Xi'an University of Posts and Telecommunications is a general university with engineering as its main discipline and information science and technology as its specialty. It has coordinated development of engineering, management, science, economics, literature, law and art. It is an important base for talent training and scientific research in the information industry and modern postal industry in my country, especially in the northwest region. The school was founded in the early days of the founding of New China. Its predecessor was the Shaanxi and Gansu Provincial Post and Telecommunications Personnel Training Class established in 1950 and the subsequent Xi'an Post and Telecommunications School. In 1959, Xi'an Post and Telecommunications College was established with the approval of the State Council. It is the only general university of post and telecommunications in the northwest region that the country has focused on building. In 2012, it was renamed Xi'an University of Posts and Telecommunications. The school was successively affiliated to the Ministry of Posts and Telecommunications and the Ministry of Information Industry. In 2000, it was transferred to Shaanxi Province. It is now jointly built by the Shaanxi Provincial People's Government and the Ministry of Industry and Information Technology. It is a high-level university construction university in Shaanxi, a "first-class university, first-class discipline" construction university in Shaanxi Province, a university implementing the "Excellent Engineer Education and Training Program" of the Ministry of Education, the first batch of universities in the country to pilot preparatory classes for children of border defense soldiers, and the only university in the northwest region to undertake training tasks for the Asia-Pacific Telecommunications Organization and ASEAN. In the long-term development process, the school motto of Xiyou University, "patriotism, truth-seeking, and endeavor", has been condensed and formed. The spirit of Xiyou University, "hard work, self-improvement, and pioneering and enterprising", has been carried forward. Following the school-running philosophy of "unified teaching and research, open schooling, and equal emphasis on humanities and science", it has won a good academic reputation and social prestige. It was awarded the titles of "Advanced Collective" in Shaanxi Province, "Advanced Collective of Ideological and Political Education in Colleges and Universities in Shaanxi Province", and "Civilized Campus" in Shaanxi Province by the Shaanxi Provincial Committee of the Communist Party of China and the Shaanxi Provincial People's Government. It was awarded the title of "Model School for Rule of Law" by the Provincial Department of Education and the title of "Garden-style Unit" by the Xi'an Municipal People's Government. The school is located in the southern suburbs of Xi'an, covering an area of more than 1,500 acres. It has two campuses, Chang'an and Yanta, and currently has nearly 20,000 students. It has 14 teaching and research units, 2 national engineering laboratories, and 29 national, provincial and ministerial key laboratories and research centers. The university currently has 1 first-level discipline doctoral degree authorization point, 13 first-level discipline master's degree authorization points, and 9 master's professional degree authorization categories. In the new round of discipline evaluation, 7 first-level disciplines are on the list, and the comprehensive level of information and communication engineering ranks first among provincial universities. Two disciplines, engineering and computer science, are among the top 1% of ESI disciplines in the world. Three disciplines, including communication engineering, power electronics engineering, and transportation engineering, are on the list of world-class disciplines in the Soft Science Ranking. Six first-level disciplines, including information and communication engineering, computer science and technology, cyberspace security, electronic science and technology, software engineering, and management science and engineering, are on the list of the best disciplines in China in the Soft Science Ranking. The university is among the top 1,000 engineering disciplines in the US News 2022 World University Rankings. There are 48 undergraduate majors, including 3 national specialty majors, national comprehensive reform pilot majors, 11 national first-class undergraduate major construction points, and 15 provincial first-class undergraduate major construction points. In July 2016, the Shaanxi Provincial People's Government and the State Post Bureau signed an agreement to jointly build the Modern Postal College and Postal Research Institute of Xi'an University of Posts and Telecommunications. The school currently has more than 1,700 faculty and staff, including more than 500 with senior professional titles. Among the teaching staff, there are more than 100 young and middle-aged experts with outstanding contributions to the country, candidates for the New Century Excellent Talents Support Program of the Ministry of Education, candidates for the Shaanxi Provincial Special Support Program, candidates for the Shaanxi Provincial Three-Five Talent Project, Shaanxi Provincial Youth Science and Technology Stars, second- and third-level professors, national outstanding teachers, provincial teaching masters and other talent projects and honor winners. There are 4 dual-appointed academicians and more than 150 visiting professors. The school continues to deepen the reform of education and teaching, and has built a "four-in-one" education model of knowledge exploration, capacity building, personality development, and red genes. It actively practices "new engineering", and deeply promotes "engineering education professional certification". It vigorously implements the "Excellent Engineer Training Program", "Top Innovative Talent Training", "3+1 Innovative Education Training", "School-Enterprise Cooperation Double Tutor Training", and opens a logistics management SF class and a cyberspace security specialty class. The industry-university collaboration and science-education collaboration education model have achieved good educational results. 34 national teaching projects and 62 provincial education reform projects were approved; 1 second prize for national teaching achievements and 51 provincial teaching achievements were awarded; 1 first prize and 1 second prize were awarded in the National College Teachers Teaching Innovation Competition. There are 2 national teaching teams, 28 provincial teaching teams, and 4 provincial high-level research teams. The school seizes the strategic opportunity of the country's "mass entrepreneurship and innovation" and integrates innovation and entrepreneurship education into the whole process of talent training. It has won the honorary titles of "National Practice Education Innovation and Entrepreneurship Base", "Top 50 National Universities with Typical Experience in Innovation and Entrepreneurship", "China's Entrepreneurship and Innovation Typical Demonstration University", and the first batch of "Hundred Cities and Thousands of Schools" pilot colleges in the country, creating the Xiyou brand of innovation and entrepreneurship education. The school takes information science and technology as the main discipline, and takes the development, research and industrial application of high-tech as the research focus, forming characteristics and advantages in research directions such as communication special integrated circuit design, mobile communication, image processing, information security and information industry economy. Two achievements won the second prize of the National Science and Technology Progress Award, and "Tiger TePA" became the first international standard submitted and approved by my country in the field of basic common technology of information security. In recent years, the university has undertaken more than 600 national and provincial scientific research projects such as the National Natural Science Foundation, the National Social Science Foundation, and the National Science and Technology Major Project, and has won more than 160 national and provincial scientific and technological achievements awards; the faculty and staff of the university have published more than 16,000 papers, of which more than 3,500 papers have been included in SCI and EI, and more than 800 national patents and software copyrights have been obtained, and more than 460 textbooks and works have been published.
