As the only college directly under the Ministry of Civil Affairs, Beijing Social Management Vocational College (Training Center of the Ministry of Civil Affairs) has always adhered to the mission of serving the development of civil affairs. In 1959, the predecessor of the college, the Civil Affairs Cadre School of the Ministry of Internal Affairs, was established. In 1983, with the approval of the Ministry of Civil Affairs, the Civil Affairs Management Cadre College was established. In May 1995, the Ministry of Civil Affairs established the Ministry of Civil Affairs Training Center, which shared office space with the college. In September 1997, China Prosthetics and Orthotics Technical Secondary Vocational School was merged into the college. In June 2007, with the approval of the Beijing Municipal People's Government, Beijing Social Management Vocational College was established. In September 2010, with the approval of the Central Organization and Establishment Commission, the Management Cadre College of the Ministry of Civil Affairs, the Ministry of Civil Affairs Training Center, the China Prosthetics and Orthotics Training Center, and the Beijing Social Management Vocational College were integrated into the Beijing Social Management Vocational College, and the Ministry of Civil Affairs Training Center was added. The college mainly undertakes important functions in higher vocational education in social management and social services, education and training of cadres and staff in the national civil affairs system, certification of civil affairs vocational skills, research on civil affairs policy theory, and formulation of national vocational skills standards in the field of civil affairs. The college adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studies and implements the spirit of the 20th National Congress of the Communist Party of China and the important expositions of General Secretary Xi Jinping on education and civil affairs, fully implements the party's education policy, insists on educating people for the party and cultivating talents for the country, implements the fundamental task of cultivating people with morality, firmly grasps the direction of socialist education, and actively practices the concept of "civil affairs for the people, civil affairs love the people", adhering to the school motto of "seeking knowledge and practicing, showing virtue and talent, advocating benevolence, and serving the society", implementing the development strategy of "quality-based school, characteristic-strong school", continuously promoting connotation construction, and continuously improving key school-running capabilities, serving the high-quality development of civil affairs, the construction of Beijing's "four centers" and the coordinated development of Beijing, Tianjin and Hebei. The college has won more than 20 honors such as "Central Civilized Unit", "National Model Collective for National Unity and Progress", "National Skilled Talent Cultivation Outstanding Contribution Unit", "Capital Civilized Unit", and "Capital Spiritual Civilization Unit". It has become a cradle for cultivating civil affairs talents, a think tank for conducting research on civil affairs policy theories and scientific and technological research, a position for providing relevant technical standards support for the civil affairs system and the whole society, and a window for displaying the charm of civil affairs culture. Focusing on the civil affairs industry and key service areas of people's livelihood and civil affairs, the college has six secondary colleges, including the College of Elderly Welfare, the College of Social Work, the College of Rehabilitation Engineering, the College of Child Education and Development, the College of Life Culture, and the College of Wedding Culture and Media Arts, as well as teaching units such as the Department of Ideological and Political Theory Teaching and Research, and the Training Department (School of Continuing Education). It has opened 20 special majors covering all areas of civil affairs and urgently needed by the society, including smart health elderly care services and management, modern funeral technology and management, rehabilitation therapy technology, rehabilitation assistive device technology, preschool education, nursing, social work, community management and services, and wedding services and management, and has established high-level professional groups such as healthy elderly care, rehabilitation assistive technology, and modern funeral management. Among them, 7 majors, including smart health elderly care services and management, nursing, social work, modern funeral technology and management, preschool education, rehabilitation assistive device technology, wedding services and management, etc., have been identified as key majors in the Ministry of Education's Higher Vocational Education Innovation and Development Action Plan; the health elderly care professional group, modern funeral technology and management major, and rehabilitation assistive technology professional group have been selected as Beijing's characteristic high-level key majors (groups). Two national-level professional teaching resource libraries for smart health elderly care services and management and social work have been established. Haitao Life Service College and Green Rainbow Orthopedic Engineer College were selected as Beijing Engineer College, and the "Beijing-Hebei Health Care City Industry-Education Consortium" was approved as the first batch of Beijing city-level industry-education consortium construction projects. As one of the first national elderly care service professional demonstration units, the first national modern apprenticeship industry pilot units, and the Ministry of Education's disabled rehabilitation talent training reform pilot unit, the college has trained nearly 15,000 high-quality technical and skilled talents in the field of people's livelihood and civil affairs since it started academic education. Academic education is provided to more than 1,400 older orphans to help them better integrate into society and become useful talents. The college currently has 1 national technical expert, 1 person with outstanding contributions to the cultivation of national skilled talents, 5 famous teachers of ideological and political education in the Ministry of Education, 8 famous teachers and excellent teachers in Beijing, 3 famous teachers of vocational education in Beijing, 5 professional leaders in Beijing, 14 outstanding young backbone teachers in Beijing, 1 national-level vocational education teacher teaching innovation team, and 3 professional innovation teams in Beijing. In recent years, teachers of the college have won 1 first prize and 3 second prizes in national-level teaching achievements in vocational education, 2 special prizes, 1 first prize, and 5 second prizes in teaching achievements in vocational education in Beijing, and more than 70 first, second, and third prizes in the theoretical research of civil policy of the Ministry of Civil Affairs; 1 first prize and 1 second prize in the teaching ability competition of the National Vocational College Skills Competition, and more than 50 first, second, and third prizes in the teaching ability competition of the Beijing Vocational College Skills Competition. The college has 13 national-level "14th Five-Year Plan" planning textbooks, 1 national-level ideological and political demonstration course of the Ministry of Education, 1 Beijing-level ideological and political demonstration course, 9 Beijing-level vocational education boutique online courses, and won the second prize in the first national excellent textbook selection. The college deepens the "three teaching" reform, innovatively implements the talent training model of school-enterprise collaboration and work-study integration such as the Chinese-style apprenticeship system and order-based system, strengthens the cooperation between government, enterprises and schools, and forms a comprehensive education mechanism of "job class competition certificate". Efforts are made to build a talent training system for the comprehensive development of morality, intelligence, physical fitness, aesthetics and labor. Students have won 65 first prizes in national competitions such as the National Vocational College Skills Competition. Graduates have won honorary titles such as the National Advanced Worker, the Ministry of Civil Affairs' highest honor "Ruzi Niu Award", "National Youth Job Expert", and "Beijing Youth May Fourth Medal". The college implements an open school-running strategy, strengthens international exchanges and cooperation, effectively utilizes world-class educational resources and innovation elements, creates an international civil affairs major with Chinese characteristics, and cultivates high-level skilled talents with an international perspective. As the secretariat of the National Civil Affairs Vocational Education Teaching Steering Committee, the college undertakes the daily work of the Steering Committee. We work closely with the pilot demonstration enterprises, streets (townships), bases of smart health and elderly care applications selected by the Ministry of Civil Affairs, as well as the national social work service demonstration areas, communities, units and national rehabilitation assistive device comprehensive innovation pilot areas, to jointly cultivate professional and technical talents in the field of civil affairs. As the main channel and main position for the education and training of civil affairs cadres, the Ministry of Civil Affairs Training Center and the Ministry of Civil Affairs Vocational Skills Appraisal Guidance Center insist on the overall planning and layout of cadre training, higher vocational education, scientific research, vocational skills level evaluation, and "1+X" certificate pilot, and have been approved as "National Vocational Education Dual Teacher Training Base", "National Professional and Technical Personnel Continuing Education Base", "National Social Work Professional Talent Training Base", "National Standardized Training Base for Rehabilitation Professional and Technical Personnel in the National Disabled Persons' Federation System", "Beijing Base for the Training of Rehabilitation Talents for the Disabled in China", "National Social Organization Education and Training Base", "Beijing Elderly Care Service Talent Education and Training College", "Beijing Employee Continuing Education Base" and other eight major education and training bases, which have trained more than 300,000 leaders, business backbones, industry experts and professionals at all levels for various departments and fields of the civil affairs system. In particular, more than 1,000 civil affairs cadres have been trained for Xinjiang, and more than 1,000 nursing staff have been trained for the concentrated and contiguous special hardship areas in Luoxiao Mountain, Jiangxi Province, effectively helping to overcome poverty and serving the development of local civil affairs. In recent years, nearly 200,000 talents with special occupations in the civil affairs industry have been identified. The National Civil Affairs Industry Vocational Skills Competition and the National Elderly Care Vocational Skills Competition have been held, and a total of 77 national technical experts have been selected. At the same time, nearly 1,000 high-skilled talents in the fields of elderly care, orphan and disabled children care, rehabilitation assistive device services, and funeral services have been selected, promoting the civil affairs industry to gradually form a team of professional skills talents with excellent quality and reasonable structure. Standing at a new historical starting point and carrying the mission entrusted by the new era, all teachers and students of the college will, under the strong leadership of the Party Group of the Ministry of Civil Affairs, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, fully implement the Party's education policy, implement the major decisions and arrangements of the Party Central Committee and the State Council on vocational education, and continuously improve the ability to serve the civil affairs cause in the new era.
