The College of Disaster Prevention and Technology is affiliated to the China Earthquake Administration. It is the only comprehensive full-time general college in the country that focuses on higher education in disaster prevention, mitigation and relief and has a full range of disciplines. The school was founded in 1975 and recruits students nationwide. It currently has more than 9,400 full-time students. On January 29, 2021, the Ministry of Education replied to the Ministry of Emergency Management to support the merger of North China University of Science and Technology and the College of Disaster Prevention and Technology to prepare for the establishment of an emergency management university. On May 26, 2021, the Party Committee of the Ministry of Emergency Management announced the establishment of the Provisional Committee of the Emergency Management University of the Communist Party of China (Preparatory), and the leadership team of the Provisional Party Committee of the Emergency Management University (Preparatory) will be integrated with the administrative leadership team. On April 7, 2023, the Party Committee of the Ministry of Emergency Management decided to establish a joint party committee of the North China University of Science and Technology and the College of Disaster Prevention and Technology, and at the same time abolished the Provisional Committee of the Emergency Management University of the Communist Party of China (Preparatory), the North China University of Science and Technology Committee, and the Communist Party of China College of Disaster Prevention and Technology Committee. The school is based on the disaster prevention and reduction industry, and is oriented towards emergency management and economic and social development. It has gradually formed a modern school-running system with full-time undergraduate education as the main body, master's degree education, adult education, industry training and other multi-level and multi-type coexistence. The school has built an integrated discipline system and scientific research platform system covering the whole process of natural disaster causes, occurrence and development, disaster prevention and reduction measures, emergency rescue and disposal, and post-disaster recovery and reconstruction. The school currently has 36 undergraduate majors, including 15 core majors in disaster prevention and mitigation (geophysics, geology, resource exploration engineering, groundwater science and engineering, exploration technology and engineering, civil engineering, surveying and mapping engineering, geological engineering, urban underground space engineering, water conservancy and hydropower engineering, emergency technology and management, emergency management, disaster prevention and mitigation science and engineering, earth science information and technology, applied meteorology), 13 supporting majors in disaster prevention and mitigation (engineering management, electrical engineering and automation, measurement and control technology and instruments, computer science and technology, network engineering, information management and information systems, communication engineering, geographical science, Internet of Things engineering, data science and big data technology, applied psychology, public utilities management, environmental engineering), 8 extended majors in disaster prevention and mitigation (finance, investment, accounting, business administration, Chinese language and literature, advertising, network and new media, English), covering five major disciplines of science, engineering, management, literature and economics. Among the 36 undergraduate majors, there are 2 national featured majors (geophysics, exploration technology and engineering), 5 national first-class professional construction sites (geophysics, geology, geological engineering, measurement and control technology and instruments, network engineering), and 3 provincial first-class professional construction sites (geology, geological engineering, measurement and control technology and instruments). The school has been approved as a provincial key discipline (solid geophysics) and a key development discipline (geological engineering), and has 1 national first-class course (Introduction to Natural Disasters) and 14 provincial first-class courses. The school has 1 Huang Danian-style teacher team in national universities, 14 provincial and ministerial teaching and research teams, 8 excellent grassroots teaching organizations, and 6 course ideological and political demonstration teaching teams. It has built the National Engineering Practice Education Center of the First Monitoring Center of the China Earthquake Administration, the provincial virtual simulation experiment teaching projects such as the virtual simulation experiment project of geological field teaching internship, and the virtual simulation experiment project of the seismic resistance of buildings in the Beichuan earthquake site. It has provincial and ministerial scientific research and innovation platforms such as the Hebei Key Laboratory of Earthquake Dynamics, the Key Laboratory of Building Destruction Mechanism and Defense of the China Earthquake Administration, the Key Laboratory of Earthquake Disaster Prevention and Risk Assessment of Hebei Province, the Key Laboratory of Earthquake Disaster Instruments and Monitoring Technology of Hebei Province, and the Hebei Higher Education Smart Emergency Application Technology R&D Center, as well as provincial science popularization demonstration bases, highlands for scientific and technological innovation and talent training in earthquake prevention and disaster reduction, social practice bases for quality education, and popular science education bases for earthquake prevention and disaster reduction. In 2013, the school was listed by the State Council Academic Degree Committee as a pilot unit for professional degree graduate training in the "Talent Training Project for Special Needs of the Country". Based on the earthquake prevention and disaster reduction industry, the school trains professional degree master's students in resources and environment in the fields of disaster prevention, reduction, relief and emergency management. It has training directions such as earthquake dynamics and earth detection technology, geological resources and disaster geology, water environment and water disasters, geotechnical earthquake engineering, disaster prevention and reduction engineering, disaster monitoring technology and engineering safety, disaster information processing technology, emergency technology and management. The school is a working unit of the Excellent Engineer Education and Training Program and a national professional and technical personnel continuing education base. The school has focused on opening up and condensing 8 characteristic research directions, including earthquake precursor background field, geotechnical engineering earthquake resistance, urban earthquake prevention and disaster reduction planning, urban earthquake damage prediction, earthquake geological disasters, earthquake observation information processing, earthquake precursor observation instruments, disaster risks and emergency management, and formed a relatively complete disaster prevention and reduction scientific research system. The school has undertaken more than 200 industry technical services and social service projects such as earthquake prevention and disaster reduction planning projects, and has achieved good social and public benefits. The school has been deeply involved in the on-site rescue, scientific investigation, disaster loss assessment and investigation of the damage to primary and secondary school buildings in major disasters such as the Wenchuan earthquake, Yushu earthquake, Lushan earthquake, Jiuzhaigou earthquake, Songyuan earthquake and Changning earthquake. During the earthquake relief and disaster relief of the Wenchuan earthquake, the school proposed the "National Primary and Secondary School Building Safety Project Suggestions" to the central government, which was adopted by the Ministry of Education and other relevant ministries and commissions. Subsequently, a massive "school safety project" was launched across the country, greatly improving the earthquake safety of school buildings across the country. The school has complete educational and teaching facilities, including a modern library, network information center, indoor gymnasium, swimming pool, high-standard sports field and other facilities. The library has a collection of more than 1.07 million documents, and nearly 30 electronic resource databases such as "China National Knowledge Infrastructure", "Weip Journal", "Huiya Book World", "Hong Kong and Macao Doctoral and Master Academic Resource Library", and "Cook Digital Music Library". It has built several experimental centers such as earthquake science, engineering earthquake, civil engineering, and information technology, and has 117 laboratories of various types. It has the most advanced and complete earthquake monitoring instruments in domestic universities, with a total asset value of 350 million yuan for teaching and scientific research instruments and equipment, and an average value of 36,000 yuan for teaching and scientific research instruments and equipment per student; it has built more than 100 off-campus practical teaching bases such as Qinhuangdao Golden Coast Teaching Internship, Beichuan Earthquake Disaster Prevention and Disaster Reduction Comprehensive Ability Training and College Students Social Practice, and Beijing Tongzhou Science and Technology Achievement Transformation. As the core base for the training of basic talents for earthquake prevention and disaster reduction in my country, the school has trained nearly 50,000 graduates for the earthquake system and society. Graduates have been widely recognized by the society for their solid professional foundation, strong practical ability, courage to take responsibility, and excellent qualities of hard work. Many graduates have won various levels of science and technology progress awards and national and provincial labor model titles. 70% of the earthquake monitoring front-line personnel and 80% of the seismic station (station) directors of the earthquake system graduated from here, so the school is known as the "Huangpu Military Academy of the Earthquake System".
