The idea of the academy was proposed at the meeting of the Arab League Transport Committee on March 11, 1970. It was established in Alexandria, Egypt in 1972 and later expanded to Cairo. In October 1996, the academy was renamed "Arab Academy of Science, Technology and Maritime Transport".
