Baili Vocational College is a full-time public general higher vocational college organized by the People's Government of Zhangye City. It was approved by the provincial government in January 2020, filed with the Ministry of Education in May, and officially enrolled in October. There are currently 197 faculty and staff members and 5,106 students. The college is rooted in Baili School in Shandan, Gansu Province, and the college implements the integration of secondary and higher vocational education. Baili School in Shandan was founded in 1942 by Louis Alley, a great internationalist fighter and famous New Zealand social activist. It has made important contributions to the cause of the Chinese revolution and pioneered and practiced the vocational education idea of "using hands and brains, creating analysis". In 1987, advocated by Louis Alley, the Baili Agricultural, Forestry and Animal Husbandry School in Shandan was restored and rebuilt in Shandan, and it was renamed Baili School in Gansu Province in 1994. Since its reconstruction, the school has received great attention from party committees and governments at all levels and strong support from the older generation of party and state leaders. It has received care and assistance from international friendly organizations such as the New Zealand government and the New Zealand Embassy in China, as well as a large number of friendly people. Comrade Xi Zhongxun, then Vice Chairman of the Standing Committee of the National People's Congress, was invited by Rewi Alley to serve as the first honorary principal of Shandan Baili School for 14 years in 1988. General Secretary Xi Jinping has been concerned about the development of the school for many years. In 1999, during his tenure in Fujian Province, he coordinated and helped the school build advanced multimedia classrooms; in September 2002, he sent a congratulatory letter to the 105th anniversary of the birth of Louis Alley and the celebration of the 60th anniversary of the founding of Baili School, wishing the school "to continue to make new achievements and achieve new development in the new century"; on August 20, 2019, General Secretary Xi Jinping visited the school in person and delivered an important speech, which pointed out the direction for the development of the school, provided guidance, and injected strong impetus. The planned area of Baili Vocational College is 1,012 acres, with a construction area of 274,000 square meters, and will be built in two phases. The first phase of the project has been completed, and the construction of the second phase is progressing in an orderly manner. The construction area of 240,000 square meters has been completed and is under construction, with an investment of 1.339 billion yuan and 739 million yuan in funds in place. Infrastructure projects such as teaching, training, sports, food and accommodation have been completed and put into operation. After the completion of the second phase of the project, it can meet the needs of about 9,000 students and 10,000 social training per year. The college pays attention to the construction of majors (groups), focusing on building five professional groups of smart agriculture, cultural tourism, integrated circuits, photovoltaic power generation, and health management. It has opened 19 majors such as seed production and management, integrated circuit technology, refrigeration and air-conditioning technology, and built 5 on-campus training bases and 88 training (test) rooms. The college adheres to the school-running positioning of being based in Zhangye, facing the west, and serving the "Belt and Road Initiative", and cooperates with Hexi University to build two "3+2" high-level pilot majors in modern agricultural technology and tourism management. The college adheres to the school-running path of integrating production and education, school-enterprise cooperation, and combining work and study, and strives to achieve students entering the workforce upon enrollment and employment upon graduation. At present, the college has cooperated with Dalian Neusoft Education and Technology Group to build the Neusoft Information Industry College of Peili Vocational College; cooperated with key enterprises such as Tianshui Huatian Technology Company, Tianshui Xinghuo Machine Tool Co., Ltd., and Geely Changxing Transmission Co., Ltd. to open order classes and train order students; cooperated with Gansu Tianrun Potato Co., Ltd., a leading enterprise in the city, to build a potato virus-free seed potato breeding technology innovation center and a modern intelligent seed potato breeding greenhouse on campus, realizing the "zero distance" connection between talent training and corporate positions and occupational standards; reached an intention with Qingruan Jingzun, Changsheng Ridian, Huawei Technology, Guangdong Sanxiang, Reader Publishing, Gansu Xianghe Seed Industry and several other well-known enterprises and institutions to carry out multi-level cooperation such as professional (professional group) co-construction, professional talent training, training base construction, student internship employment, technical and financial support, and industry-university-research cooperation. At the same time, the college invests a large amount of funds every year to purchase teaching instruments and equipment, providing strong hardware support for the comprehensive improvement of teachers' and students' hands-on ability, innovation ability, and operation skills. The college's teachers and students have won more than 100 national and provincial awards in various skill competitions. At the same time, the college has successively won honorary titles such as "National Outstanding Contribution Unit for the Cultivation of Skilled Talents" and "Red Gene Inheritance Demonstration School". It has been approved as the National Louis Althus Spirit Education Base, the Gansu Vocational College Smart Cold Chain Technology Collaborative Innovation Center, the Longyuan Craftsman Training Base, the Chinese and Foreign Cultural Exchange Talent Training Base in the Field of Intelligent Manufacturing, the first batch of vocational education demonstration training bases in Gansu Province and the vocational education red culture study and travel demonstration base, and has built the China Industrial Cooperation System Cadre Training College. The college gives full play to the advantages of in-depth cultural exchanges with New Zealand, the United Kingdom and other countries, actively promotes the international cooperation strategy of "going out and inviting in", cooperates with Wellington Polytechnic and Whiteria Polytechnic in New Zealand, and applies for the implementation of the "local innovation sub-project of international exchange and cooperation in elderly care talent training". The first batch of 5 teachers have been sent to New Zealand for study and exchange in August 2023; relying on the Bailey training base in New Zealand and the New Zealand Lanzhou Beef Noodles International Alliance, the construction of the China-Singapore Beef Noodles Workshop has been started to help domestic companies expand the international market; cooperate with Faisalabad Agricultural University in Pakistan, and adopt the "2+1" overseas and domestic segmented teaching form to provide high-quality and customized vocational skills talents for Pakistan's modern agriculture. We insist on grasping the new situation of the "Belt and Road" construction and the new requirements of regional economic development, continue to promote the reform of the construction of the modern vocational education system, and vigorously cultivate skilled talents with modern craftsmanship and international vision. We will follow the arrangements of the Ministry of Education and the Provincial Party Committee and the Provincial Government, conscientiously implement the "14th Five-Year Plan", and actively prepare for the establishment of Bailey University of Applied Technology in New Zealand. At the same time, we will accelerate the reform of the college's management system and strive to realize a management system with the province as the main body and co-construction by the province and the city as soon as possible, so as to truly "strengthen" and "loosen" the college in the management system and promote the healthy and sustainable development of the college.
