Inner Mongolia Police Vocational College (Inner Mongolia Police Training Corps) is a full-time general college organized by the People's Government of Inner Mongolia Autonomous Region, supervised by the Public Security Department of Inner Mongolia Autonomous Region, and guided by the Education Department of Inner Mongolia Autonomous Region. As the only public security and political law college in the region, the college is an important part of the autonomous region's public security organs and the source and foundation of the construction of the region's public security team. It undertakes important functions such as public security academic education, on-the-job police training, public security theory research, security of major events, and emergency maintenance and stability. It is known as the "Cradle of the Guardians of the Northern Frontier". The college is one of the public security colleges with the longest history of running schools in my country. It is the earliest public security college founded by our party in ethnic minority areas, with a profound historical accumulation and pure red genes. The history of running schools can be traced back to the direct training department established by the Inner Mongolia Public Security Department in Ulanhot City in March 1948. The first public security cadre training class was held in July of the same year. In 1953, the Inner Mongolia Public Security Department established the Inner Mongolia Autonomous Region Public Security Cadre School in Zhangjiakou City. In 1954, the Inner Mongolia Autonomous Region Public Security Cadre School moved to Guisui City and merged with the Suiyuan Provincial Public Security School, and was renamed the Inner Mongolia Autonomous Region Public Security School. In July 1959, the Inner Mongolia Autonomous Region Public Security School and the Inner Mongolia Political and Legal Cadre School merged into the Inner Mongolia Autonomous Region Political and Legal Cadre School. In 1980, it was rebuilt into the Inner Mongolia Autonomous Region People's Police School and the Inner Mongolia Autonomous Region Public Security Cadre School. In April 2001, it was established as the Inner Mongolia Police Vocational College and the Inner Mongolia Political and Legal Cadre Training College. In 2002, the Inner Mongolia Autonomous Region Judicial School was merged into the college. In 2012, the Inner Mongolia Police Training Corps was added. The college is a deputy-department-level public institution managed in accordance with the Civil Service Law. The campus covers a total area of 963 mu and a building area of 253,600 square meters, of which the Horqin Campus covers 745 mu and a building area of 158,800 square meters, and the Xincheng Campus covers 218 mu and a building area of 94,800 square meters. There are 17 division-level institutions, including 6 administrative departments such as the Political Department, Office, Academic Affairs Office, Logistics Office, Adult Education Office, and Student Affairs Office, and 11 teaching and teaching auxiliary institutions such as the Investigation Department, Public Security Department, Traffic Management Department, Public Security Management Department, Law Department, Supervision Department, Mongolian Language Teaching Department, Political Theory Teaching Department, Police Physical Education Department, Police Training Department, and Library. Among the teachers of the college, there are experts who enjoy the special allowance of the Ministry of Public Security, and advanced individuals who are rated as the promotion and popularization of the national common language and writing by the Ministry of Education and the National Language Committee. 12 people have been awarded the honorary titles of National Public Security Excellent Teachers and Teaching Masters by the Ministry of Public Security, and 17 people have been awarded the honorary titles of Excellent Teachers, Teaching Masters, and Newcomers in the Teaching Field of the Autonomous Region. In the National Public Security College Teaching Skills Competition, 2 teachers of the college won the first prize, 3 won the second prize, and 8 won the third prize. In recent years, many groups of the college have won the titles of "National Advanced Unit for Legal Education" and "National Outstanding Group for Public Security Education". The college offers eight public security majors, including criminal investigation, public security management, road traffic management, political security protection, network security and law enforcement, police dog technology, special police, and criminal science and technology, as well as three non-public security majors, including legal affairs, legal secretarial work, and community management and services. The college has perfect teaching and training conditions, and has built the Autonomous Region Public Security Department Information Training Base, the Regional Public Security Police Psychological Behavior Training Center, the Inner Mongolia Jingyuan Judicial Appraisal Center, the Party Style and Clean Government Education Base, the Motor Vehicle Driver Training Base, the Police Practical Simulation Training Center, the Police Obstacle Training Field, the Police Weapons Shooting Hall and other training venues, as well as experimental facilities such as information network security, electronic data forensics, public opinion and media communication guidance, crisis management, criminal imaging technology, document identification, audio-visual material identification, trace identification, trace experiments, and road traffic management technology. The library has a rich collection of books and a modern electronic book system. The college closely focuses on the needs of Inner Mongolia's public security work and public security team building in the new era. According to the guidance of the Public Security Department's "1+12" (college + training bases in various leagues and cities), the college deepens education and teaching reforms, strengthens discipline and professional construction, adheres to the integrated talent training model of "teaching, learning, training, and fighting", and establishes close cooperative relations with various police types of the Autonomous Region Public Security Department and public security organs of various leagues and cities, deepens school-bureau cooperation, and co-construction of departments and teams, and strives to cultivate high-quality practical police talents. The college has excellent student quality. In the past three years, the admission scores of public security majors have been above the undergraduate line of 100%, and above 60% of the first-class line. According to the spirit of the "Opinions on the Reform of the Recruitment and Training System of Public Security Professionals in Public Security Colleges" (Ministry of Human Resources and Social Security [2015] No. 106) issued by the Ministry of Human Resources and Social Security and other six departments, since 2016, the college's public security major graduates have participated in the unified police recruitment examination of the Ministry of Public Security, and the initial police (civil servant) rate has reached more than 90%, and the average overall employment rate from 2020 to 2022 has reached 95.81%. In recent years, the men's football team of the college won the championship of the autonomous region's "Chairman Cup" higher vocational and technical college group, and the men's basketball team won the Inner Mongolia Division of the CUBA three-level league. In national competitions such as network security, college English, data intelligence analysis, standardized Chinese character dictation, and Chinese classics recitation, writing and speaking, the college students have repeatedly achieved outstanding results and received frequent good news. Since its establishment, especially in the 45 years since the establishment of the school, the college has trained and sent more than 80,000 qualified talents to the autonomous region's public security and political and legal organs, and has also trained a large number of "bilingual" public security professionals for eight provinces and regions including Inner Mongolia, Xinjiang, Qinghai, and Gansu, playing a due role in maintaining social stability in the ethnic minority areas of the motherland and promoting economic and social development. The college has trained one first-level hero and model of the national public security system, six second-level heroes and models, six national special-level outstanding people's police, 10 national outstanding people's police, as well as a large number of criminal investigation experts and case-handling experts. A large number of graduates have become the mainstay of the Inner Mongolian political and legal public security organs. The college undertakes the training of newly recruited people's police officers in the public security organs of the whole region, the promotion training of intermediate police officers' positions and ranks, the professional training of police types, the special police skills training, and the national public security training assigned by the Ministry of Public Security. The college actively responds to the national "Belt and Road" initiative and takes the initiative to undertake the training of foreign police. At present, it has hosted 20 training courses of various types such as criminal investigation business, drug control training, and training of middle and senior police officers for the Mongolian police agencies, and has made positive contributions to promoting international police cooperation between China and Mongolia. The Omsk Academy of the Ministry of Internal Affairs of the Russian Federation and the East Siberian Academy are the counterpart exchange institutions designated by the Ministry of Public Security for our college to carry out academic exchanges and talent training. It maintains a close cooperative relationship with the Mongolian University of Internal Affairs and conducts exchange activities from time to time. In 2022, the college hosted the Jordan Seminar on Combating Transnational Crime for the first time, further expanding the field of international exchanges and cooperation. The college holds more than 60 training courses of various types and more than 7,000 people each year. The college is an important force for the security of major events of the Public Security Department, emergency maintenance and stabilization, and undertakes tasks such as emergency response to major emergencies, disaster relief, and security protection of major events, and has played an active role in the social security and stability of the autonomous region, deterrence and crackdown on illegal and criminal activities. In recent years, teachers and students of the college have participated in the security tasks of major events such as the World Day to Combat Desertification and Drought Commemoration Conference, the China-Mongolia International Expo, the National Ethnic Minority Traditional Sports Games, and the Celebration of the 70th Anniversary of the Founding of the Inner Mongolia Autonomous Region, and have been fully affirmed by the autonomous region’s party committee, government and relevant departments. In the new era and new journey, the college will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the party’s education policy, adhere to the socialist direction of running schools, implement the fundamental task of cultivating people with morality, and serve the political and legal work and team building of the Inner Mongolia Autonomous Region as the goal, based on the border areas, highlighting the characteristics of public security, and serving social development, and strive to build it into a distinctive and first-class application-oriented general political and legal public security undergraduate college in the northern border of the motherland, and cultivate high-quality application-oriented professionals who are loyal to the party, serve the people, enforce the law impartially, and have strict discipline for the autonomous region to meet the requirements of the political and legal work of the new era.
