Shenyang Normal University is affiliated to the People's Government of Liaoning Province. It was founded in 1951 and was formerly known as Northeast Education College. In 1953, it was renamed Shenyang Normal University. It was one of the two earliest undergraduate normal colleges established in Northeast China at that time. In 1965, it was renamed Liaoning First Normal College, and in 1978, the school name was restored to Shenyang Normal University. In 2000, the school successfully built a new campus, laying a solid foundation for the development of the school. In 2002, the Liaoning Provincial Government decided and with the approval of the Ministry of Education, Shenyang Normal University and Liaoning Institute of Education merged to form Shenyang Normal University. In 2011 and 2021, the school party committee won the honorary title of "Advanced Grassroots Party Organization" by the Liaoning Provincial Committee twice.
