Hunan Safety Technology Vocational College and Changsha Coal Mine Safety Technology Training Center (hereinafter referred to as the school) are located in Changsha, the capital of Hunan Province, on Wanjiali Road and the northern section of Metro Line 5 in Changsha City. The school is jointly built and managed by the People's Government of Hunan Province and the Ministry of Emergency Management (State Administration of Mine Safety Supervision). It is the first full-time public higher vocational college in the country named "safety". It implements the school-running method of "one institution, two brands, two systems, and integrated operation". In 1984, the International Labor Organization of the United Nations and the Chinese government jointly established the Changsha Coal Mine Safety Technology Training Center. In 2005, the former State Administration of Work Safety recommended to the People's Government of Hunan Province that the Hunan Safety Technology Vocational College be established on the basis of the Changsha Coal Mine Safety Technology Training Center. In 2006, the People's Government of Hunan Province and the former State Administration of Work Safety signed a "Provincial-Ministry Co-construction Agreement" to jointly strengthen the leadership and construction of the school. In 2019, Hunan Nuclear Industry Technical School was integrated into the school as a whole. The school is a national training base for production safety technical talents, a national training base for fireworks and firecrackers talents, a national coal mine safety training demonstration base, a national comprehensive training base for production safety supervision and law enforcement in Central and South China, a national comprehensive experimental center for "mechanized replacement and automated reduction of people" in fireworks and firecrackers production, a Hunan professional center for national production safety technical support system, a major technological achievement transformation base for fireworks and firecrackers in Hunan Province, and a national demonstration base for the inheritance of traditional skills in vocational colleges. The campus covers an area of nearly 500 acres, with total assets of 522 million yuan, total fixed assets of 346 million yuan, 105 high-level experimental (training) rooms, and a total value of teaching equipment of 175 million yuan. There are 425 faculty members, 107 teachers with associate senior titles or above, 201 "dual-qualified" teachers, 3 members of the National Higher Vocational and Technical College Teaching Steering Committee, 39 national and provincial emergency management experts, 2 provincial professional teaching teams, 2 provincial professional leaders, 31 provincial young backbone teachers and visiting scholars at all levels. The school recruits students from 25 provinces (autonomous regions and municipalities) across the country. It has 4 secondary colleges, 3 teaching departments, 13 party and government management agencies, 2 mass organizations, and 1 teaching auxiliary institution. It has opened 29 higher vocational college majors involving 4 categories of engineering, liberal arts, economics, and management. It has 33 majors (directions) including emergency rescue technology, safety technology and management, fireworks and firecrackers technology and management, surveying and mapping engineering technology, occupational health and safety technology, industrial robot technology, virtual reality technology application, software technology, big data and accounting, hotel management and digital operations. There are currently more than 9,400 full-time students. The school has been rated as a civilized university in Hunan Province, a civilized model campus of provincial agencies, and an excellent unit of the "top leader project" for employment and entrepreneurship work in ordinary universities in Hunan Province for many consecutive years. The school is a national first-class production safety training institution and a national first-class coal mine safety training institution. It mainly carries out safety training for the main persons in charge and production safety managers of production and operation units in high-risk industries such as coal mines, non-coal mines, dangerous chemicals, fireworks and firecrackers, and metal smelting; safety training for the main persons in charge and production safety managers of industrial and trade enterprises; evidence collection training for special operations practitioners in enterprises; practical training on law enforcement capabilities and special business training for emergency management departments; teacher training for national safety training institutions; training on relevant cooperation projects of international organizations, etc. The annual training scale reaches more than 15,000 people.
