518 undergraduates (87 of whom were commissioned), 291 master's students, and 30 doctoral students. At present, the college has a total of 1,124 undergraduate, master and doctoral students, including 710 undergraduates, 302 master students and 112 doctoral students. Undergraduates account for 63.17% of the total number of students, master students account for 26.87% of the total number of students, and doctoral students account for 9.96% of the total number of students. Gathering famous masters and assembling an excellent team, Harbin Conservatory of Music has established a high-level faculty team with both moral integrity and art and optimized structure in accordance with the requirements of structural optimization, first-class quality and Sino-Russian integration, and in line with the principle of "selection, introduction and sharing". Optimizing school conditions and building a beautiful campus Harbin Conservatory of Music is located in Harbin, the capital of Heilongjiang Province, and the ice city known as the "City of Music" by the United Nations. Based on Sino-Russian cooperation to strengthen international characteristics, Harbin Conservatory of Music insists on internationalization of education, takes the St. Petersburg Conservatory of Music in Russia as the main body of cooperation, and invites the former president of the St. Petersburg Conservatory of Music, Gunter Varg, as the honorary president, to promote the establishment of Sino-Russian joint talent training programs, joint implementation of teaching plans and other teaching cooperation mechanisms. The college has successively selected 21 Russian experts to teach, and mainly hired foreign performers from Russia to form the Harbin Conservatory of Music Sino-Russian Symphony Orchestra.
