Lanzhou Vocational and Technical University of Resources and Environment is a public undergraduate vocational university established by integrating the educational resources of Changqing College of Lanzhou University of Finance and Economics and Lanzhou Vocational and Technical College of Resources and Environment, approved by the Ministry of Education and agreed by the Gansu Provincial Government. The predecessor of the school was the Lanzhou Meteorological School (founded in 1951), a national key technical secondary school affiliated to the China Meteorological Administration, and the Gansu Coal Workers University (founded in 1984), affiliated to the Gansu Provincial Coal Industry Bureau. In 2004, the two schools merged and rebuilt into the first general higher vocational college of resources and environment in western my country. In March 2021, with the approval of the Gansu Provincial Government, the Gansu Water Conservancy and Hydropower School (founded in 1951), a national key technical secondary school, was merged into Lanzhou Vocational and Technical College of Resources and Environment. Since its establishment, the school has been adhering to the school-running spirit of “hard work and never giving up”, and has condensed and formed the school-running philosophy of “harmonious education”, the school motto of “quality first”, the school spirit of “truth-seeking and pragmatism”, the teaching style of “moral education and character building” and the style of study of “unity of knowledge and action”. It has steadily promoted the reform of educational methods, school-running models, management systems and guarantee mechanisms, and successfully ranked among the “first echelon” of higher vocational colleges in the country. The school’s development quality and efficiency have created a “resource and environment model” for Gansu’s higher vocational education. The school’s history of running schools has become a “banner” for Gansu’s higher vocational education to dare to be the first and to start a business with hard work. The school is one of the few public vocational undergraduate colleges in the country. It is the only high-level vocational college construction unit in Gansu and one of the 56 in the country selected by the Ministry of Education and the Ministry of Finance. It is a national backbone vocational college, a national high-quality vocational college, and the first batch of 11 pilot colleges for the targeted training of non-commissioned officers determined by the former General Staff of the People's Liberation Army and the Ministry of Education. It is the first batch of modern apprenticeship pilot units and educational informatization pilot units determined by the Ministry of Education. It is also a college jointly built by the Gansu Provincial Government, the Ministry of Emergency Management (formerly the State Administration of Work Safety), and the China Meteorological Administration. It is a provincial "double first-class" university project construction college and a high-quality vocational college determined by the Gansu Provincial Government. It won the honors of the Fourth National Huang Yanpei Vocational Education Award, the Top 50 Internship Management and Student Management in Vocational Colleges in China, the National Vocational College Campus Culture "One School One Product" Demonstration School, the Ministry of Education Course Ideological and Political Research Demonstration Center, the First Civilized Campus in Gansu Province, the New Era Gansu Higher Education Institutions Party Building Work Demonstration School, and the Gansu Higher Education Institutions Course Ideological and Political Demonstration School. The school has more than 21,000 full-time students, including nearly 8,000 undergraduates and more than 13,000 junior college students. It currently has 4 campuses and 1 industry-education integration demonstration park, covering an area of 2,307 acres, a building area of 433,700 square meters, and teaching and scientific research equipment with a total value of 302.54 million yuan. It has built 210 off-campus internship training bases with the government and enterprises, and has built 191 on-campus training rooms (including 3 national-level production training bases, 1 national-level vocational education demonstration virtual simulation training base, and 8 provincial-level demonstration training bases). The library has a collection of 1.43 million books. The school mainly trains high-level technical and skilled talents for the national meteorology, civil aviation, coal, geology, safety, metallurgy, water conservancy, chemical industry, jewelry, finance and trade and other industries. In recent years, the school's scale of operation has grown steadily, its social reputation has continued to rise, the quality of students has continued to improve, and the employment rate of graduates has remained at the forefront of colleges and universities in the province. The school has been commended as a national vocational college employment competitiveness demonstration school and a provincial advanced employment work unit, a model university for college student employment in Gansu Province, a model university for innovation and entrepreneurship education reform in Gansu Province, and an advanced collective for employment and entrepreneurship in Gansu Province. The school is a member of the presidium of the National Vocational College Presidents' Joint Conference, a standing director unit of the China Vocational and Technical Education Society, a director unit of the China Vocational Education Society, a standing director unit of the China Adult Education Association, a vice chairman unit of the Emergency and Safety Industry-Education Integration Alliance, a member unit of the Research Center for the Inheritance and Development of Chinese Excellent Traditional Culture, and a vice chairman unit of the National Vocational Undergraduate Education Research Association. The school focuses on cultivating professional leaders and young and middle-aged backbone teachers, and has established a teaching staff with modern educational concepts, noble teacher ethics, sufficient quantity, reasonable structure, excellent quality, and vitality. There are 1,117 faculty and staff, including 100 with senior professional titles and 331 with deputy senior professional titles. The proportion of "dual-qualified" teachers to full-time teachers of professional courses is 76.4%. One person won the honorary title of "March 8" Red Flag Bearer of the country, one person won the honorary title of "National Outstanding Educator", one person won the National Huang Yanpei Vocational Education Outstanding Principal Award, one person won the Outstanding Teacher Award, one person was selected into the Ministry of Education's New Era Vocational School Master (Master) Principal Training Program, three Gansu Provincial Leading Talents, two Longyuan Young Talents, four teachers won provincial teaching masters, two teachers were named provincial model workers, 10 teachers won provincial gardener awards, two teachers won the provincial "March 8" Red Flag Bearer title, seven teachers won provincial young teacher talent awards, and two teachers won the Gansu Provincial Youth Geological Science and Technology Award. There are 18 provincial teaching teams, 18 provincial master studios, and one national "dual-qualified" teacher training base. The school focuses on national strategies and regional economic and social development needs. According to the professional group construction strategy of "dislocation setting, unbalanced construction, star management, and professional group development", it has formed a resource and environmental specialty layout that closely connects with the talent needs of Gansu industry, such as meteorology, metallurgy, environmental protection, safety, finance and trade. There are currently 14 professional groups, including 27 vocational undergraduate majors, 7 provincial specialty majors, 9 provincial backbone majors, 10 national backbone majors, and 2 provincial and national high-level professional groups. It presided over 1 national professional teaching resource library, won 3 national second prizes for teaching achievements, and 47 provincial teaching achievement awards. The school adheres to the scientific research orientation of "production, learning, research and application" integration, and attaches importance to technology transfer and transformation of scientific and technological achievements. Over the years, the reform of scientific research system and mechanism has been continuously deepened, and cooperation with government functional departments and industry enterprises has been vigorously strengthened. The school and enterprises have jointly built 4 industry communities, 1 municipal industry-education consortium, 4 vocational education groups, and 7 application technology collaborative innovation centers. 346 vertical scientific research projects at or above the municipal and departmental levels have been approved, with a vertical scientific research project funding of 11.92 million yuan and a horizontal scientific research project funding of 7.72 million yuan. The faculty and staff have published more than 2,800 academic papers, authorized 476 intellectual property rights of various types, and won 4 Gansu Provincial Science and Technology Progress Awards, 1 invention patent award, and 20 various scientific and technological awards at or above the municipal and departmental levels. The school attaches importance to social services, gives full play to its brand advantages, and is committed to improving the modern vocational education and training system and promoting the construction of a skill-based society. It has established more than 30 social service platforms, including the Ministry of Education's Vocational College Principals Training Base, the National Professional and Technical Personnel Continuing Education Base, the National Higher Vocational College Professional Key Teachers Training Base, the Gansu Branch of the China Meteorological Administration Cadre Training Institute, the National Vocational Education "Dual-qualified" Teacher Training Base, the National High-skilled Talent Training Base, the Gansu Emergency Management College, the Gansu Province Small and Medium-sized Enterprise Talent Precision Service Platform, the Gansu University Students Overseas Employment Service Center, the Gansu Craftsmen College, the Xinglong Lanzhou Beef Ramen International Business School, the Longyuan Craftsmen Training Base, the Coal-based Industry College, etc., which provide about 50,000 professional training sessions of various types to the society every year and provide services worth more than 40 million yuan.
