Hunan National Defense Industry Vocational and Technical College (hereinafter referred to as "Hunan National Defense Vocational College") is a public higher vocational college sponsored by the Hunan Provincial People's Government and directly managed by the Hunan Provincial Department of Education. The college was formerly a worker technology training class founded by the China Ordnance Jiangnan Machinery Factory in 1962. In 2008, with the approval of the Hunan Provincial People's Government and the filing of the Ministry of Education, it was renamed Hunan Science and Technology Industry Vocational and Technical College. In 2015, the college was transferred from China Ordnance Industry Group Corporation to the management of the Hunan Provincial People's Government and became a higher vocational college directly under the Hunan Provincial Department of Education. In 2016, with the approval of the Hunan Provincial People's Government and the filing of the Ministry of Education, it was renamed Hunan National Defense Industry Vocational and Technical College. The college has "four colleges, one department and two departments": Weapon Equipment Manufacturing College, Weapon Equipment Maintenance College, Vehicle Engineering College, Sergeant College, Construction Engineering Department, Ideological and Political Education Teaching Department and Public Basic Department. The college has always relied on China's weapons industry and national defense military enterprises to run schools, closely connected with China North Industries Group Corporation's four major business sectors of optoelectronic information, weapons manufacturing, special chemicals and military vehicles and the talent needs of non-commissioned officers of the Chinese People's Liberation Army, and currently offers 32 majors (including professional directions) such as mechanical design and manufacturing, applied chemical technology, and industrial robot technology, among which there are 2 high-level professional groups in Hunan Province. The college is a vocational college for training sergeants designated by the Central Military Commission and the Ministry of Education, an excellent college of Hunan Province's exemplary (key) vocational colleges, an excellent unit of Hunan Province's top leader project for employment and entrepreneurship, a governing unit of the China National Defense Industry Enterprise Association, one of the first national high-skilled talent training demonstration bases in the country, a high-skilled talent training base for the automobile manufacturing industry in Hunan Province, a designated institution for the training of high-skilled talents in enterprises in Hunan Province, a weapons manufacturing professional training base supported by the central government, a mechatronics training base supported by the central government, a high-skilled talent training base for mold design and manufacturing supported by the central government, a key college for the training of high-skilled talents in the national weapon system, a key college for the training of high-skilled talents in the national defense military industry, an experimental talent training base for the School of Engineering and Aerospace of the National University of Defense Technology, and a training base for skilled numerical control maintenance in Central China. The college currently has 294 faculty and staff, 50% of whom have senior professional titles or master's and doctoral degrees or above, 5,675 students of various types (including more than 2,400 sergeants), fixed assets of 230 million yuan, and teaching equipment worth 64.8 million yuan. There are 1 National Outstanding Teacher, 1 National Model Teacher, 1 National Teaching Gardener, 1 Hunan Province May 4th Medal, 1 Hunan Province Model Innovation Studio, 2 Liancheng Craftsmen, 3 Xiangtan City Skill Masters, and 2 Xiangtan City Skill Master Studios. In 2014, the General Staff and the Ministry of Education jointly issued the "Notice on Doing a Good Job in the Pilot Work of Directly Training and Directly Recruiting NCOs in 2014" (Document No. 5 of Candong [2014]), approving our college as a unit for the targeted training of directly recruited sergeants. At present, there are more than 2,400 sergeants in our college, and it has become the top five local higher vocational colleges in the number of training majors and student scale among the 48 units for the targeted training of sergeants in the country. More than 2,900 sergeants from 2014 to 2019 have been honorably enlisted, providing high-quality technical support for the targeted training of the Army and Rocket Force. The college is one of the 22 schools with Class A compliance evaluation in the Hunan Province Higher Vocational Education Annual Quality Report (2018, 2021). It has been ranked first in Xiangtan City's comprehensive governance public opinion survey for eight consecutive years. Over the past 60 years, the college has insisted on building a school based on quality, strengthening the school with connotation, and developing the school with characteristics. It has adhered to the school motto of "combining morality, ability, practice and knowledge", inherited the spirit of the people's ordnance industry of "giving everything to the party", and promoted the core values of the college of "military quality, loyalty and dedication, cultivating people with morality, and being practical", and insisted on "rooting in the weapons industry, connecting with high-end manufacturing, insisting on military-civilian integration, and creating three "highlands". The school's positioning serves the modernization of national defense and military industry and the army and the development of regional high-end equipment manufacturing industry, implements the talent training model of "cultivating morality and skills, combining work and study", and highlights the military-industrial school-running characteristics of "integration of production and education, integration of school and enterprise, and military-civilian integration to cultivate military and civilian dual-use talents", and has established a higher vocational education with distinctive military characteristics, first-class in Hunan Province, and well-known both at home and abroad. In the next 3-5 years, the college will further deeply connect with the modernization of national defense, military industry enterprises and regional economic development needs, integrate production and education, school-enterprise cooperation, military-civilian integration, focus on innovation, focus on quality, comprehensively deepen reforms, promote connotation construction, and improve the level of school management. The number of students of all types will strive to reach 8,000, of which 1/3 of the total number of students will be trained for the military, 1/3 of the total number of students will be trained for the defense science and technology industry enterprises, and 1/3 of the total number of students will be trained for local economic and social development; efforts will be made to further build the three professional groups into high-level professional groups; a scientific and reasonable training system for sergeants and a cultural education brand with distinctive military characteristics will be formed; the college will be built into a vocational college with distinctive military characteristics through school-enterprise cooperation and military-civilian integration to train military and civilian dual-use talents, and actively explore and continuously create conditions for the training of higher vocational undergraduate talents.
