Heilongjiang Commercial Vocational College was founded in 1958. After the historical evolution of Heilongjiang Sericulture School and Mudanjiang Commercial School, it was independently promoted to a higher vocational college in March 2003 after eight changes of its name. It is mainly engaged in the cultivation of high-quality and high-skilled professional talents, and has both secondary vocational education and social training functions. The college is the leading construction unit of the Heilongjiang Digital Business Vocational Education Group, the second batch of innovative demonstration construction colleges (incubation) in Heilongjiang Province, and the Heilongjiang Province High-skilled Talent Training Base. It will be relocated to Daqing City in October 2023. The Daqing campus covers a total area of 550,000 square meters and will be built in two phases. The first phase covers an area of 207,650 square meters and has a construction area of 127,900 square meters. The college has 7 departments and 5 divisions, including the Department of Accounting, the Department of Business Administration, the Department of Economics and Trade, the Department of Tourism, the Department of Mechanical and Electrical Engineering, the Department of Information Engineering, the Department of Art, and the Department of Basic Education (the Department of Ideological and Political Theory, the Department of General Education, the Department of Employment and Entrepreneurship, the Department of Physical Education, and the Department of Foreign Languages), with a total of 12 teaching units, mainly in the fields of finance and accounting, finance and taxation, e-commerce, business administration, logistics, road transportation, and air transportation, supplemented by the fields of computer, tourism, radio, film, and television. There are 25 higher vocational majors, 11 secondary vocational majors, and 17 correspondence majors. There are currently 7,710 students enrolled, including 5,048 full-time students. The college currently has 214 faculty and staff, including 92 full-time teachers. There are 14 professors (2 second-level professors), 35 associate professors, 3 professional leaders, 2 subject leaders, 31 backbone teachers, 94 "double-qualified" teachers, 66 master's students, 5 registered teachers, 1 provincial high-level D-level talent, 3 provincial teaching masters, 1 provincial excellent teaching team, 1 provincial non-legacy cultural and creative studio in the education, science, culture and health system, and 1 model party branch in the provincial college system. Since the 13th Five-Year Plan, the college has approved 122 scientific research projects, published 466 papers, published 182 textbooks, and obtained 77 utility model patents. Teachers have won a total of 252 awards in various competitions at all levels, including 11 national awards and 111 provincial awards. Over the past 65 years since its establishment, the college has fully utilized the advantages of business vocational education, relying on the locational advantages of the Northeast Asian land-sea transport corridor and the geographical advantages of the Russian trade processing port, based on the school-running characteristics of "big business, big market, big trade, big circulation, and big border trade", and striving to create a "business" education brand in Heilongjiang. The current professional layout shows the structural characteristics of the traditional business field (big data and accounting, marketing, modern logistics management, etc.) and the modern emerging service industry (intelligent networked vehicle technology, visual communication design, artificial intelligence technology application, etc.) developing at the same frequency, and having the sentiment of people's livelihood service (health management, smart health care services and management, etc.), which constitutes a powerful supplement to Heilongjiang's local economic development and social and economic services. It has trained nearly 40,000 graduates for the society, and cultivated a group of political pride, business elites, literati and experts and scholars. The college is also known as the "cradle of accountants, fertile ground for business elites, and base for corporate managers", and the satisfaction of employers has reached 91.05% for five consecutive years. With the continuous improvement of educational achievements, the college has also achieved a series of results in the fields of party style and clean government construction, student group activities and safe campus construction.
