Hunan Xiaoxiang Technician College is a higher vocational education and training institution approved by the Provincial People's Government, sponsored by the Yongzhou Municipal People's Government, and managed by the Provincial Department of Human Resources and Social Security. The college was formerly the Lingling Regional Technical School, founded in July 1981. It was confirmed as a "national key technical school" on March 1, 2002, and upgraded to "Yongzhou Advanced Technical School" with the approval of the former Ministry of Labor on April 15, 2002. On March 26, 2009, it was upgraded to a technician college with the approval of the Hunan Provincial People's Government. Hunan Jiuyi Vocational and Technical College was developed and expanded on the basis of the "Jiuyi Mountain College", the first private college in New China founded by Professor Le Tianyu, a former member of the National Academic Department, the first president of Beijing Agricultural University, and a famous agroforestry scientist and educator, in his hometown of Ningyuan County, Yongzhou City in 1980. The older generation of proletarian revolutionaries Xiao Ke, Wang Shoudao, Li Weihan, Zeng San, and famous scientists Qian Xuesen and Zhou Peiyuan have all served as directors of the college. In 1985, Comrade Hu Jintao, then the first secretary of the Central Committee of the Communist Youth League, wrote back to the Communist Youth League Committee of Jiuyi Mountain College, encouraging teachers and students to work hard and run schools frugally. In 1999, "Jiuyi Mountain College" was renamed "Lingling Jiuyi Mountain College". In March 2005, with the approval of the Provincial People's Government, the "Hunan Jiuyi Vocational and Technical College" was officially established. It is a general full-time higher vocational college at the junior college level that recruits students from all over the country. On May 13, 2010, with the approval of the Hunan Provincial People's Government, Hunan Jiuyi Vocational and Technical College was changed from private to public, and merged with Hunan Xiaoxiang Technician College to operate under two brands and one team. In May 2020, the private-to-public conversion of Hunan Jiuyi Vocational and Technical College was registered by the Ministry of Education of China. The college is the only vocational college in Yongzhou City that is both a provincial and a national high-skilled talent training base. It is also one of the few higher vocational colleges in the country that has both technical education and higher vocational education. Since 2020, CCTV's "News Network" has reported on the college's operation three times in a row. On November 6, 2020, CCTV's "News Network" broadcast an interview with our students (representing students from higher vocational colleges across the country) on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee. The college currently has 9 teaching institutions, including the Department of Mechanical and Electrical Engineering, the Department of Automotive Engineering, the Department of Art Design, the Department of Economic Management, the Department of Information Engineering, the Department of Public Courses, the School of Marxism, the Department of Practical Training, and the Department of Skill Certification and Short-term Training Teaching; 3 teaching auxiliary institutions, including the Teaching Supervision and Teaching Quality Management Center, the Science and Technology Research and Incubation Center (Innovation and Entrepreneurship Center), and the Library. 14 higher vocational majors such as mold design and manufacturing, mechatronics technology, etc.; 14 technical majors such as mold manufacturing, automobile maintenance, and mechatronics, among which the majors of mechatronics technology, automobile maintenance, computer advertising production, and computer application and maintenance have opened four-year and six-year preparatory technician classes (undergraduate treatment). Among them, mechatronics technology and automobile maintenance are provincial-level high-quality technical education majors; automobile maintenance is a provincial-level boutique major; mechatronics technology and clothing design and production are municipal-level boutique majors. The college currently has 381 faculty members, 66 senior titles, 1 postdoctoral fellow, 2 doctoral students, and 72 master's students. It has experts who enjoy special government allowances from the State Council, provincial and municipal leading talents, Hunan's upward and kind youth in the new era, provincial and municipal skill masters, and outstanding teachers. The college currently has nearly 8,000 students. The college has complete facilities and equipment, including teaching buildings, science and education buildings, libraries, training buildings, canteens, dormitory buildings, and all-plastic track and field stadiums. The total construction area is 128,000 square meters, and the total value of fixed assets is about 800 million yuan. It has more than 3,380 sets of various advanced training equipment, 1,579 teaching computers, 117 multimedia classrooms, 2 academic lecture halls, 25 computer training rooms, and 3 master studios, with a total equipment value of more than 100 million yuan. The college can carry out professional skill level certification for 13 types of work, including Chinese cooks, auto repairmen, computer and external equipment assembly and debugging technicians. The college has successively won the titles of "National High-skilled Talent Training Base", "Advanced Unit of Vocational Education in Hunan Province", "Advanced Unit of Skilled Talent Training in Hunan Province", "Top Ten Training Bases for Employment and Entrepreneurship of Migrant Workers of Hunan Trade Union", "Hunan High-skilled Talent Training Base", "Hunan Enterprise Talent Training Demonstration Base", "Hunan Special Vocational Ability Assessment Station", "Hunan 'Huxiang Craftsmen' Cultivation and Competition Base", "Hunan Advanced Unit for Conscription Work", "Hunan Civilized University", "Yongzhou Civilized Model Campus", "Yongzhou Advanced Unit for Talent Work", "First Round of Rural Revitalization Village Assistance Excellent Dispatching Unit" and other honorary titles. In the second and third national vocational ability competitions for teachers in technical colleges in 2020 and 2022, it won the first prize in the country for two consecutive sessions (both the only one in Hunan Province).
