Heilongjiang Vocational College for Nationalities is the only ethnic college in Heilongjiang Province and a university jointly established by the State Ethnic Affairs Commission and the People's Government of Heilongjiang Province. The college is located in Harbin, the ice city in the north. Its predecessor can be traced back to the Northeast Mongolian Banner Normal School founded by Zhang Xueliang in 1928.
