North China Institute of Science and Technology is a university directly under the Ministry of Emergency Management. Its predecessor was the Cadre School of the Central Fuel Industry Ministry established in 1950. In 1955, it was transferred to the Ministry of Coal Industry and renamed the Cadre School of the Ministry of Coal Industry. In 1982, it was upgraded to Beijing Coal Management Cadre College. In 1985, the China Coal Mine Safety Technology Training Center was established, and the school implemented a "one organization, two brands" management system. In 1993, it was transformed into a general college and renamed North China Mining College. In 2002, it was upgraded to a general undergraduate college and renamed North China Institute of Science and Technology. In 2011, it obtained the qualification to train postgraduates with a professional degree in engineering (safety engineering). The school takes serving and supporting the emergency management of a big country as its first orientation, adheres to emergency management, faces public safety, and serves the economy and society, and strives to create a talent training highland, scientific and technological innovation highland, and education and training highland that serve the needs of emergency management. Gradually, a multi-level and relatively complete talent training system with undergraduate education as the main focus, graduate education, international student education, adult education and short-term training has been formed. The school is located in the Yanjiao National High-tech Development Zone in Hebei Province, adjacent to the Beijing Urban Sub-Center. The school currently has 1 national engineering practice education center, 5 key laboratories of ministries and commissions, 7 provincial and ministerial laboratories (centers, bases), etc. The library has a collection of more than 1.48 million paper books, more than 1.46 million electronic books, and 39 Chinese and foreign databases. The school currently has more than 1,000 full-time teachers, of which professors and associate professors account for more than 50%, and teachers with doctoral and master's degrees account for more than 90%. The school adheres to the principle of open education, constantly improves its internationalization level, strives to build an international education and academic exchange platform, and has established cooperative relations with more than 50 universities (institutions) in more than 20 countries including the United States, the United Kingdom, Canada, Australia and Latvia, and carried out various forms of exchanges and cooperation. The school employs more than 40 foreign teachers and foreign experts throughout the year, has trained nearly 1,000 international students, and sent nearly 300 teachers and students to teach Chinese and spread Chinese culture overseas. The school has undertaken a number of intergovernmental international cooperation projects such as the China-Europe High-risk Industry Occupational Health and Safety Technical Assistance Project, and held high-level international conferences such as the International Academic Conference on Mine Safety and the International Conference on Coalbed Methane Development. The China-Latvia "Belt and Road" Academic Exchange Center is located in the school, relying on the center to carry out teacher-student exchanges and scientific research cooperation. The school has long been responsible for the cadre training business in production safety, disaster prevention, mitigation and relief, emergency rescue and other aspects entrusted by the competent departments, local governments and enterprises and institutions. Relying on the training advantages, the school has built the North China Base for Comprehensive Training of National Production Safety Supervision and Law Enforcement (investment of 100 million yuan), the National Mine Safety Supervision and Supervision Cadre Network College, and the National Professional and Technical Personnel Continuing Education Base. Cooperate with Beijing Coal Group to build a national production safety accident prevention and emergency response technology experimental training and popular science base (investment of 300 million yuan); carry out research on laws, policies, and standards related to emergency management education and training, and develop question banks and outlines, perform the functions of the National Safety Vocational Education and Teaching Steering Committee, and conduct research, consultation, guidance and services for vocational education and training in the fields of production safety, disaster prevention and mitigation, emergency rescue and other industries; 249 online and offline training courses for safety and emergency have been built, and 55 are under construction (investment of 20 million yuan). Relying on the teaching case library of accident prevention and control, safety supervision and inspection, emergency response and other teaching resources formed by training, and the "dual-teacher" teaching staff, practice bases and other school resources, the school's talent training and scientific research are coordinated and mutually promoted, effectively supporting the practical and application-oriented safety and emergency undergraduate and graduate training. The school takes the cultivation of socialist builders and successors with all-round development of morality, intelligence, physical fitness, aesthetics and labor as its fundamental task, and attaches great importance to the cultivation of students' comprehensive quality and innovation and entrepreneurship ability.
