Shandong Judicial Police Officer Vocational College is the only police-related higher vocational college in Shandong Province. It was founded in 1982. Its predecessor was Shandong Law School. It was upgraded to a vocational college in 2006. In 2009, it was identified as a pilot college for the reform of the recruitment and training system of political and legal police officers by 15 ministries and commissions including the Central Political and Legal Committee, the Organization Department of the Central Committee, and the Ministry of Justice. In 2016, it was approved by the Provincial Department of Education as a pilot college for the "3+2" counterpart-through segmented training. In 2018, it was identified as a targeted recruitment college for people's police in judicial administrative organs by six national departments including the Central Organization and Establishment Commission, the Ministry of Human Resources and Social Security, and the Ministry of Justice. It has successively added the names of Shandong Judicial Administration College, Shandong Lawyers College, and Shandong Provincial Party School Provincial Department of Justice Branch. It implements a dual-track school system of academic education and cadre education and training. The college currently has two campuses in Jinan Yanshan and Zhangqiu Mingshui, covering a total area of 550 acres. The Jinan Yanshan campus is mainly used for cadre education and training, and the Zhangqiu Mingshui campus is mainly used for academic education. The college has six teaching departments, including the Department of Legal Practice, the Department of Police Affairs, the Department of Public Security, the Department of Police Practical Skills, the Department of Public Basics, and the Department of Continuing Education. There are more than 140 full-time teachers, of which 78% are doctors and masters, and 30% are professors and associate professors. There is one chairman, two vice chairmen, and one member of the three special working committees of the National Judicial Vocational Education Teaching Steering Committee; there is one provincial teaching master; there are 9 experts from the Shandong Provincial Social Science Fund Committee and the Shandong Provincial Education Science Research Association. One person presides over the Shandong Provincial Vocational Education Master Studio. The college also hired many well-known industry experts from the Public Security Bureau, the court, the procuratorate, the judicial administrative agency, the prison, the drug rehabilitation center, the law firm and other enterprises and institutions as part-time teachers of the college. The college has three professional groups, namely law, police, and security technology, with a total of 11 majors, of which the legal affairs major is a "3+2" counterpart through-training pilot major, connecting with Qufu Normal University. Legal affairs, judicial police, and criminal execution are provincial specialty majors. Six of the eight state-controlled professional colleges in the judicial field have been opened. The college recruits students from many provinces (regions) across the country, and has been fully enrolled for seven consecutive years. The admission score and the rate of new students are among the highest in the province's higher vocational colleges; the number of students on campus has reached more than 6,000, which is among the best in similar higher vocational colleges across the country. Since its establishment, the school has trained and supplied more than 30,000 outstanding legal talents for the society, especially the grassroots political and legal system. The college has built on-campus training venues such as mock courts, mock mediation courts, education and correction training rooms, security monitoring rooms, shorthand rooms, skill training grounds, obstacle training grounds, and police gymnasiums; 69 off-campus internship and employment integrated bases have been set up in units such as the Provincial People's Procuratorate Judicial Police Corps, Jinan Intermediate People's Court, Provincial Women's Prison, Jinan Public Security Bureau Traffic Police Detachment, and Qingdao Public Security Bureau Chengyang Branch. The employment rate of graduates has remained stable at more than 94%, and the pass rate of self-taught undergraduates and the employment rate of graduates have increased year by year. The employment areas cover more than 10 provinces including Shandong, Hebei, Gansu, Heilongjiang, Jilin, and Liaoning. Since 2013, the college has undertaken the task of training police officers in the judicial administration system of the province, and has trained more than 35,000 people, including military-to-civilian cadres, candidates for police rank promotion, new police officers and lawyers, judicial appraisal personnel, community correction workers, notaries, and people's mediators. It has also trained and sent more than 1,600 political and legal police officers to grassroots judicial administrative organs. Over the past 30 years since its establishment, especially since it was upgraded and transformed into a police college, the college has always adhered to the school-running philosophy of "building a school with politics, establishing a school with quality, developing a school with characteristics, strengthening a school with talents, shaping a school with culture, and governing a school scientifically", and has adhered to the police-based management and education model, forming four major school-running characteristics of "both law enforcement and police, both civil and military, through-training, improving levels, convenient entry into the police, strengthening the grassroots, education and training, and dual-track operation". The construction and development of the college has been fully affirmed by the superior departments and the society, and has successively won the honorary titles of the province's advanced vocational education collective, the province's advanced judicial administration system collective, etc., and has been awarded the first-class collective merit by the Ministry of Justice, and approved by the Ministry of Education as a pilot construction unit of the "National Demonstration Learning Service Center" for the Higher Education Self-study Examination.
