Heihe University is located in Heihe City, Heilongjiang Province, which is known as the pearl of the northern border of the motherland. It is the only general undergraduate college in my country on the more than 4,300-kilometer border between China and Russia. The school was founded in 1958. After the development stages of Heihe Normal College and Qiqihar University Heihe Branch, it was promoted to an undergraduate college in 2004 and incorporated into provincial colleges in 2006. In 2015, it passed the undergraduate teaching qualification evaluation of the Ministry of Education, and in 2017 it was approved to add a master's degree authorization project construction unit. Over the past 65 years, under the correct leadership of the provincial party committee, provincial government, and provincial education department, the school has always adhered to the socialist direction of running schools, closely focusing on the fundamental task of cultivating morality and cultivating people, adhering to the school motto of "Mingde, Diligent Learning, Inspiration, and Seeking Truth", and promoting the school spirit of "hard work, self-improvement, innovation and development, educating people and guarding the border", actively exploring the characteristic development path of frontier colleges under the new situation, and the school's various undertakings have achieved leapfrog development. It has won the honorary titles of "Sino-Russian Cooperation Applied Talent Training Innovation Experimental Zone", "National Language and Character Standardization Demonstration School", "Advanced Unit of the 121 Project of the Sino-US Talent Training Program", "Advanced Unit of Teacher Ethics Construction in the Education System of Heilongjiang Province", and "Provincial Civilized Unit Model". In 2019, the school successfully joined the Sino-Russian Alliance of Engineering Universities and became an observer institution in the alliance; it was identified as a cultivation unit of Heilongjiang Province's characteristic applied undergraduate demonstration universities; it was selected as a construction institution of the "Data China 'Hundred Schools Project'" project of the Ministry of Education; and it was approved as the third batch of national language and character promotion bases in 2023. The school currently has 12,753 full-time students, equivalent to 12,804 students. It covers an area of 629,300 square meters, with a building area of 251,700 square meters, a total fixed asset value of 707 million yuan, and teaching and scientific research equipment valued at 133.8204 million yuan. There are 858 faculty and staff, including 622 full-time teachers, 76 senior titles, and 124 associate senior titles. There are 42 doctors and 466 masters. There are 14 secondary colleges and 43 undergraduate majors. The school has 2 national characteristic specialty construction sites, 3 provincial key majors, 8 provincial first-class undergraduate specialty construction sites, 1 provincial "12th Five-Year Plan" key construction discipline, 3 provincial quality courses, 13 provincial first-class undergraduate courses, 2 provincial curriculum ideological and political demonstration courses, 2 excellent cases, 1 foreign language major "three-in-one" demonstration course, and 1 teaching team construction site. 2 provincial teaching teams and 3 provincial teaching masters were selected. There are 6 Sino-foreign cooperative education projects, 1 provincial talent training model innovation experimental zone, 2 provincial experimental teaching demonstration centers, and 1 first batch of provincial modern industrial colleges; 14 provincial and above teaching achievement awards and 36 industry-university cooperation and collaborative education projects of the Ministry of Education have been approved. The school actively creates an "international" school-running feature, relying on its location advantages to build a professional + Russian + practice + dual innovation talent training model for Russian characteristics. The university has established long-term and stable cooperative relations with nearly 30 well-known Russian universities, including the Moscow State Tchaikovsky Conservatory, the Moscow State Surikov Academy of Fine Arts, and the Russian University of Sport, Physical Education and Tourism. It has carried out extensive educational cooperation and exchanges, such as mutual exchange of students, mutual employment of experts, academic cooperation, cultural and sports exchanges, joint publication of academic journals, and joint training of undergraduate and master students. Many cooperative projects have become well-known brands. It has built the national-level "China-Russia College Student Exchange Base", "Russian Language Center", and "Heihe College-Russia Amur State Artists Association Art Practice Teaching Base". It is the first batch of "China-Russia Joint Undergraduate Training Project" units determined by the Ministry of Education. It has co-built the first "Study Abroad Training Base in Russia" in my country with the National Service Center for Studying Abroad, built the first TRIZ research and promotion base for Chinese and Russian universities, and co-organized the first bilingual academic journal "Far Eastern Higher Education Journal" with Russian cooperative institutions. It has co-built the first "Confucius Institute" in the Amur Oblast with Blagoveshchensk State Pedagogical University. The "Join Hands with Youth, Share the Sunshine" International Youth Conference was selected as one of the 100 best social practice activity programs in Russia, and was awarded the "China-Russia Cultural Exchange Outstanding Activity Award" by the State Duma of the Russian Federation. The Surikov Academy of Fine Arts has established a training base for young Chinese painters and has successfully held five oil painting training courses for young Chinese painters. It has signed a cooperation agreement with the Moscow State Tchaikovsky Conservatory and has held three training courses for Chinese music talents at the Moscow State Tchaikovsky Conservatory. The establishment of the "Heihe Academy Russian Far East Think Tank" has filled the gap in the construction of regional think tanks in my country's Far East. Through the transformation of results and policy consultation, it serves the country's "Belt and Road" strategy and the construction of the "China-Mongolia-Russia Economic Corridor-Longjiang Land and Sea Silk Road Economic Belt" in Heilongjiang Province. Standing at the historical position where socialism with Chinese characteristics has entered a new era, Heihe University will hold high the great banner of socialism with Chinese characteristics, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, conscientiously implement the spirit of the 20th National Congress of the Communist Party of China, continue to adhere to the socialist direction of running schools, base itself on the economic and social development of Heihe, face the whole country, thoroughly implement the "National Medium- and Long-Term Education Reform and Development Plan (2010-2020)" and "China's Education Modernization 2035", follow the "Heihe University Charter" as the basic guideline, comprehensively deepen the comprehensive reform of education, steadily advance the process of running the school according to law, and continuously promote the innovative development of all undertakings of the school, and strive to build a comprehensive, international, high-quality applied frontier university rooted in Heihe, based in Heihe, facing the whole country, with distinctive characteristics!
