Yunnan Vocational College of Special Education is the only independent public vocational college of special education in Southwest my country. It focuses on three-year full-time secondary vocational education, higher vocational college education and five-year full-time college education, takes into account continuing education, and organizes order training and professional qualification training and appraisal. It is a provincial vocational college that focuses on cultivating high-quality skilled disabled people and public service professionals. The predecessor of the college, Yunnan Huaxia Secondary Vocational School, was founded in 1990. It is the earliest state-owned special secondary vocational school established in the system of my country's Disabled Persons' Federation. Deng Pufang, honorary chairman of the China Disabled Persons' Federation, personally promoted the establishment of the school and wrote the inscription "Run a distinctive school to cultivate Chinese talents" on the tenth anniversary of the school's founding. In September 2003, it co-organized a higher vocational (college) class for the deaf with the Vocational and Technical College of Yunnan Normal University, which was the first to set a precedent for higher special education in Yunnan Province. In 2004, with the approval of the Beijing Municipal Education Commission, the Yunnan Base of the Beijing Union University Special Education College was built to jointly organize higher vocational education for the physically disabled, hearing-impaired and visually impaired. In 2014, the "Yunnan Open University Special Education College" was established, filling the gap in higher vocational education for the disabled in our province. In 2017, Yunnan Special Education Vocational College was officially established. In 2018, in accordance with the requirements and deployment of the "delegation, regulation and service" reform in the field of higher education, the competent department was transferred from the former Yunnan Disabled Persons' Federation to the Yunnan Provincial Department of Education. The school adheres to the school motto of "disabled zhang is jade, chanting strings is Hua" and the school-running philosophy of "combining the disabled and the healthy, common development, integrated education, and serving the society", adheres to the idea of "service-centered, employment-oriented, integration of production and education, and school-enterprise cooperation", and highlights the four services of "serving disabled students, serving the disabled and public services, serving Yunnan, and serving the west". It systematically constructs a talent training model, promotes the "government, business, enterprise, and school" collaborative education mechanism, and continuously provides education and teaching, psychological counseling, physical rehabilitation and other comprehensive services for disabled people and public service talents. At present, the school's operation is mainly concentrated in the two campuses of Chenggong and Anning. The school has 53 multimedia classrooms, a library with a collection of 130,000 books, 15 on-campus training rooms, 41 off-campus internship bases, and 75 cooperative enterprises. There are 172 faculty and staff, including 92 full-time teachers, 38 senior professional titles, and 37 with a master's degree or above. There are 2 provincial-level teaching masters and 3 school-level teaching masters. The school has five colleges and departments: the School of Marxism, the Department of Special Education and Public Service, the Department of Economic Information, the Department of Art, and the Department of Public Basic Teaching. There are 10 majors for junior colleges: special education, rehabilitation therapy technology, modern housekeeping services and management, big data and accounting, e-commerce, mobile application development, network public opinion monitoring, art design, beauty and body art, and traditional ethnic skills. There are 5 majors for secondary vocational school enrollment: Western cooking, ethnic handicraft design and production, art design and production, e-commerce, and computer application. At present, there are more than 3,000 students in higher vocational schools, of which 12.7% are disabled students, and there are more than 400 students in secondary vocational schools, of which 97% are disabled students. In recent years, the school has won many important teaching honors, and has trained batches of specialized talents for special education schools and disability management and service agencies across the country. Outstanding students have emerged, such as "Winter Paralympic Triple Gold Champion - Yang Hongqiong", "National Self-improvement Model - Lu Yuebing", "2022 World Paralympic Snowboarding National Championships Runner-up - Yan Wendi", and "16th Yunnan University Student of the Year - Chao Kaidie". They have been unanimously affirmed by the Yunnan Provincial Department of Education and the Yunnan Provincial Disabled Persons' Federation, and have made new contributions to promoting the cause of the disabled and regional economic and social development. Forge ahead in the new era and show new achievements. The school will base itself on the new development stage, implement the new development concept, and build a new development pattern. During the "14th Five-Year Plan" period, it will focus on the preparation for "Double High Construction", improve quality and cultivate excellence, innovate in school management, adhere to the principle of helping the weak, and promote the high-quality development of the cause of people with disabilities as the main line. We will continue to guarantee the equal right to education for people with disabilities, enhance their self-development capabilities, improve their level of service to public services, and continuously promote the adaptability of vocational education. We will actively assume the important responsibility of developing the cause of people with disabilities and promoting the coordinated development of regional economy and society.
