State Grid Corporation of China (hereinafter referred to as the "Company") was established on December 29, 2002. It is a state-owned wholly-owned company directly managed by the central government in accordance with the provisions of the Company Law. It is a large-scale state-owned key backbone enterprise related to the lifeline of the national economy and national energy security. Shandong Electric Power College (hereinafter referred to as the "School"), as the only ordinary higher vocational college directly managed by the company, has become an important part of the company's development chain and value chain and a key corporate university. Shandong Electric Power College is a national public full-time general college. It was founded in 1958. The school is affiliated to State Grid Corporation of China and is the only one directly under the State Grid. The school's Jinan campus is located in Shizhong District, Jinan City, and the Tai'an campus is located in Taishan District, Tai'an City. The campus environment is beautiful and the teaching and training facilities are complete. 1. Superior school conditions The predecessor of the school was Qingdao Power College, which was founded in June 1958 and has been relocated and renamed several times. In July 1997, the school was integrated and reorganized with Shandong Electric Power Workers University and the Party School of Shandong Electric Power Group Company, and moved to its current location in Jinan, realizing the integration of Shandong Electric Power's education and training resources. In April 1999, the school merged and reorganized with the former Shandong Electric Power Research Institute, establishing a new school-running system that integrates school and institute, and integrates production, learning and research, realizing the integration of Shandong Electric Power's science and technology and education resources. In December 2008, the company established the State Grid Technical College based on the school; in November 2009, the school was directly under the management of the State Grid Corporation of China, and assumed the sacred mission of cultivating technical and skilled talents for the company; from 2012 to 2017, the school successively established five regional branches in Chengdu, Changchun, Xi'an, Suzhou, and Zhengzhou, as well as five cooperation bases in Shanxi, Hubei, Tianjin, Jiangxi, and Fengman, realizing the integration of the company's education and training resources. The school covers an area of 1.07 million square meters, with a school building area of 458,000 square meters, a total fixed asset value of 2.43 billion yuan, and an asset value of 7.300 million yuan, and the library has a collection of more than 680,000 books. There are 279 professional training rooms (fields) for substation operation, relay protection, substation maintenance, transmission and distribution line operation and inspection, power supply service, thermal power, etc., with advanced facilities and complete majors. Some training rooms fill the domestic gap and reach the domestic leading level. The school also has the largest enterprise-level online learning platform covering the entire State Grid Corporation of China system. The school currently has 6 departments including the Department of Electrical Engineering, the Department of Power Engineering, the Department of Electrical Automation, the Department of Metrology Engineering, the Department of Information Engineering, and the Basic Department. It has 12 majors including power plants and power systems, thermal power engineering technology, power supply and use technology, transmission and distribution engineering technology, distributed generation and intelligent microgrid technology, and information security technology application. The school has a strong faculty and a "double-teacher" faculty with high theoretical level and rich practical experience. Among them, there are 3 provincial teaching teams, 4 Shandong Provincial Teaching Masters, 27 provincial and ministerial experts and talents, and the Smart Grid Protection and Control Teacher Team won the honorary title of the second batch of "National College Huang Danian Teacher Team", and the Power Cable Teaching Team won the second prize in the National Vocational College Teaching Ability Competition. The school has 5 provincial specialty majors, 2 national quality courses, and 17 provincial and ministerial quality courses. The power supply and use technology major has been selected into the national key professional teaching resource library, and the "transformer and distribution operation and maintenance" high-level professional group has been selected into the Shandong Province Higher Vocational Education High-level Professional Group Construction Project. The school took the lead in developing and approving 9 X certificate projects such as transformer and distribution operation and maintenance. 2. Advanced school-running concept The school and the Technical College Branch of State Grid Corporation of China implement integrated school-running, and the vocational school education and vocational training are deeply integrated, realizing "resource sharing, complementary advantages, clear division of labor, and coordinated development." Relying on the advantages of the power industry, the school takes talent quality as the foundation, service as the purpose, and employment as the orientation, and strives to cultivate high-quality skilled talents needed for the front line of production, construction, service and management for the society and the industry. The school follows the school-running philosophy of "rooting in the industry, deeply integrating enterprises, serving development, and coordinating education", and innovatively implements the "industry-enterprise-school" integrated school-running model, the "dual-subject, four-linkage" talent training model and the "four truths and one reality" action-based teaching model. The school is the technical and skilled talent training base of State Grid Corporation of China, the whole industry chain training service platform, the international cooperation and exchange platform, the vocational education development research center, the skill level evaluation guidance center and the knowledge integration center. (I) "Intensification": Constructing the "1+5+5" school-enterprise integrated power vocational training system operation mechanism to give full play to the advantages of state-owned super-large enterprises in running schools, with the school as the core implementation subject, supplemented by 5 branches and 5 cooperation bases, the overall operation of training business, the overall coordination and dispatch of training resources, and the efficient control of training processes, to achieve full coverage of professional positions and business areas of the State Grid, and form a resource sharing, complementary advantages, efficient and intensive vocational training operation mechanism. (II) "Standardization": Construct a vocational training curriculum system with co-construction and guidance of standards. The school and the State Grid jointly develop and formulate national standards, power industry standards and job technical standards, and integrate professional standards, job requirements, ideological and political elements, and craftsman spirit into teaching content; use standards to guide the development of training resources such as courses, textbooks, and courseware, and build a training curriculum system based on professional standards. (III) "Customization": Construct a customized training model for talents in power enterprises. Adhere to goal orientation and implement customized training services in a hierarchical and classified manner. Based on the growth law of technical and skilled talents in the power industry, implement progressive training for the entire career cycle from new employees to professional leaders; carry out customized training project planning, development, implementation and evaluation for the diversified needs of different types of training such as skill improvement and qualification certification. (IV) "Digitalization": Create a digital vocational training network platform with full coverage in all dimensions. Create an interactive online learning platform-State Grid Academy, create a digital learning resource library, provide a full set of "platform + course + operation" solutions, realize the full process online implementation of various projects such as technical skills training and skill level evaluation, and interconnect online and offline in all dimensions to create an "online empowerment learning home" that serves the development of all employees throughout their careers. (V) "Internationalization": Create an internationalized vocational training pattern for electric power enterprise talents to serve the joint construction of the "Belt and Road Initiative" and create an international training and exchange platform for technical skills. Cultivate an internationalized teaching staff, develop internationalized curriculum resources, establish internationalized training business processes, carry out "Chinese standard" technical skills training for 72 countries and regions around the world, spread the "Chinese characteristics" brand culture, and form an internationalized development pattern for electric power vocational training. 3. Excellent school performance (I) Constructed a new mechanism for intensive operation of the "school-enterprise integration" vocational training system The school has always taken serving the development of the national power industry as its fundamental starting point and foothold, with the goal of cultivating new-era power industry workers, giving full play to the institutional advantages of the state-owned super-large leading enterprise in running schools, relying on the school to establish an enterprise vocational training institution (State Grid Technical College), and established 5 branches and 5 cooperation bases. By creating a new type of intensive core business management and control system, the resources required for State Grid Corporation's internal training, social training, international training exchanges, skill level evaluation and other training projects are uniformly allocated to improve management efficiency; coordinated and unified allocation of productive and on-site training resources, built a world-class training base for power technical and skilled personnel, and created a training service platform for the entire power industry chain, providing an effective mechanism guarantee for standardized, intensive and high-quality vocational skills training. (II) A new operation path of the vocational training system with “five advancements” has been systematically designed. The school insists on making schools and enterprises the business entities of vocational training, integrating and operating them as a whole, so that the flow of factors such as standards and specifications, human resources, equipment and facilities has changed from “external market” to “internal coordination”, breaking through the boundaries of systems and mechanisms, and creating a new model of technical and skilled talent training system for large state-owned enterprises with “school-enterprise integration and five advancements”, namely: using “intensive” development to integrate advantageous resources, give play to the advantages of the group, and improve management efficiency; using “standardization” to promote the integration of courses and positions, get close to the actual positions, and achieve technological leadership; using “digitalization” to drive changes in training methods, improve learning experience, and improve training efficiency; using “customization” to cultivate people in line with organizational needs, stimulate learning motivation, and improve the pertinence and effectiveness of training; using “internationalization” to serve national strategies, tell Chinese stories well, and spread Chinese standards. (III) Service Innovation: Explore and form a new pattern of international training and cultivation of talents in power enterprises. We are committed to improving international training capabilities, aiming to serve the "going out" development strategy of enterprises, and building an international power technology and skills training cooperation and exchange platform as a carrier. We actively implement "technology export and cultural communication", realize the diversification of international power technology and skills training, and the normalization of international power talent exchanges, improve the Chinese standard technology and skills training capabilities and the Chinese characteristic brand culture communication capabilities, and build a new international training system supported by international business training course resources, teaching team and remote background services, forming a new pattern of international training and cultivation of power talents.
