Yunnan Police College is a full-time general college organized by the Yunnan Provincial People's Government. Founded in April 1950, it has gone through the Public Security School of the Ministry of Public Security of the Military Control Commission of the Chinese People's Liberation Army Kunming City, the Public Security School of the Public Security Department of the Yunnan Provincial People's Government, the Yunnan Provincial Political and Legal Cadre School, the Yunnan Political College, the Yunnan Provincial Public Security School, the Yunnan Provincial People's Police School and the Yunnan Public Security College. In April 2003, it was upgraded to an undergraduate college and changed its name to its current name. It is one of the first provincial public security undergraduate colleges established in the country. In 2022, it was approved as a master's degree awarding unit and a master's degree in police work, realizing a historic change in the level, space and pattern of school operation. The school mainly undertakes three major tasks: academic education, on-the-job police training and foreign police training, and actively builds a multi-level and three-dimensional school-running pattern with coordinated development of undergraduates, postgraduates, international students and police vocational education. There are four school districts, Yuanshan, Heshan, Baoshan and Longshan. There are the National Counter-Terrorism Office Anti-Terrorism Comprehensive Training Base (Yunnan Base), the National County and City Public Security Bureau Chief Training Base, the Ministry of Public Security Anti-Drug Police Training Base, the Ministry of Public Security Science and Technology Information Education and Training Base, the Ministry of Public Security Police Security Training Base, the Ministry of Commerce and the Ministry of Public Security’s Foreign Police Education and Training Base, the National County-level Public Security Organs Law Enforcement Standard Training Base, the National Wushu Dan Examination Site, the National Self-Defense Training Base, and the Yunnan Civil Servant Examination Evaluation Base. It has been awarded the honorary titles of Provincial Spiritual Civilization Unit, Yunnan Civilized Campus, and Kunming Garden Unit; it has been awarded the first-class collective merit once, the second-class collective merit once, and the third-class collective merit twice by the Ministry of Public Security. Focusing on the school-running goal positioning and talent training needs, the school seizes the important opportunity to deepen the education and teaching reform of public security colleges in the new era, continuously introduces high-level doctoral talents and scarce professional talents, and optimizes the teacher’s academic structure, knowledge structure, professional title structure, echelon structure, and team structure. There are 508 faculty and staff (including 280 full-time teachers) and 82 doctoral students. In recent years, there have emerged 1 national model teacher, 2 national outstanding teachers, 3 national outstanding teachers in the public security system, 3 national public security higher education teaching masters, 1 national public security outstanding education and training worker, 11 provincial teaching masters, 3 provincial master studios, 4 provincial teaching teams, and more than 100 people have become provincial (ministerial) experts. A national college ideological and political course master studio has been established. The school has undergraduate majors such as drug control, law, public security, investigation, computer science and technology, network security and law enforcement, criminal science and technology, traffic management engineering, economic crime investigation, and cyberspace security. There are 9 party and government management agencies, teaching departments such as the Anti-Drug College, the Anti-Terrorism College, the Criminal Investigation College, the Public Security Management College, the Law School, the Information Network Security College, the Graduate Department, and 6 professional student management agencies. It is committed to the construction of disciplines such as public security, public security technology, and law, and has formed and promoted the integrated talent training model of "teaching, learning, training, and fighting". There are 3 national (provincial and ministerial) characteristic professional construction projects and 3 provincial (ministerial) key laboratories. Narcotics and criminal science and technology were selected as national first-class professional construction sites. Investigation, public security, network security and law enforcement were selected as provincial first-class professional construction sites. Four academic degree and one professional degree authorization points were established. National security was included in the "New Discipline Cultivation Plan" of Yunnan Province. There are 8 national (provincial and ministerial) quality courses. The journal and school newspaper are published publicly. The school insists on scientific research to establish the school, develop the school, and strengthen the school, promote the spirit of scientists, adhere to the orientation of serving the major needs of the country, and promote the realization of high-level scientific and technological self-reliance. There are scientific research institutions such as the Institute of Criminal Science and Technology and the Institute of Narcotics. It presided over 2 national key R&D plan projects, 1 national key R&D plan project topic and 2 sub-topics. It won the National Natural Science Foundation project for the first time. The National Social Science Foundation project ranks among the top public security colleges in the country. The research and development and demonstration application of police unmanned systems are developing rapidly. Participate in the local legislation of the Yunnan Provincial Drug Control Regulations and the Yunnan Provincial Anti-Terrorism Regulations. The school insists on the coordinated development of public security academic education and on-the-job police education and training, closely combines the overall deployment of national public security work and phased tasks, promotes the quality and efficiency of on-the-job police education and training, and serves the modernization of public security work and the revolutionary, regularized, professionalized and professionalized construction of the public security team. Since its establishment, the college has aimed to cultivate socialist builders and successors with all-round development of morality, intelligence, physical fitness, aesthetics and labor. So far, it has trained and supplied more than 80,000 specialized talents of various types for the political and legal public security departments at all levels in the province and 31 provinces (autonomous regions and municipalities) across the country. Most of the leading cadres of the public security organs of 16 prefectures (cities) and 129 county-level public security organs under their jurisdiction are graduates of the college or have received medium- and short-term training at the college. At the same time, a group of outstanding heroes and models such as Ming Zhengbin, Chen Xinmin, Gong Zhihua, He Guihua, Yang Lisheng, and Ke Zhanjun have been trained. The school attaches great importance to exchanges and cooperation with the Ministry of the Interior, police agencies, and police education institutions of neighboring countries, Europe, America, and some African countries. It has established friendly relations with the Royal Thai Police Officer University, Cambodia Police Academy, Lao People's Police Academy, Myanmar Central Police Training Academy and other institutions to promote win-win cooperation. Received dignitaries such as the Deputy Prime Minister of Malaysia, the Deputy Prime Minister of Cambodia, the Director of the National Narcotics Bureau of Malaysia, and the Director General of the Fiji Police. Maintain good exchanges and cooperation with many famous domestic and foreign universities, police agencies, and police education institutions. Recruit and train international students with a master's degree in police affairs. A total of more than 3,000 senior and middle-level law enforcement officers in drug control, border management, and traffic management have been trained for more than 70 countries in Asia, Europe, America, Oceania, and Africa. Held the China-ASEAN and other neighboring countries police academy president forum. Signed a strategic cooperation framework agreement with the Lancang-Mekong Comprehensive Law Enforcement and Security Cooperation Center, and held the Lancang-Mekong Sub-region International Rule of Law Forum. The school adheres to the original mission of educating people for the party, cultivating talents for the country, and forging swords for the police, actively integrating and serving the national development strategy, actively integrating and serving the leapfrog development of Yunnan's economy and society, and actively integrating and serving the modernization of public security work and the overall situation of public security team building.
