Lanzhou City University was approved by the Ministry of Education in 2006 to optimize, integrate and reorganize the Peili Petroleum School founded by Louis Alley in 1942, the Lanzhou Normal College established in 1958, and the Gansu Provincial Preschool Normal School. It is the only applied general undergraduate college in Northwest China that aims to serve urban development. It was approved as a bachelor's degree awarding institution in 2010, passed the undergraduate teaching qualification evaluation of the Ministry of Education in 2014, and was listed as a master's degree project construction unit in 2017. The school currently has three campuses: the main campus, Peili campus, and Chengguan campus, covering an area of 433,700 square meters, a school building area of 434,000 square meters, and a total fixed asset value of 1.087 billion yuan. There are 16 secondary teaching units and more than 16,000 full-time undergraduate students. The school adheres to the urban, application-oriented and local school-running orientation, faces the development of western cities, helps the regional industrial economy, and serves local basic education; it meets the requirements of "excellent engineers" and "excellent teachers" to cultivate high-level application-oriented talents with humanistic feelings, scientific literacy, and craftsman spirit; it focuses on undergraduate education, actively carries out graduate education, and strives to build a high-level application-oriented university with distinctive urban characteristics. Laying the foundation, the party-established school always adheres to the socialist direction of running schools, thoroughly implements the general requirements of party building in the new era and the party's organizational line in the new era, takes political construction as the leader, strictly implements the principal responsibility system under the leadership of the party committee, and deepens the comprehensive and strict governance of the party. It has won 2 "Gansu Province Advanced Grassroots Party Organizations" and 1 Provincial Standardized Advanced Party Branch, cultivated and created a new era Gansu Province Higher Education Institutions Party Building "Benchmark Department", 5 "Model Party Branches", and 3 "Double Leaders" of Excellent Teachers Party Branch Secretaries, and created the first batch of Gansu Province's new era "Double Excellent" Party Branch Secretary Studio.
