History The Chinese People's Public Security University is a general higher education institution directly under the Ministry of Public Security and the Senior Police Officers College of the Ministry of Public Security, and a national "world-class discipline construction university". It was founded in July 1948 by the Central Committee of the Communist Party of China in Jianping County (now Pingshan County) in the Hebei Liberated Area. It has gone through the development stages of North China Public Security Cadre School (1949-1950), Central Public Security Cadre School (1950-1953), Central People's Public Security College (1953-1959), Central Political and Legal Cadre School (1959-1982) and the restoration of the Central People's Public Security College (1982-1984). In 1984, the Central People's Public Security College was rebuilt into a full-time general higher education institution and the Chinese People's Public Security University was established. In February 1998, it merged with the Chinese People's Police University to form the new Chinese People's Public Security University (Chinese People's Police University began to offer general undergraduate education in 1978. Its predecessor was the Ministry of Public Security's Political and Legal College, which was renamed the International Political College in 1979 and the Chinese People's Police University in 1984). In 2000, the Beijing Traffic People's Police School of the Ministry of Transport was merged into the school. Since its establishment, the school has always been highly valued by the leaders of the Party and the country. Comrade Mao Zedong met with the students of the school many times, Comrade Deng Xiaoping wrote the name of the school in his own handwriting, and Comrade Jiang Zemin wrote an inscription for the school. In October 2004, Hu Jintao and other party and state leaders visited the school to observe the report and drill of the National Public Security Police Training and delivered an important speech. In October 1984, Comrade Xi Zhongxun, then member of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat, attended the naming ceremony of the Chinese People's Public Security University and the Chinese People's Police University and the opening ceremony of the 1984 students on behalf of the Party Central Committee and the State Council and delivered an important speech. Overview of the school The school is a comprehensive university in the public security industry. It is the first higher education institution in the national public security system to carry out general higher education, the first to carry out master's degree training, and the only one to carry out doctoral education. It is also the most complete discipline, the largest scale of education, the most complete education level, and the only public security college currently selected as the country's "world-class discipline construction university". Since its establishment, the school has trained and sent more than 320,000 leaders, business backbones and specialized talents at all levels for the national political and legal public security organs and other units, and is known as the "cradle of the Republic's police officers." The school currently has two campuses in Muxidi and Tuanhe, covering an area of more than 1,200 acres. The teaching and administrative rooms, venues and student (trainee) dormitories cover an area of more than 600,000 square meters. The library has the most complete collection of public security books in the country, with more than 1.5 million books in the collection. The campus is well-equipped with teaching, scientific research, training and other facilities. It has built a number of modern large-scale education and training venues such as the Police Tactical Training Hall, Police Tactical Training Block, Police Physical Comprehensive Training Hall, and Senior Police Officer Training Building. It is equipped with live-fire shooting, scenario simulation, swimming rescue, special service driving, trace inspection, trace evidence analysis, police tactical command, criminal investigation, psychological testing, security prevention technology, traffic management and control, and many other first-class domestic police practical training facilities. In 2012, the Central Political and Legal Affairs Commission and the Ministry of Education approved the school to establish an "applied, compound and excellent legal talent education and training base". In February 2014, the Ministry of Education approved the school's public security law enforcement virtual simulation experimental teaching center as a national virtual simulation experimental teaching center. In March 2014, the Ministry of Public Security approved the school to establish the Ministry of Public Security Police Practical Training Base. In 2017, the National Engineering Laboratory for Big Data Application of Social Security Risk Perception and Prevention, jointly applied for with relevant units, was approved. The school currently has the Ministry of Education Engineering Research Center for Public Security Risk Prevention and Control, 2 provincial and ministerial key laboratories, 2 provincial and ministerial research institutions, 2 collaborative innovation centers, a judicial appraisal center, a public security high-resolution remote sensing engineering technology research center, a public security behavioral science laboratory and other scientific research institutions, as well as more than 40 non-staff scientific research institutions. In recent years, it has undertaken more than 70 national scientific research projects and more than 300 scientific research projects at the provincial and ministerial levels, and won more than 20 provincial and ministerial awards. It hosts journals such as "Public Security Research", "Public Security Education", "Journal of China People's Public Security University", "Modern World Police", and "Police Digest". Among them, "Journal of China People's Public Security University (Social Science Edition)" is a national Chinese core journal, and "Journal of my country People's Public Security University (Social Science Edition)" has been rated as one of the top 100 social science journals in the country and a core journal of Chinese humanities and social sciences journals. In recent years, it has hosted the cybersecurity theme sub-forum of the World Internet Conference hosted by the Chinese government many times, which has had an important impact on law enforcement departments and academia at home and abroad. The school adheres to the construction principles of Party management of talents, problem orientation, first-class goals and public security characteristics, closely follows the construction requirements of "world-class discipline university", and follows the idea of combining cultivation and introduction, unifying teaching and scientific research, promoting individuals and teams, coordinating the development of old, middle-aged and young people, and coordinating construction and guarantee. The school currently has more than 600 full-time teachers, of which 90% are graduates from "double first-class" universities; 60% are teachers with senior professional titles. More than 80 visiting professors and more than 300 instructors have been hired. The school has extensive and close cooperation and exchanges with police education and training institutions in more than 60 countries and regions in the fields of talent training, scientific research, and expert lectures. Since 2009, the school has held an "International Police Forum" every year, and in 2018, it established the "International Police Education Cooperation Forum" with 30 police academies in 22 countries and regions along the "Belt and Road". It is the first chairman unit and permanent secretariat unit of the forum. It carries out training for foreign students and training for overseas middle and senior law enforcement officials, and completes the training and training of nearly 1,000 overseas talents each year. Focusing on building a new system for international security governance, it actively carries out research on international police issues and has an "International Police Issues Research Center". The "Cyber Crime and Global Governance Innovation and Intelligence Base" was selected into the "Higher Education Discipline Innovation and Intelligence Program" ("111 Program") of the Ministry of Education and the Ministry of Science and Technology, and is the only discipline innovation and intelligence base in the public security system.
