Qinghai Police Officer Vocational College was established in March 2000. It was formed by merging the original Qinghai Provincial People's Police School and Qinghai Provincial Judicial Police School, two technical secondary schools. It is under the jurisdiction of the Provincial Public Security Department and is mainly responsible for the academic education of public security and political and legal talents and the training of on-the-job police officers in the province. It is a deputy department-level organization with 7 administrative departments and 10 teaching and auxiliary departments. At present, the college covers an area of 90,900 square meters, a total construction area of 43,100 square meters, and fixed assets of 92.7 million yuan. There are 242 registered faculty members, including 208 party members, accounting for 87% of the total number of faculty members; 12 professors, 50 associate professors, 41 lecturers; 70 master's degree students; 68 dual-qualified teachers; 15 Xiaodao Prize winners, 22 provincial key teachers; 33 college-level key teachers; 18 professional leaders; 17 professional leaders' assistants; 10 domestic visiting scholars, 5 teachers in the first round of "Qinghai Province College 135 High-level Talent Training Project"; 5 teachers in the second round of "Qinghai Province College 135 High-level Talent Training Project" (under review). In addition, 113 part-time instructors are hired. There are 25 teaching classes and 1,384 students on campus. The initial employment rate of graduates in 2016 was 86.62%. The annual average number of on-the-job police training is more than 3,500. In 2004 and 2011, the talent training level of the Ministry of Education was evaluated. Enrollment is open to nine provinces including Qinghai, Yunnan, Sichuan, Shaanxi, and Shandong. In 2016, the public security major plans to enroll 245 students, 1,129 candidates will participate in the interview, and the overall admission rate is 100%; the public security management major will enroll 95 students through single examination, and the school scale will be gradually expanded. The college has set up a high-level professional group of public security majors, 13 majors, covering the major categories of public security and justice, resources, environment and security, and electronics and information. Among them, the public security majors include 6 majors such as public security management, traffic management, network security and law enforcement, special police, criminal science and technology, and criminal investigation; non-public security majors include 5 majors such as legal secretarial, legal affairs, criminal execution, community correction, and judicial identification technology; the college closely combines regional economic development, the talent needs of the public security and political law industry, and the needs of new technology applications, and has newly established 2 majors in emergency rescue technology and information security technology application. One provincial "double high" professional group was established, 4 provincial demonstration majors were built, 2 provincial advantageous and characteristic majors, 10 provincial quality courses, and 2 provincial training bases. The school has been approved as a key professional training point by the Ministry of Public Security. Since its establishment, the college has closely focused on the needs of serving the construction of the public security and political and legal teams, based in Qinghai and facing the Tibetan areas, adhering to the school-running policy of "building the school with politics and building the police with politics", adhering to the school motto of "respecting culture and martial arts, cultivating morality and educating people", and implementing the four major strategies of "building the school with characteristics, building the school with quality, developing the school with culture, and strengthening the school with science and technology", creating a distinctive brand of Chinese-Tibetan bilingual teaching, promoting connotation construction, and continuously improving the quality of education and training. In particular, in the 2016 Second National Public Security College Teaching Skills Competition, 9 participating teachers won 1 first prize, 3 second prizes, and 5 third prizes, and 10 students won the third prize in the group in the comprehensive quality assessment. Tibetan alphabet playing cards have obtained the national design patent certificate. While focusing on professional education, the college actively expands the training of on-the-job police officers and strives to serve the public security and justice organs. It has successively built five provincial education and training bases, including the Qinghai Provincial Police Education and Training Base, the Qinghai Provincial Police Mental Health Service Center, the Qinghai Provincial Forest Police Education and Training Base, the Qinghai-Tibet Railway Public Security Bureau Xining Public Security Office Police Education and Training Base, and the Xining Judicial Administration Cadre Education and Training Base. In October 2013, May 2015, and July 2015, three national training bases, including the National Police Han-Tibetan Bilingual Training Base of the Ministry of Public Security, the Qinghai Teaching Base of the National Anti-Computer Intrusion and Anti-Virus Research Center, and the Han-Tibetan Bilingual Training Base of the State Ethnic Affairs Commission, were successively established in the college, and the college's public security education and training work has ushered in new development opportunities.
