Heilongjiang University of Foreign Languages is located in Songbei New District, Harbin. It is a general university with the most foreign languages and the most extensive international cooperation in Heilongjiang Province. The school was founded in 1993 and renamed as Harbin Normal University Hengxing College in 2003. In 2011, it was approved by the Ministry of Education to complete the transfer and was renamed Heilongjiang University of Foreign Languages. It is a provincial general university. The school aims to build a distinctive first-class international applied modern university as its development goal, and takes "foreign language +" and "+ foreign language" as its school-running characteristics. It has determined the overall goal of cultivating applied undergraduate talents with "solid foundation, strong skills, excellent foreign language, courage to take responsibility, and good innovation" with coordinated development of knowledge, skills and attitudes, that is: to serve the needs of regional economic and social development, consolidate the foundation, strengthen skills, cultivate applied undergraduate talents with good moral character, courage to take on important responsibilities, patriotism, international vision, innovative spirit, adaptability to workplace changes and cross-cultural communication skills. The school currently has 11,709 full-time undergraduate students (data as of March 2024); more than 700 full-time and part-time Chinese and foreign teachers, including more than 300 teachers with overseas experience, more than 100 dual-qualified teachers, and more than 100 industry and enterprise experts. The school has 14 colleges and departments, including the English Department, Russian Department, Oriental Language Department, Spanish Department, Chinese Department, Art Department, Economic Management Department, Information Engineering Department, International Business School and Software School, Marxism College, Public Foreign Language Teaching and Research Department, Physical Education Teaching and Research Department, and Innovation and Entrepreneurship College. It offers 32 undergraduate majors including 11 foreign languages, covering 6 disciplines including economics, literature, engineering, management, art, and education. Among them, the English major is a national first-class professional construction site, Japanese, visual communication design, translation, and international economics and trade majors are provincial first-class undergraduate major construction sites, advanced English is a provincial first-class course and a provincial ideological and political construction demonstration course, "Comprehensive Business English" is a provincial offline first-class course, "Basic English" and other 8 courses are provincial higher education course ideological and political demonstration courses and teaching teams, and "Understanding Contemporary China" and other 3 courses are the first batch of provincial undergraduate foreign language majors "Xi Jinping: The Governance of China" multilingual version of the "three-in" demonstration courses and teaching team construction sites. Nearly 200 classrooms in the school are equipped with interactive nano smart blackboards, and a 26,000 square meter practical teaching center has been built, with more than 90 on-campus training bases such as foreign language virtual simulation teaching training center, simultaneous interpretation training room, Model United Nations Hall, foreign language virtual scene ring screen teaching hall, foreign language salon, micro classroom, three-stroke training room, live broadcast experimental cabin, etc.; there are more than 200 off-campus training practice bases. The first all-optical campus network in Northeast China has been laid on the campus, providing free network service guarantee for teachers and students in teaching areas, public areas and sports areas. The school has established friendly cooperative relations with more than 100 universities and educational institutions in 32 countries and regions. Every year, it selects hundreds of students to go abroad for long-term and short-term exchange studies, study abroad, internships and employment, and recruits foreign students to study and exchange at the school. The school has introduced a number of high-quality foreign course resources, carried out online internship training projects, and organized student teams to participate in a number of international competitions and achieved excellent results. The school actively serves the national strategy, cooperates with the University of Quisqueya in Haiti and the River King Middle School in Nonthaburi, Thailand to build Confucius Classrooms, and regularly selects teachers and student volunteers to go to Confucius Classrooms overseas to carry out Chinese teaching and Chinese culture promotion.
