Shaanxi Vocational and Technical College of Economics and Management is a full-time public general higher vocational college at the department level approved by the Shaanxi Provincial People's Government, registered by the Ministry of Education of the People's Republic of China, and led by the provincial government. It is a set of institutions together with the Shaanxi Provincial Administrative College. The dean is concurrently served by the Secretary-General of the Provincial Government. The college has a long history. Its predecessor was the Second Department of the Northwest Party School established in September 1949, which has been established for more than 60 years. The college mainly focuses on cultivating applied modern economic management, especially financial and economic professionals. It recruits students from more than 10 provinces and regions across the country. There are currently 3,600 full-time higher vocational students and more than 20,000 graduates have been trained. There are more than 100 students enrolled in the postgraduate (MBA) education jointly organized with the Open University of Hong Kong. The college has 32 department-level departments, including the Basic Theory Teaching and Research Department, the Department of Public Administration, the Department of Business Administration, the Department of Economics, the Department of Financial Management, the Department of Computer Applications, the Department of Foreign Languages Teaching and Research, the Electronic Equipment and Information Management Department, the Library, the Office of Foreign Cooperation, the Cadre Education and Training Research Center, the Institute of Public Administration and Reform, and the Shaanxi Economic Research Institute. The college's disciplines cover economic management, e-government, business administration, financial management, public administration, tourism management, computer application and other fields, and there are 23 majors such as financial management, logistics management, tourism management, property management, human resources management, multimedia design and production. The "Journal" sponsored by the college is publicly distributed nationwide. In many years of teaching practice, the college has cultivated its own discipline leaders in many fields and established a teaching staff with complete categories and in line with higher education. There are 430 faculty members, including 170 full-time teachers, nearly 100 people with associate senior titles or above, 71 "double-qualified" teachers, and experts who enjoy special subsidies from the State Council and the provincial government. A group of relatively stable part-time instructors with rich practical experience and high academic level are employed. The college takes advantage of being integrated with the Provincial Administrative College, vigorously promotes cooperation with industries and enterprises, and an open school-running model that combines in-school learning with social learning. It adheres to the school-running policy of service-oriented and employment-oriented, actively explores the "work-study alternation" and "order-based training" education model, and adopts the "three-in-one" teaching method of combining classroom teaching with workplace training, vocational skills training with vocational qualification appraisal, and course assessment with job assessment. It has established 24 off-campus training bases to cultivate professional talents with good professional ethics, excellent professional skills, high cultural literacy and innovative spirit. In recent years, the employment rate of graduates has remained stable at more than 85%, and many graduates have become the main leaders, department heads and business backbones of governments and enterprises at all levels. The college is located in Xi'an, the ancient capital of 13 dynasties. It has three campuses: the main campus, the north campus and the south campus. The campus covers an area of about 180 acres, the school building area is 110,000 square meters, the teaching building on campus is fully functional, and the student apartments are warm and comfortable. The college library has a collection of nearly 250,000 books, more than 1,000 kinds of periodicals, and 24 foreign publications. It has a comprehensive campus network and computer experiment center with advanced equipment, various professional laboratories, multimedia rooms, electronic reading rooms, voice rooms and other modern teaching facilities.
