Shanghai Customs College is the only full-time undergraduate college directly under the General Administration of Customs. Its predecessor was Shanghai Customs School, founded in 1953. In May 1980, it was upgraded to Shanghai Customs College with the approval of the State Council. In April 1996, the former State Education Commission approved the change of its name to Shanghai Customs College. In March 2007, with the approval of the Ministry of Education, Shanghai Customs College was established, becoming a newly established full-time general college. In May 2018, the school was approved to become a master's degree awarding institution, and was also approved to grant two master's professional degree programs in public administration and taxation, achieving a leap in the level of education. In the same year, the customs management major became a PICARD standard certified major of the World Customs Organization. In 2019, the school was approved to establish one national first-class undergraduate professional construction site and one provincial first-class undergraduate professional construction site. In 2021, the school established the Lingang International Campus of Shanghai Customs College, and was approved to grant two professional degree programs in international business and translation. In 2022, the school was successfully included in the list of Shanghai doctoral degree awarding institutions and the list of Shanghai postdoctoral mobile station construction preparation institutions. The school currently has eight schools (departments), including the School of Customs and Public Administration, the School of Customs and Public Economics, the School of Business Administration and Customs, the Department of Customs Law, the Department of Customs Foreign Languages, the Department of Public Teaching, the School of Marxism, and the Inspection and Quarantine Technical Exchange Department; it has set up 12 undergraduate majors including customs management, customs inspection and quarantine safety, customs audit, administrative management, logistics management, auditing, international business, taxation, economic statistics, law, English, data science and big data technology, and 4 professional degree programs including Master of Public Administration, Master of Taxation, International Business, and Master of Translation, which belong to management, economics, law, literature, engineering and other disciplines. The school has always adhered to the socialist direction of running schools, fully implemented the party's education policy, implemented the fundamental task of cultivating morality and cultivating people, rooted in the land of China, benchmarked the needs of the customs industry, and centered on the three major development strategies of talent-based schools, customs-school cooperation, and internationalization. Adhere to the path of connotative development of characteristic schools, cultivate high-quality customs management professionals with application-oriented, compound, and foreign-related characteristics that meet the needs of customs and economic and social development, as well as foreign trade professionals serving port logistics and international business, and actively carry out customs theory research and international exchanges. The school also undertakes tasks such as continuing education, knowledge updating, and business training for middle and senior cadres in the customs system; and according to the division of labor of the World Customs Organization (WCO) and the requirements of countries and regions in the Asia-Pacific region, it gradually undertakes the task of training customs personnel in the region and fulfills corresponding international obligations. The school aims to build a first-class institution of higher learning with distinctive customs characteristics, serving national strategies, and having international influence. It actively follows up on the practice of customs reform and development and contributes more to the construction of a socialist modern customs in the new era. As of August 2023, the school has 181 full-time teachers, including 18 professors and 48 associate professors, and the proportion of teachers with senior professional and technical positions is 36.46%. There are 121 teachers with doctoral degrees, 50 teachers with master's degrees, and the proportion of teachers with postgraduate degrees is 94.48%. The teaching staff has a reasonable structure and a high level of teaching and scientific research. The school has a customs management research institute and research centers such as customs law, customs risk management, tariffs, customs public relations, and customs declaration. It conducts scientific research in close connection with customs reform and development and hot and difficult issues faced in bilateral, multilateral, and regional customs international cooperation. In 2009, the school was approved to establish the Shanghai Social Science Innovation Research Base and the Shanghai Development Strategy Institute Studio. The academic journal "Customs and Economic and Trade Research" is publicly published. The school is located in Pudong New Area, Shanghai, covering an area of 521 acres. It has a Suzhou branch located in Wuzhong District, Suzhou City, covering an area of 133 acres. According to the Ministry of Education's general higher education institution establishment standards, the school has modern teaching buildings, libraries and advanced ATM campus networks, and classrooms are equipped with multimedia teaching conditions; and there are digital reading rooms, audio-visual rooms, cultural and entertainment complex buildings, tennis courts, swimming pools, gymnasiums and other supporting facilities to create a good learning and living environment for students. The school has always highlighted the "university spirit" education with the connotation of "patriotism, openness and erudition", focusing on the all-round development of students, and the comprehensive quality education of students and quasi-military management throughout the whole process of talent cultivation; the school has always been centered on teaching, scientific research, and training, with discipline and professional construction as the leader, changing the concept of education and teaching, deepening education and teaching reform, innovating talent training models, implementing comprehensive quality education with moral education as the core, cultivating students' practical ability and innovative spirit, promoting students' personalized development, and comprehensively improving the quality of undergraduate talent training.
