Shaanxi Police Vocational College is a full-time higher vocational college organized by the Shaanxi Provincial Government. It is the only public security college in Shaanxi that has been recognized by six departments including the Ministry of Human Resources and Social Security, the Ministry of Public Security, and the Ministry of Education to enjoy the reform policy of the recruitment and training system of public security professionals. It is under the jurisdiction of the Provincial Public Security Department and is guided by the Provincial Education Department. The college was founded in 1953 as the Shaanxi Provincial Judicial Cadre Training Class. It began to hold secondary vocational education in 1955, adult college education in 1992, and higher vocational education in 1999. In April 2003, Shaanxi Police Vocational College was established on the basis of the merger of the Provincial Political and Legal Management Cadre College, the Provincial People's Police School, the Provincial Judicial School, and the Provincial Police School. In April 2004, the Ministry of Education registered it as a full-time higher vocational college. In 2016, the college was transformed into a public security college. The college currently has three campuses: Chanba, Qindu, and Yanta, covering an area of 543.87 acres. The college has formed a functional layout of "one main body and two bases", with Chanba Campus as the main teaching and research campus, Qindu Campus as the public security practical training base, and Yanta Campus as the public security innovation research base. It offers five public security majors, including public security management, road traffic management, police command and tactics, network security and law enforcement, and criminal investigation, and four non-public security majors, including legal affairs, legal secretarial, judicial police, and security management. Public security majors recruit students from Shaanxi, and non-public security majors recruit students from 18 provinces (autonomous regions and municipalities) across the country. There are currently 5,251 students on campus. There are 398 faculty members and 294 full-time teachers. The college implements police management of faculty and students. The college has deeply promoted the implementation of the "Casting Police Soul" education project, effectively strengthened the construction of disciplines and majors and the construction of the teaching staff, vigorously promoted the cooperation between the school and the bureau, and the construction of a collaborative education mechanism, and deepened the reform of the integrated talent training model of "teaching, learning, research, training, and combat". The police students' reinforcement of public security combat has been highly recognized by public security organs at all levels, and the quality of talent training, the level of school management, and the ability to serve the public security have steadily improved. In the 70 years since its establishment, the college has always been based on public security and justice, serving the construction of a safe and law-abiding Shaanxi. It has trained more than 100,000 specialized talents for Shaanxi's grassroots public security and political and legal organs, enterprises and institutions, and trained more than 80,000 political and legal police officers and various personnel. Since the college was registered by the Ministry of Education in 2004, it has trained 16 ordinary higher vocational graduates, and a large number of alumni have grown into leading cadres and business backbones in the public security and political and legal system, making important contributions to the improvement of the comprehensive quality and combat effectiveness of the Shaanxi public security and political and legal team. The college has been identified as a pilot institution for the reform of the recruitment and training system of political and legal police officers in the country, the first batch of national defense education characteristic schools of the Ministry of Education, a national and provincial education informatization pilot unit, a national youth moral training experimental base, a provincial "double high plan" high-level professional group construction unit, Shaanxi Province New Era Youth Drug Prevention Education Demonstration School, Shaanxi Province Drug Prevention Education Teacher Training Base, Shaanxi Province Safe Campus, the second batch of national first aid education pilot schools, provincial high-skilled talent training base, approved as a national and provincial party building model branch, benchmark colleges and departments, won the 14th National Games and the Paralympic Games Outstanding Contribution Group, Shaanxi People's Satisfaction Political and Legal Units and other honors, and won the collective second-class merit twice. The Provincial Party Committee and the Provincial Government have always attached great importance to, cared about and supported the construction and development of the college. According to the Opinions on the Development Direction and School Positioning of Shaanxi Police Vocational College (Shaanxi Education Development [2015] No. 1) approved by the Provincial Party Committee and the Provincial Government and issued by the Provincial Department of Education and the Minutes of the Meeting on Issues Related to the Transfer and Handover of Shaanxi Police Vocational College (62nd in 2016) issued by the Shaanxi Provincial People's Government, the development direction of the college is an applied public security college; the basic school positioning is: focusing on the needs of the construction of the rule of law work team in Shaanxi Province, based on serving the public security and judicial systems of the whole province, and cultivating politically qualified, professional knowledge and practical application-oriented police talents. At the same time, as an important training base for the public security and judicial organs of the whole province, it undertakes relevant training tasks. In July 2019, the Implementation Opinions of the Shaanxi Provincial Party Committee on Strengthening Public Security Work in the New Era (Shaanxi Development [2019] No. 12) clearly required that "the pace of establishing an applied undergraduate public security college of Shaanxi Police Vocational College should be accelerated." The college has solidly implemented the decisions and arrangements of the provincial party committee and the provincial government, closely focused on the development goal of establishing an undergraduate public security college, based in Shaanxi and facing the whole country, serving the public security and taking into account politics and law, insisting on the coordinated development of academic education and training education, cultivating high-quality application-oriented public security talents, and striving to build the college into a first-class high-level public security college in the northwest and influential in the country, a high-end think tank for innovative research on Shaanxi public security and political and legal work, and an important platform for police cooperation and exchanges among countries along the "Belt and Road".
