In the early days of the school, it focused on adult and self-study higher education. In 2004, it was approved by the Ministry of Education to become a higher vocational school. In 2020, it was upgraded and renamed as an undergraduate vocational and technical university. It is the first undergraduate vocational education pilot school in Xinjiang.
