The International Education College of North China University of Water Resources and Electric Power (Ural College) (hereinafter referred to as "Ural College") is a Sino-foreign cooperative education institution with a non-independent legal person approved by the Ministry of Education in January 2018. The partner is the Ural Federal University of Russia, which was founded in 1920 and is also known as "Yeltsin University". It is one of the nine federal universities in Russia and one of the 21 key universities of the "5-100 Plan". It is also a member university of international university organizations such as the "Shanghai Cooperation Organization University", "China-Russia Engineering University Alliance", "BRICS University Alliance" and "BRICS Network University". In 2017, North China University of Water Resources and Electric Power was entrusted by the Ministry of Education of China to lead the construction of the "BRICS Network University" mechanism with the Ural Federal University of Russia as the leading Chinese university of the "BRICS Network University". The Ural College jointly established by the two universities is the first cooperative education entity under the framework of the "BRICS Network University". It is an important achievement in implementing the "Xiamen Declaration of the Leaders of the BRICS Countries" and has received great attention and strong support from the education authorities of China and Russia.
