Shandong Police College is located in Jinan, the capital of Shandong Province. It was formerly known as Shandong Provincial Police Officer School. It was founded in 1946 and is the first police school in the history of the Communist Party of China. Over the past 70 years, the school has moved its site three times and changed its name ten times, making significant contributions to the War of Liberation, socialist revolution and construction, reform and opening up, and socialist modernization. In 1978, it began to recruit young students and hold secondary vocational education. In 1983, the school was rebuilt into Shandong Public Security College. In 2004, it was upgraded to Shandong Police College, known as the cradle of Shandong police officers. In recent years, the school has been commended by the Shandong Provincial Party Committee and the Shandong Provincial People's Government as an "advanced collective that has made positive contributions", and has been awarded the second-class collective merit twice by the Ministry of Public Security and the second-class collective merit twice by the Shandong Provincial Public Security Department. It has two "Huang Danian-style teaching teams" in Shandong Province and two "advanced public security education collectives" awarded by the Ministry of Public Security. Shandong Police College is a full-time public security college, organized by the Shandong Provincial People's Government. It is jointly managed by the Shandong Provincial Department of Education and the Shandong Provincial Public Security Department, with the provincial public security department as the main management system. Its main functions are to recruit and train full-time public security undergraduate students, and to provide public security organs with politically qualified, professionally proficient, excellent work style and high-quality public security professionals; undertake the training of leading cadres of public security organs across the country and the province, professional training of police officers and training of senior police officers abroad; undertake the research tasks of public security professional theory and technology, and serve as the teaching and research base of public security organs across the province, the national county and city public security chief training base determined by the Ministry of Public Security, and the national foreign aid training base determined by the Ministry of Public Security and the Ministry of Commerce. Public security studies have been identified as a high-level discipline cultivation discipline in Shandong colleges and universities. The school has 8 undergraduate majors, including investigation, public security, criminal science and technology, economic crime investigation, traffic management engineering, network security and law enforcement, public security intelligence, and domestic security protection. Among them, the majors of Public Security and Economic Crime Investigation are national first-class undergraduate major construction points, and the majors of Investigation, Criminal Science and Technology, Cyber Security and Law Enforcement, Public Security Intelligence, and Traffic Management Engineering are first-class undergraduate major construction points in Shandong Province, with the right to confer bachelor's degrees in law and engineering. In 2012, it passed the undergraduate teaching qualification evaluation of the Ministry of Education, and accepted the review and evaluation of undergraduate teaching in 2019. In November 2017, it was approved by the Provincial Department of Education as a master's degree awarding project (cultivation) construction unit, and in 2019, it began to jointly carry out master's degree training with Shandong Jianzhu University. In 2021, it was identified by the Provincial Department of Education as the first batch of supporting universities for the construction of applied undergraduate universities in Shandong Province. In March 2024, it was identified by the Provincial Department of Education as a master's degree awarding project construction unit. The school currently has two campuses, Mingshui and Wenhua East Road, respectively, No. 2555 Zhanglai Road, Zhangqiu District, Jinan City, and No. 54 Wenhua East Road, Lixia District. The legal domicile is No. 54 Wenhua East Road, Lixia District, Jinan City. The Mingshui campus is mainly responsible for full-time undergraduate education, while the Wenhua East Road campus is mainly responsible for domestic police training and foreign aid training. The two campuses cover an area of 1,730.93 acres, with a total school building area of 257,300 square meters. There are 1 Shandong Province Big Data Development and Innovation Laboratory, 2 Shandong Province Data Open Innovation Application Laboratories, 2 Shandong Province Experimental Teaching Demonstration Centers, 49 professional laboratories, 2 shooting halls, 1 outdoor sunken shooting range, 2 track and field training grounds, 2 comprehensive training halls, 1 outdoor tactical training ground, 1 anti-terrorism training ground, 2 police drone training grounds, and 1 swimming hall. In addition, there are 81 teaching practice bases and 18 teaching and research bases, 1 school-bureau cooperative research institute, 2 school-enterprise cooperation bases, 1 new think tank, and 18 non-staff scientific research institutions in the province. The campus LAN is interconnected with the "China Education and Research Network" and the "Public Security Information Network" respectively. The library has a paper collection of more than 874,000 books, 1.16 million electronic books, 12,000 electronic journals, a total value of 91.397 million yuan in teaching and research equipment, and an area of 121,600 square meters for teaching and administrative buildings. There are 564 faculty members, 49.56% of whom have associate senior titles or above, and 92.92% of whom have master's and doctoral degrees. There are 1 recipient of the State Council Special Allowance, 2 recipients of Shandong Provincial Government Special Allowance, 1 recipient of the Ministry of Public Security Ministerial Allowance, 2 National Outstanding People's Police, 1 Young and Middle-aged Expert with Outstanding Contributions in Shandong Province, 3 Outstanding Teachers in the National Public Security System, 2 National Advanced Teachers in Public Security Education, 8 Provincial and Ministerial Teaching Masters, and 17 selected into the Expert Talent Pool of the Ministry of Public Security and the Provincial Public Security Department. There are currently 5,739 full-time students. Based on the needs of the industry and the characteristics of running schools, our school implements organized scientific research and strives to improve its ability to serve the public security in actual combat. In the past five years, it has undertaken 59 national, provincial and ministerial scientific research projects, among which a public safety risk prevention and control and emergency technology and equipment project was listed as the national key research and development plan in 2019; signed horizontal contracts worth more than 7 million yuan; published 411 academic papers, published 35 academic works; 19 scientific research achievement awards at the bureau level and above; and approved 2 provincial scientific research platforms (Cyberspace Security Big Data Development Innovation Laboratory, Shandong Province Data Open Innovation Application Laboratory). "Journal of Shandong Police College" was selected as a national core Chinese journal in 2015, and was selected as an extended journal of Chinese Humanities and Social Sciences Journal A in 2018. It has been rated as a national excellent social science journal for five consecutive sessions. The school actively carries out foreign exchange activities, and has organized delegations to visit police agencies and police academies in the United States, Britain, France, Japan, Russia, South Korea, Singapore, South Africa, Cuba and other countries many times, and received visits from police agencies and police academies in many countries. The school has established academic exchanges and scientific research cooperation with the police in Hong Kong, Macao, and Taiwan, as well as the practical public security departments and police academies in and outside the province. The school actively selects young and middle-aged teachers to visit domestic and foreign universities, and holds academic exchange activities such as "International Police Academic Lectures" and "International Police Law Enforcement Cooperation Seminars". Since the foreign police training work was launched in 2006, it has hosted more than 160 foreign police training courses, training 3,345 middle and senior police officers from 99 countries in six continents including Asia, Africa, Europe, North America, South America, Oceania, and international organizations such as the African Union Counter-Terrorism Center, and sent instructors to Jordan, Ethiopia and other countries to hold "Special Security Skills Training Courses" and other aid teaching activities. The school leaders once led a delegation of managers of the Ministry of Public Security's foreign police training project to visit the UK, and participated in activities such as the joint working group meeting on cadre training between the Ministry of Public Security and the Ministry of Internal Affairs of the Russian Federation. For a long time, the school has adhered to its original intention of running a school, unswervingly adhered to the socialist direction of running a school, insisted on building the police and the school politically, and closely centered on the general requirements of loyalty to the Party, serving the people, fair law enforcement, and strict discipline, forming distinct professional characteristics and school advantages.
