Yunnan Judicial Police Officers Vocational College is a full-time people's police vocational college of politics and law. It is led by the Provincial Department of Justice and managed by the Provincial Prison Administration Bureau. It is a deputy department-level unit. Yunnan Judicial Police Officers Vocational College was founded in April 1980, and was then called the "Labor Reform Cadre Training Class". In June 1981, the provincial government agreed to establish the "Yunnan Provincial Public Security Department Labor Reform Cadre School" on the basis of the "Labor Reform Cadre Training Class". In December of the same year, the provincial government agreed to establish a secondary vocational school "Yunnan Provincial Public Security Department Labor Reform Bureau Technical School" at the same school site. In March 1983, the provincial government decided to merge the "Yunnan Provincial Public Security Department Labor Reform Cadre School" and the "Yunnan Provincial Public Security Department Labor Reform Bureau Technical School" and named it "Yunnan Second Public Security School". In the same year, it recruited high school graduates from the society. After the "Prison Law of the People's Republic of China" was promulgated and implemented in December 1994, the "Yunnan Provincial Labor Reform Police Officer School" was renamed "Yunnan Provincial Judicial Police Officer School" in September 1995. In January 1998, the school was rated as one of the first batch of key technical secondary schools at the ministerial level by the Ministry of Justice for its excellent performance. In January 2003, with the approval of the provincial government and the filing of the Ministry of Education, the school was independently upgraded to Yunnan Judicial Police Officer Vocational College on the basis of "Yunnan Judicial Police Officer School", and started higher vocational college education, and achieved the provincial government's instructions and requirements of "approval, establishment and enrollment in the same year". In 2009, with the approval of 15 ministries and commissions including the Central Political and Legal Commission and the Ministry of Justice, it was listed as a pilot unit for the reform of the recruitment and training system of political and legal schools across the country. In early 2010, it passed the talent training level assessment of the Yunnan Provincial Department of Education. In 2011, it was successively rated as a provincial civilized school in Yunnan Province and an advanced unit for peace and security construction in Kunming by the Yunnan Provincial Department of Education and the Kunming Municipal Party Committee and Government. From 2013 to 2021, it was rated as a municipal civilized unit by the Kunming Municipal Party Committee and Government for three consecutive terms. In November 2015, the expert group of the Education Department evaluated the college's characteristic teaching and rated it as the highest level "characteristic pass". In 2018, it was successfully established as a characteristic backbone college in Yunnan Province. (II) School conditions The college is located in Dabanqiao Town, Guandu District, Kunming City, covering an area of 345.7 acres, adjacent to the planned Kunming International New Airport. The total construction area of the college (including one branch) is 65,607 square meters, of which the school headquarters (including Jingxingyuan) covers an area of 52,132 square meters and the Baishahe campus covers an area of 13,475 square meters. The college library is 2,534 square meters, with a total of 715,660 books, including 285,800 paper books and 429,860 digital resources (251,000 electronic books + 148,500 electronic journals + 30,000 degree theses + 360 hours of audio and video). The college has a modern sports field, a police shooting training ground, a detection training ground, a training center with 22 modern professional laboratories, and 54 teaching and scientific research internship training bases have been established throughout the province to meet the needs of teaching and scientific research. (III) Faculty Team The college currently has 207 police officers and 157 police teachers, including 2 professors and 39 associate professors, accounting for 26% of the total number of teachers; 74 lecturers; 35 people with master's degrees, accounting for 33% of the total number of teachers; 102 teachers aged 31-50, accounting for 65% of the total number of teachers; 65 young teachers under the age of 40, accounting for 41% of the total number of teachers. Basically, a teaching team with qualified politics, excellent business, reasonable structure, and able to meet the needs of judicial police vocational education has been formed. (IV) Professional Settings The college currently offers 14 majors, including: 1. Police majors (6): criminal execution, administrative execution, criminal psychological measurement and correction technology, criminal investigation technology, drug rehabilitation correction technology, judicial information security 2. Non-police majors (8): legal affairs, community correction, judicial police, security technology, civil aviation air security, news editing and production, applied Thai, and applied Burmese. (V) Talent Training The college has initially established an applied legal talent training system covering the fields of criminal punishment execution, drug rehabilitation, grassroots public legal services and police assistance. In the 41 years since its establishment, the college has trained and sent more than 24,000 full-time graduates from technical secondary schools and higher vocational colleges to prisons, compulsory isolation drug rehabilitation units, public security prisons and social employers, and trained more than 48,000 on-the-job police officers. It has successfully completed special tasks issued by the state and the province, such as the expansion of higher vocational colleges to "protect people's livelihood and stabilize employment", the pilot reform of the five-year college system for the integration of secondary and higher vocational colleges, and the recruitment and training system for political and legal police officers.
