Heilongjiang Vocational College of Agricultural Economics was founded in 1958. Its predecessor was the Mudanjiang Branch of Northeast Agricultural College (undergraduate system). It was adjusted to a technical secondary school in 1962 and promoted to a higher vocational college in 2002. In 2019, its affiliation was transferred from the Department of Agriculture and Rural Affairs of Heilongjiang Province to the Department of Education of Heilongjiang Province. The college has been running schools in rural areas for 65 years, and has always adhered to the school-running purpose of "running schools based in rural areas, devoting itself to agricultural vocational education, and serving the 'three rural areas' at zero distance". It insists on "not changing the name, not going to agriculture, not moving, and not entering the city", and has established a close industry-university-research cooperation relationship with surrounding agricultural cities (counties), and has accumulated the characteristics of "schools in rural areas, classrooms in the fields, teaching and research in bases, and achievements in farmers' homes". The college passed the excellent evaluation of talent training of higher vocational colleges by the Ministry of Education in 2007, was established as a national demonstrative higher vocational college project construction unit by the Ministry of Education and the Ministry of Finance in 2008, was approved as a high-level higher vocational college in Heilongjiang Province in 2017, and was approved as a national high-quality junior college higher vocational school, a high-level higher vocational school with Chinese characteristics, and a project unit of the A-level professional group of the professional construction plan in 2019. At the same time, it was selected as the leading unit of the "Core Competence Improvement" project for young people between the Ministry of Education and UNICEF, the first batch of pilot colleges of the Sino-German Advanced Vocational Education Cooperation Project, the national modern apprenticeship pilot college, the "1+X" pilot college, the national vocational college digital campus experimental school, the provincial rural revitalization talent training quality school, the provincial deepening of the new era education evaluation reform pilot school, the provincial curriculum ideological and political reform demonstration school and the provincial civilized campus. It was selected as the national modern agricultural technology training base of the Ministry of Agriculture, the first batch of national new professional farmers training demonstration bases, the Ministry of Science and Technology's outward-looking spark industry technology training base for Russia, the national science and technology commissioner entrepreneurship training base, the national Star Creation World, and the Ministry of Human Resources and Social Security's national high-skilled talent training base. The college covers an area of 1.265 million square meters, with a construction area of 245,000 square meters, fixed assets of 536 million yuan, and teaching equipment with a total value of 249 million yuan. The college currently has 535 faculty members and 399 full-time teachers. It has 1 Huang Danian-style teacher team in national universities, 2 national vocational education teacher teaching innovation teams, 1 national excellent teaching team, 3 national curriculum ideological and political reform demonstration teams, 1 national university party building model branch, 1 national "dual-teacher" teacher training base, 17 provincial teams, 1 person selected for the "Famous Teacher and Famous Course" project of the Ministry of Agriculture and Rural Affairs, 3 people enjoying special allowances from the Heilongjiang Provincial Government, 20 provincial famous teachers (excellent teachers, ideological and political famous teachers, etc.), and 7 provincial high-level talents. Teachers have won 5 national teaching achievement awards and 35 provincial teaching achievement awards. The college aims to strengthen agricultural-related professional groups in the industrial chain and cultivate rural revitalization talents in a classified manner. It has 7 departments, closely connected with the agricultural production, processing, circulation and sales industry chain, and built five major agricultural-related professional groups, including modern agriculture, modern animal husbandry, green food, agricultural economic trade, and agricultural informatization. One national high-level professional group and three provincial high-level professional groups were selected. There are 45 higher vocational majors, and there are currently 10,895 full-time students. It has been approved for 10 national key (backbone) majors, 1 national teaching reform pilot major, 2 national modern apprenticeship pilot majors, 8 provincial key construction majors, and 1 provincial teaching reform pilot major. It presided over the construction of 1 national professional teaching resource library, 11 national courses, and 50 provincial courses. It has established service platforms such as Dabeinong Modern Agriculture and Animal Husbandry Industry College, Alibaba Rural E-commerce College, Agricultural Economics New Road Digital Agricultural and Commercial Industry College, Russian Express Cross-border Trade College, Rural Revitalization Development Research Institute, and Rural Governance Consulting Service Center. Two provincial demonstrative industrial colleges have been selected. In the past five years, more than 10,000 graduates of agricultural majors have been trained, and more than 10,000 farmers have been trained annually. The college has recruited, trained and managed 1,871 grassroots rural cadres and more than 3,500 rural farmers and cooperative leaders with nine local organization departments including Mudanjiang City, four counties and two districts, Gannan, and Bin County. It has precisely trained a group of "permanent" rural revitalization leaders who can stay, use, do well and lead for local economic and social development. The college has been approved as the first batch of university student employment demonstration colleges in Heilongjiang Province, an innovation and entrepreneurship education practice base, and a training base for poverty-stricken laborers to get rich. The college insists on deepening the integration of production and education, strengthening the "research and innovation service" platform, and closely cooperating with more than 300 industry enterprises. It took the lead in establishing the Heilongjiang Modern Agricultural Vocational Education Group and was selected as a national demonstration vocational education group cultivation unit. There are 3 national-level collaborative innovation centers for applied technology related to agriculture, 4 comprehensive experimental stations for national modern agricultural industry technology system, 4 national-level school-enterprise co-construction production training bases, 1 national-level vocational education training base, 1 national-level virtual simulation training center, 4 national-level popular science education bases, 1 provincial-level key laboratory, 5 provincial-level collaborative innovation centers for applied technology, 6 provincial-level school-enterprise co-construction production training bases, and 3 provincial-level virtual simulation training centers. Together with the Chinese Academy of Sciences and the Provincial Academy of Agricultural Sciences, we have undertaken the national key research and development plan for high grain yield, cooperated in cultivating 27 new crop varieties, promoted 10 demonstration projects such as the transformation of technological achievements, developed a digital operation and management platform for farmers' professional cooperatives, and won 19 provincial agricultural science and technology progress awards. The college insists on opening up the last mile of serving rural revitalization, actively carries out the "Hundred Villages, Thousands of Communities and Tens of Thousands of Households" public welfare assistance to farmers, and relies on 38 provincial and municipal science and technology commissioners to form a team to extend services to more than 20 counties and cities, 145 villages and towns, and 1,870 cooperatives. It tracks and serves more than 10,000 agricultural science and technology demonstration households and 55 small and medium-sized enterprises. Implementing the "counterpart service for agricultural development in border counties" action, selecting cadres to stay in villages for poverty alleviation and in counties to assist the border, it has helped to strengthen agriculture and enrich farmers and prosper the industry in the border provinces. Extensive school-land co-construction has been carried out to help Wenchun Town create a national-level town demonstration pilot and a provincial-level agricultural demonstration park project, help Xi'an District to be approved as a national-level Taiwan Farmers Entrepreneurship Park, and help Mudanjiang area farmers' income lead the province for 19 consecutive years. The college has successively won the Provincial Government's Grain Production Contribution Award, the Provincial Agricultural Technology Promotion Work Advanced Collective, the Provincial Service "Three Rural" Advanced Collective, and the Provincial Science and Technology Innovation and Entrepreneurship Sharing Service Platform Advanced Collective and other honors, becoming an indispensable technical force for regional agricultural development and rural revitalization.
