Shanghai Public Security College is the only public security college in Shanghai that trains high-quality applied police talents. It is also a national public security teacher, foreign police, science and technology informationization, network police, police psychology and other training bases, experimental centers and national public security micro-course research and development centers established by the Ministry of Public Security. The secretariat of the National Public Security Vocational Education and Teaching Steering Committee is also located in the college. The college was formerly the Police School of the Shanghai Municipal People's Government Public Security Bureau, which was founded in June 1949. It has gone through the development stages of the Shanghai Branch of the Central Public Security College, Shanghai Public Security School, Shanghai Public Security College, and Shanghai Public Security College. In June 2017, the college was officially unveiled and established, and Shanghai's public security higher education has opened a new chapter of upgrading and development. Over the past 70 years since its establishment, under the correct leadership, support and guidance of the Municipal Public Security Bureau and the Municipal Education Commission, the college has comprehensively promoted the development of Shanghai's public security education, trained and sent more than 37,000 graduates to the public security and political and legal systems in Shanghai and even the whole country, and trained more than 340,000 on-the-job police officers. It is known as the "cradle of police and melting pot of police officers" in Shanghai. At present, my country is based on the new development stage, implementing new development concepts, and building a new development pattern. Shanghai is standing at a new starting point to accelerate the construction of a socialist modern international metropolis with global influence and a people's city that fully reflects Chinese characteristics, the characteristics of the times, and Shanghai characteristics, and comprehensively improve the level of modernization in the governance of megacities. Under the background of the new era, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the college takes General Secretary Xi Jinping’s important instructions and the general requirements of “loyalty to the Party, serving the people, fair law enforcement, and strict discipline” as the general program for running the school and the general compliance for talent training. It thoroughly implements the spirit of the National Education Conference, the National Public Security Work Conference and General Secretary Xi Jinping’s important speech during his inspection of Tsinghua University. Focusing on the fundamental issues of “what kind of people to train, how to train them, and for whom to train them”, the college focuses on the goal of Shanghai Public Security to create a “world-class safe city, world-class policing model, and world-class police image”. Adhering to the school mission and school motto of “holding up the future of public security work”, aiming at the goal of building a distinctive applied technology-based public security undergraduate college, in accordance with the requirements of “cultivating the soul, enlightening the mind”, strengthen political construction of the police, rely on wisdom empowerment, deepen teaching reform, innovate training models, optimize connotation construction, improve rotation training, carry out practical training, promote the dual-teacher system, expand service radiation, and strive to build a first-class public security undergraduate college that matches the level of Shanghai’s urban development and the modernization of Shanghai’s public security work, continuously improve the school-running level and core competitiveness, and strive to serve and support the high-quality development of Shanghai’s public security work. The college is mainly responsible for full-time undergraduate education, full-time secondary vocational education, on-the-job police training, and is commissioned by the Ministry of Public Security to organize various professional training for domestic and foreign police. At the same time, it conducts public security theory and practice research, undertakes practical police tasks, and establishes a citizen police school to strengthen social services. The college covers an area of 721 acres and is divided into Pudong, Minhang campuses and Baoshan base. There are a number of experimental training centers and teaching and training facilities in the college, and 17 smart public security teaching points and 27 practical training bases have been selected and built in the city's public security practical units. The college offers five full-time undergraduate majors, including Public Security, Investigation, Police Command and Tactics, Criminal Science and Technology, and Cyber Security and Law Enforcement, as well as ten full-time second-level junior college majors (directions), including Public Security Management (Police Station Duty Direction), Public Security Management (Rail Transit Public Security Direction), Public Security Management (Information Network Security Supervision Direction), Public Security Management (Big Data Application Direction), Public Security Management (Criminal Investigation Direction), Public Security Management (Economic Crime Investigation Direction), Traffic Management, Criminal Execution (Prison Management Direction), Criminal Execution (People's Court Judicial Police Direction), and Police Command and Tactics (Special Police Direction). The college has five national teaching achievement awards, two national teaching teams, 13 national quality courses and quality shared courses, as well as a number of provincial and ministerial teaching achievement awards, quality courses, famous teachers, and excellent teachers and instructors.
