Heilongjiang Police Officer Vocational College (Heilongjiang Provincial Public Security Department People's Police Training Center) is the only higher vocational college in Heilongjiang Province that trains public security professionals, and is also a training base for intermediate police officers in Heilongjiang Province. The college was founded in 1946. Its predecessor was the Heilongjiang Provincial School for Political and Legal Cadres and the Heilongjiang Provincial People's Police School. In 1978, it began to provide secondary vocational education. From 1984 to 1989, it held specialized classes in trace inspection and criminal investigation. From 1998 to 2003, it cooperated with Heilongjiang University to establish the Heilongjiang University Police Officer College to train specialized public security professionals at the junior college level. In March 2003, the Heilongjiang Police Officer Vocational College was established with the approval of the Heilongjiang Provincial People's Government. In April 2009, it was renamed the Heilongjiang Provincial Public Security Department People's Police Training Center with the approval of the Heilongjiang Provincial Organization and Establishment Committee. In April 2010, with the approval of the Heilongjiang Provincial Organization and Establishment Committee, the name of Heilongjiang Police Officer Vocational College was added again. The college is located in the Limin Development Zone of Harbin on the north bank of the Songhua River, which is beautiful. It covers an area of 480,000 square meters and a building area of 120,000 square meters. It has teaching buildings, administrative buildings, student dormitories, libraries, inspection and tactical training halls, basketball halls, shooting halls, standard track and field stadiums and various ball courts, as well as "Nanhu Green Three-dimensional Ecological Planting and Breeding Base" and other office, teaching and living facilities. The campus environment is beautiful and has a good educational environment and teaching conditions. The college currently has 147 teachers, including the Investigation Department, Public Security Management Department, Criminal Technology Department, Police Tactical Training Department, Law Department, Traffic Management Department, Public Security Informatization and Network Security Department, Political Theory Teaching and Research Department, Police Psychology Teaching and Research Department, Basic Teaching and Research Department, etc. 10 teaching departments, offering criminal investigation, public security management, criminal science and technology, road traffic management, police command and tactics, network security and law enforcement and other 6 public security majors. With the approval of the Ministry of Education, the college resumed enrollment for academic education in 2017, and currently has a total of 1,288 students. As a people's police training center, it trains more than 8,000 police officers of all levels and types in the province every year. In addition, the Chinese People's Public Security University and the China Criminal Police College have also set up correspondence stations in the college to provide undergraduate and junior college continuing education for police officers across the province. The college has always adhered to the training of qualified people's police who can adapt to the public security work under the new situation as the center and comprehensively implemented quality education. It has now formed a school-running pattern with distinct public security characteristics, which attaches equal importance to academic education and on-the-job training, general education and adult education, and integration of teaching, scientific research and actual combat. Since the launch of the pilot class education for the reform of the recruitment and training system of political and legal police officers, the college has closely focused on the goal of cultivating application-oriented, compound and high-quality public security professionals, with professional spirit, basic skills and professional ability education as the core, and adhered to the teaching orientation of being close to reality and close to actual combat. It has achieved remarkable results in organizational management, education and training, practical teaching, etc., and has innovated new mechanisms and models for the training of public security reserve talents, exploring new paths for the future development of public security colleges. New achievements have been made in public security theory research innovation, full-time academic education, academic exchanges and cooperation with Russia, and school-bureau co-construction, and the level of the teaching staff has been newly improved. In 2010 and 2013, the college made speeches on typical experiences at the National Public Security Education and Training Work Conference and the National Public Security College Presidents Symposium, which attracted widespread attention. The college has achieved fruitful teaching results. The "Exploration and Practice of Creating a Professional Course Connection System for Standardized Public Security Law Enforcement and Case Handling" won the second prize of the National Higher Vocational Education Teaching Achievement in 2018, and the "Building a "Tree-type Knowledge Structure Course System" to Realize Effective Education Connection According to the Guide of "What Police Do What You Teach" Winning the First Prize of Heilongjiang Province Teaching Achievement in 2018. According to statistics, since the establishment of academic education, the college has trained more than 19,000 full-time college and technical secondary school graduates for the provincial public security organs, and sent more than 1,500 graduates to the public security organs and public security border defense forces outside the province. Among the graduates, there are a large number of heroes and model figures represented by Zhu Hongfu, a first-class hero of the Ministry of Public Security, including Martyrs Ma Yiyong, Martyrs Chen Junlan, Martyrs Shi Changwu, and Liu Zhongyi, Director of the Criminal Investigation Bureau of the Ministry of Public Security, as well as more than 3,000 outstanding graduates who hold leadership positions in public security organs at all levels. Since its establishment, the college has also trained more than 100,000 cadres and police officers for courts, procuratorates, armed police forces and public security organs at all levels in Heilongjiang Province, making outstanding contributions to improving and enhancing the cultural knowledge level, academic structure and political and professional quality of Heilongjiang Province's political and legal organs and public security forces.
