The college was founded in 1960, a technical secondary school was established in 1978, a junior college was established in May 1985, and it was rated as an A-level school by the Ministry of Public Security in 1992. In 1995, it began to independently pilot undergraduate majors. In May 2014, it was officially established by the Ministry of Education. The college is located at No. 260 Yingping Road, Ganjingzi District, Dalian City, surrounded by mountains and the sea, with beautiful scenery. The campus covers an area of 885 acres, and the total building area of the school building is 183,300 square meters. The teaching and scientific research equipment is worth 76.97 million yuan, and the library has a collection of 674,000 books. There are 445 faculty and staff, including more than 300 full-time teachers, 41 professors, 131 teachers with professional and technical positions above deputy senior, 209 teachers with postgraduate degrees, 156 "double-qualified teachers", and 34 outstanding talents such as provincial and ministerial teaching masters and outstanding teachers in the national public security system. The college currently has 9 undergraduate majors, including investigation, criminal science and technology, public security, network security and law enforcement, traffic management engineering, penology, economic crime investigation, police command and tactics, and public security audio-visual technology, and 1 higher vocational major, civil aviation air security. In July 2008, the "Dalian Base of Police Practical Training of the Ministry of Public Security" was established in the school. In 2011, the "National Public Security Education and Training Network College" of the Ministry of Public Security was established. In 2015, the "Ministry of Public Security Training Technology Application Research and Development Center" was unveiled in our college. In 2016, the "China Civil Aviation Air Police Training Base" was unveiled in our college. In 2018, a special training base for military-to-military cadres in the provincial public security system to enter colleges and universities was built. In 2012, the first National Public Security College Teaching Skills Competition was successfully hosted, and the first prize of the group was won and the first-class collective merit of the Ministry of Public Security was awarded; in the second National Public Security College Teaching Skills Competition in 2016, 5 teachers won the first prize of individual items, and students won the first prize of the group. Since its establishment, the college has trained and supplied more than 30,000 outstanding police talents for the provincial public security, judicial, and security systems. In recent years, at the new starting point of undergraduate education, the college has adhered to the purpose of obeying and serving the work and team building of Liaoning Public Security, consolidating the foundation of education, strengthening connotation construction, highlighting practical guidance, and insisting on innovative development. It has comprehensively deepened the reform of education and teaching, vigorously promoted school-bureau cooperation and practical teaching and training, and continuously carried out the activities of Innovation Action Year, Innovation Development Year, Innovation Achievement Year, and Innovation Quality Year, striving to build the college into a base for the cultivation of high-quality applied police talents in Liaoning, a base for the innovation of public security police theory and technology, and the main position for the training of public security police officers, and is making every effort to move towards the goal of building a first-class public security undergraduate college in the country.
